PHASE2 RFI
Question 1: Please move the submission of the Phase 2 proposal to August 26 at a minimum. We need more time to properly assemble the proposal package.
Response: the solicitation closing date for face 2 will be extended to August 26th, 2022 at 4:00 PM.
Question 2: Please establish a date for a Phase 2 site visit.
Response: August 4th, 2022 at 10 A.M.
Question 3: Please provide a copy of the electrical single line as-built/record drawing for the new mental health building (Building #16).
Response: Attach the single line for the mental health building (Bldg 16).
Question 4: Please provide a copy of the electrical as-built/record drawings for the project that added the standby emergency generators and modified the medium voltage double ended switchgear.
Response: Attach a copy of the drawings from the sequence of operation manual from the electrical shop.
Question 5: Please provide a copy of the as-built medium voltage underground distribution which shows the existing feeder A and B to the CLC (Bldg. 3) and the new Mental Health Building (Bldg. 16).
Response: Attach the single line from the mental health bldg.
Question 6: Please provide the current loads for the secondary feeders which are served by the two transformers that are required to be replaced.
Response: On the day of the site visit the 750KVA transformer indicated an average load of 174 amps, the load on the 225KVA indicated an average of 85 amps.
Question 7: Please advise on the size of the portable generator previously installed for temporary power for the CLC and Mental Health Buildings.
Response: Contractor shall size the portable generator based on the loads noted plus 25% spare capacity.
Question 8: Please advise on the current loads on automatic transfer switches 13 and 14 which are required to be replaced.
Response: On the day of the site visit ATS-14 indicated an average load of 22 amps and ATS-13 indicated an average load of 9 amps.
Question 9: Please clarify if the replacement transformers shall be designed for two feeders, A & B, with a radial selector switch or just the transformer that serves the CLC and just feeder B for the mental health building.
Response: Yes, the transformers shall be provided with load break bushings for feeder A and B. The automatic 13.2KV switch will be used for selecting which feeder is connected to the transformers. The transformer switch shall be labeled to indicate the switch position for the automatic selector switch.
Question 10: Reference Amendment #2 issued under Phase I, question #14. Please clarify which transformer the VA will supply for installation, i.e., CLC or Mental Health.
Response: The VA has ordered a replacement transformer for the CLC (750KVA) and the estimated delivery date is 4/23/22.
Question 11: Reference Amendment #2 issued under Phase I, question #15. Please clarify the operational sequence for the new medium voltage transfer switch, i.e., to switch to which ever feeder has power once power is restored or provide a battery backup for the controls so the switching will take place once a feeder is back online, etc.
Response: The Design-Build Team shall recommend the sequence of operation for the new automatic selector switch. The VA requires the new automatic 13.2KV switch to select an energized feeder and should a feeder be lost it shall automatically switch to the energized feeder.
Question 12: Please clarify if the new medium voltage transfer switch will be designed for switching feeders A and B for just the nurse home transformer since the transformer for the mental health building is only served from feeder B. (reference question #9 above also for the answer for this question).
Response: The new automatic 13.2KV switch shall control which feeder feeds both transformers, but each transformer will include the load break bushings for two feeders of which only one will be connected to the automatic selector switch, I.e., the new automatic switch will control which feeder is connected to the new transformers.
Question 13: Please clarify if our design is required to address the controls which have been installed on the tie breaker in the main medium voltage switchgear, i.e., currently the tie breaker will be connected to the energized feeder upon the loss of a feeder and is manually reset after an outage to avoid additional outage.
Response: The Design-Build Team shall review the existing controls and sequences and design the system to provide the automatic switching for Feeders A & B so that the transformers are connected to whichever feeder is energized.
Question 14: Please provide some type of specification for designing the new medium voltage transformer switch that outlines the basic sequence of operation and the type of delays required for switching the feeders.
Response: The Design-Build Team shall review the project requirements with the switch manufacturer and provide a switch which is designed to meet the VA Standard for an automatic transfer switch for medium voltage applications.
Question 15: Please advise on the type of medium voltage transfer switch required for this project.
Response: See response to question #14.
Question 16: Reference Amendment #2 issued under Phase I, question #17. Can we schedule a day and time to stop by and connect a meter on the secondary side of the transformers and the two transfer switches so we can determine the current loads for selecting the temporary generator for the project?
Response: This can be done in the site visit on the 4th of August.
Question 17: Please clarify how we coordinate both the medium voltage outages to replace the transformers and install the new automatic transfer switches, i.e., ATS 13, 14, and the new medium voltage unit, i.e., how much advance notice and when can this be scheduled?
Response: The Design-Build Team shall provide a minimum notice of 14 days for the scheduled outages and this includes scheduling the outages for the temporary feeders and the temporary generators.
Question 18: Please advise if we are to only test the new medium voltage cabling and splices installed for the new transfer switch and transformer connections.
Response: Cabling will be limited to the new feeders and not the existing feeders.
Question 19: Reference Amendment #2 issued under Phase I, question #17e. Please clarify if the temporary generator will require the installation of a temporary transfer switch to maintain power should an outage take place on the normal source.
Response: The Design-Build Team shall design the temporary service as required to provide continuous power to the buildings during the scheduled outages.
Question 20: Please clarify the length of outages allowed to replace the existing transfer switches (13 & 14), i.e., 8 hrs.
Response: The Design-Build Team shall design the replacement systems to minimize the length of the outages. The VA understands that there will be outages required for the installation of the temporary feeders and the removal upon completion of each phase of the project and the VA will work with the contractor on an acceptable duration for the outages.
Question 21: Reference Amendment #2 issued under Phase I, questions #21 and #22. Please clarify the work schedule for this project and the schedule for outages, i.e., normal working hours and M-F or outside the normal working hours, i.e., nights/weekends, etc.
Response: Outages will need to be scheduled outside the normal working hours of 8am to 5pm M-F. The Design-Build Team shall design the layout and connections to the existing feeders in a way to minimize the outages and this work can be scheduled during the normal work week, but any outage required for the various electrical connections needs to be coordinated in advance and scheduled for outside the normal working hours noted above.
Question 22: Reference Amendment #2 issued under Phase I, questions #20. We have been advised that the fabrication and delivery of a new medium voltage transformer that is built as detailed in the VA Master Specification will be approximately 500 days after submittal approval. Please clarify the project’s duration. We would assume that the new medium voltage transfer switch will also take an extended amount of time to procure.
Response: This issue is being addressed with the Contracting Officer. The VA understands the current conditions for the fabrication and delivery based on the transformer that was ordered back in November 2021 and has an estimated delivery date of 4/23.
Question 23: Please advise if the temporary power installed from the rental generator will be required to be installed in conduit or just protected from the weather and damage.
Response: No, but adequate protection is required to avoid trip hazards and secure the work area and in accordance with standard practices for this type of work.
Question 24: Reference Amendment #2 issued under Phase I, question #26. Please clarify if the response provided applies to both the transformer provided by the VA and the one that we have to provide or just the one provided by the VA.
Response: The response applied to the cabinet which houses the lightning arrestors for the B feeder to the 225KVA transformer for the mental health building.
Question 25: Will the VA provide a new price/cost schedule which includes the entire work scope, i.e., replace two transformers which one of them is VA furnished (750 KVA), design services, new 15KV automatic switch, & temporary power (generator) for outages.
Response: Yes, it will be discussed with the Contracting Officer. The bid form should note that the price includes the entire scope of work outlined in the solicitation documents and the VA will furnish the 750 KVA transformer for installation upon receipt of the transformer.
Question 26: Please clarify if 4 position medium voltage selector switches are required in the transformers since the new automatic switch will control which feeder feeds the transformers.
Response: Yes, each transformer shall include the noted 4 position switch, the automatic switch will control which feeder is connected to the transformers.
Question 27: Please clarify if the new automatic switch shall serve both transformers or just the CLC.
Response: Both.
Question 28: Please clarify if the transformer for the mental health building is required to be connected to just feeder B (also see question 27th above).
Response: The transformer shall be designed and selected for a feeder A and B load break bushings but shall only be fed from the new selector switch.
Question 29: Please provide copies of the as-built/record drawings for the underground utilities which are located in the area where the existing transformers are located.
Response: See attached the attached drawing. The contractor shall verify the locations of the utilities within the construction site (fenced in area) with ground penetrating radar to confirm any additional utilities within the area and design the new equipment and raceways in a manner to avoid conflicts with the existing underground utility systems.
Question 30: Please advise if it is acceptable to remove the existing trees which are located within the fenced yard where the existing transformers are located. Our team believes that the amount of root damage that will take place installing the underground raceways and trimming to provide adequate clearance to install the new transformer pads, foundations, and setting the transformers along with the removal of the old transformers will cause the trees to die over the next year or two.
Response: Yes.
Question 31: Please provide copies of the colored single line distribution drawings which are posted in the rooms where the normal and emergency distribution panels and switchboards are located.
Response: See attached colored single line drawings. Attach the Nursing Home “A” Normal/Em. Distribution sketch and the Nursing Home/Mental Health ATS-13, 14, & 16.
