| Reference VA TIL Specification 27 05 11 REQUIREMENTS FOR COMMUNICATIONS INSTALLATIONS |
Under the Submittals section of this specification, it requires the contractor responsible for the specification to submit delegated design submittals. Delegated design allows an owner, through the drawings and specifications prepared by the architect though the use of the standard VA TIL specification(s), to delegate the design of systems, materials, or equipment to the contractor, and their appropriately licensed design professional that prepares the actual design as a shop drawing. The architect is required to specify the performance and design criteria that the contractor will be required to achieve. The contractor then provides those design services through an “appropriately licensed design professional” who uses its own signature and seal on design documents it produces. Question: Can the VA confirm that the Justification and Approval (J&A) for the authorized Rauland Nurse Call System designer/installer will procure the design services and certifications necessary to satisfactorily complete the work from a licensed design professional in order to meet the requirements of 27 05 11?

However, the SOW states “The Tampa VA has specifications that have been edited for general use at this facility and are the preferred specification to be used”. Can the VA confirm that all sections provided in the solicitation shall be used in the context provided?
| TLS |
