1.0 INTRODUCTION
OHC Environmental Engineering, Inc., (OHC), was contracted by Ms. Naiara Salgado
Torres of Bay Pines VAMC to perform a Baseline Asbestos Reinspection. This inspection was conducted to comply with the Veterans Health Administration requirement to perform a reinspection once every six (6) months. The reinspection was performed at various buildings at the Bay Pines VAMC located at 1000 Bay Pine Blvd. in Bay Pines, FL. A representative from OHC and AHERA-accredited building inspector, Mr. Thomas
Martinelli, visited the site during the week of September 12th of 2022, to perform these services.
OHC performed a similar reinspection in September of 2021. At that time, OHC used the previous Asbestos Operation and Maintenance Manual performed by Mabbett &
Associates Inc. dated November, 2009 as the guideline for our re-inspection. Also, the
Pennoni Associates June 2022 EHRM Upgrade report information was added to the findings in 2022. Only previously identified asbestos containing materials (ACBM) were inspected. Newly installed material, previously removed material or new construction is not included in the reinspection survey.
2.0 BASELINE ACBM REINSPECTION PROTOCOL
The VA baseline reinspection protocol requires each VAMC building constructed prior to
1988 to be surveyed for ACBM. These materials could be sampled or assumed to contain
Asbestos. The survey also included an assessment of the present condition of the material and potential for future damage. The physical assessment of the material is based on the existing physical condition of the ACBM. The potential for future damage is based on three categories:
a. Accessibility of the ACBM
b. Potential for erosion
c. Potential for vibration
ACBM Classification
After known and assumed ACBM was reassessed according to the above criteria, the
ACBM was given one of the following physical assessment categories and their associated conditions:
1. Damaged or Significantly Damaged Thermal System Insulation ACBM (Poor)
2. Damaged Friable Surfacing ACBM (Poor)
3. Significantly Damaged Friable Surfacing ACBM (Poor)
4. Damaged or Significantly Damaged Friable Miscellaneous ACBM (Poor)
5. ACBM with no damage but has Potential for Damage (Good/Fair)
6. ACBM with no damage but has Potential for Significant Damage (Good/Fair)
7. Any Remaining ACBM or Friable Suspect ACBM
The baseline model also requires periodic surveillance of these materials once every 6 months and a 3-year reinspection which must be performed by an EPA accredited inspector.
This report satisfies both the 3-year reinspection for this VAMC. In addition to the 3-year reinspection, OHC also verified that all the baseline requirements were completed which include:
a. Annual awareness training of employees
b. Annual update of O&M plan
c. Annual Notification to employees, if required
d. Six months re-inspection
3.0 CONCLUSION
This reinspection indicated that most material previously identified as ACBM is still in good or fair condition and no further action is required at this time. Any poor material conditions shall be assessed for removal in the future if renovation or demolition activities are scheduled in accordance with the NESHAPS regulations. The VAMC shall continue to comply with their obligation to maintain the O&M program as detailed above.
4.0 RECOMMENDATION/RESPONSE ACTION
1. Continue O & M procedures previously outlined and update the O&M program with a copy of this report.
2. Continue conducting the 6-month periodic surveillance and 3-year reinspection.
3. Notify employees annually of any update in the O&M program, if required.
4. Continue with the annual awareness training of all custodial and maintenance staff in each building.
5.0 LIMITATIONS & DOCUMENT CONTENT
This Baseline Asbestos Reinspection is limited to the materials previously identified as asbestos-containing building material (ACBM) in the 2021 OHC reinspection report. That report was designed based on material identified in the 2009 Mabbett & Associates O &
M Manual. OHC warrants that the investigations and methodology reflect the prevailing standard of work practices in the environmental consulting field. If local knowledge indicates error, omissions, or inaccuracy, please notify the consultant. The knowledge of the consultant is based upon current information and research. This report has been prepared for the exclusive use by the Bay Pines VAMC.
