**All other existing terms and conditions remain the same.

Stacy Figlinski Contracting Officer This amendment does the following:

1. Phase I close date has been extended until July 15, 2022.

2. Attached are the RFI responses.

QUESTION 1:Can the submission of the Phase 1 proposal be extended?
RESPONSE:The solicitation closing date for Phase 1 will be extended to July 15, 2022.
QUESTION 2:Please clarify if a superintendent can be a triple hat to cover the requirements of SSHO
and QA/QC?
RESPONSE:Yes
QUESTION 3:If no to the question above, will the SSHO need to be full-time for this project?
RESPONSE:See answer to question 2.
QUESTION 4:Please provide electrical as-builts for the space.
RESPONSE:Available drawings have been provided.
QUESTION 5:Please provide existing drawings of system including conduit sizes and wire sizes.
RESPONSE:Available drawings have been provided.
QUESTION 6 :Please clarify if the contractor will be responsible to schedule with FPL for power
shutdown of transformers?
RESPONSE:No. Both feeds to the transformer come from 13.2 KV WPB VA circuit breakers.
QUESTION 7:Please clarify if both transformers can be down at same time or will it need to be two
separate phases?
RESPONSE:The second transformer is currently fed from the first transformer on the primary side.
QUESTION 8:Please clarify if a small work trailer can be established near the work site to store
materials.
RESPONSE:A work trailer cannot be located next to work site. A location on the VA property will be
determined by the COR.
QUESTION 9:Please outline who is responsible for 13,200 volt work?
RESPONSE:Contractor.

QUESTION 10: Please clarify who will be responsible to make terminations in the transformers? RESPONSE: Contractor.

QUESTION 11:Will the government confirm this is a single-volume proposal submission for Phase I
(containing both Factor I and Factor II) and two-volume proposal submission for Phase II
(one volume containing Factor III and IV and the other volume containing Pricing)?
RESPONSE:Yes, this is correct.
QUESTION 12:Formatting and other restrictions for Subfactor 1 – Specialized Experience and Capability
limits this section to 10 pages. Instructions indicate offerors should present 4 example
projects using the experience information sheet, which is three pages per project (i.e.
would at minimum be 12 pages total). Will the government increase the page limit for
this section?
RESPONSE:Yes, this requirement is changed to 20 pages.
QUESTION 13:Reference the work description in section 10 on SF 1442 and Attachment “Upgrade CLC
and Outbuildings - Drawing”. In general, the solicitation documents note the replacement
of two transformers, i.e., CLC and the Mental Health Building. Please confirm that BOTH
transformers are to be replaced.
RESPONSE:Both transformers are to be replaced. One provided by the VA and the other contractor
acquired.
QUESTION 14:The drawing labeled “Upgrade CLC and Outbuildings - Drawing” also notes a requirement
to replace the lightning arrestor cabinet adjacent to the CLC transformer. If the VA would
like arrestors installed on the transformers we would recommend dual bushings on the
primary connections with load break arrestors, see attached photo for reference. Yellow
banded items are the load break arrestors. (Note: The current cabinet adjacent to the
transformer is a tee splice cabinet for splicing the medium voltage feeder for the
transformer serving the mental health building.) Is this acceptable?
RESPONSE:This is a design-build contract. Contractor’s engineer must meet VA design guides.
QUESTION 15:The drawing labeled “Upgrade CLC and Outbuildings - Drawing” also notes the
replacement of the existing automatic transfer switches ATS 13 and 14 and the
installation of a new medium voltage transfer switch for feeders A & B for the
transformer serving the CLC. We would not recommend installing a medium voltage
transfer switch in an outdoor environment. (Note: When the standby medium voltage
generators were installed back in 2006-2007, a new logic controller was installed on the
double ended medium voltage distribution gear in the substation room in the
boiler/chiller plant. The new controller automated the tie breaker in the main switchgear
to open the lost feeder breaker and to close the tie breaker to avoid any problems with
loosing feeder A and feeder B. The system added indicator lights to note the transfer and
the VA did not program the logic to automatically return to normal operations once the
feeder was restored to allow time for the VA to coordinate an outage (short) to return
the gear to a feeder A and feeder B distribution. We would recommend that the logic be
checked and staff be trained on the sequencing of the logic in the primary switchboard.
This also provided full supply for all the substations in the plant since they use a medium
voltage non-load break switch and selector switches which are all manually operated.)
Please clarify the requirements for the medium voltage transfer switch.
RESPONSE:Design and construct per SOW. Structure can be built for exterior switch.
QUESTION 16:Will the VA be providing the temporary power for the required outages to replace the
transformer?
RESPONSE:SOW, General Description,7: Contractor will provide temporary generator power to
buildings during construction.
QUESTION 17:If the contractor is going to be responsible for the temporary power, then,
a. Can the VA provide information on the current connected loads?
RESPONSE:Yes. 13.2 Feeder breaker load history, not separate transformer loads.
b. What is the distance of temporary power connection?
RESPONSE:Depends on generator(s) size and location.
c. What is the accessibility for refueling?
RESPONSE:Depends on generator(s) size and location.
d. Will refueling be possible with unit on or do we need to add a transfer tank?
RESPONSE:Depends on generator(s) size and location.
e. Does the temp power need to run load for 24/7?
RESPONSE:Expectation is that any time normal power is lost that generators will restore power,
unless work safety prevents energization.
QUESTION 18:Reference section A.3 PRICE/COST SCHEDULE – ITEM INFORMATION on the price/cost
schedule description. Item 0001 notes the installation of a VA furnished 750 KVA
transformer. Please clarify the overall scope included in Item 0001, i.e., just replace the
existing transformer with one provided by the government, or replace two transformers,
replace ATS 13 & 14, and add automatic MV transfer switch as shown on the drawings?
RESPONSE:See answer to QUESTION 13.
QUESTION 19:Reference the QUESTIONs above and the General Description provided on pages 13 & 14
of 65 and attachment labeled 548-22-140, Upgrade CLC/Hospice Outbuildings
Transformer description. Please clarify the overall project description and re-issue the
price/cost schedule to reflect the work description.
RESPONSE:See answer to QUESTION 13.
QUESTION 20:Reference the project performance duration of 200 calendar days for the overall project.
In today’s market the typical timeline for getting a transformer ordered, fabricated, and
delivered is around 6 to 9 months with everything the VA requires for a new oil cooled
transformer. If the VA currently has the transformer or transformers on campus for the
contractor to install, then we understand the project duration, but the timeline for
ordering and receiving customize transfer switches per the VA Master Specifications also
runs a minimum of 180 days. We would recommend that the VA have each of the bidders
provide a schedule in Phase II to address the timeline based on discussions with the
manufacturers. Please review the noted project duration and advise?
RESPONSE:In today’s market, I agree with concern and will discuss with contracting officer.
QUESTION 21:Reference the noted working hours for this project on page 16 of 65. Please confirm that
the work shall be scheduled M-F, 7am to 5 pm?
RESPONSE:Weekends and off hours can be scheduled with COR. All work hours beyond these hours
MUST be coordinated with the project’s COR. All work performed during WHEN hours
(Weekends, Holidays, Evenings and Nights) so as not to interfere with normal Hospital
functions.
QUESTION 22:Reference the coordination section (page 16) notes shutdowns are to be scheduled after
hours. Please advise on what is considered “after hours?”
RESPONSE:See answer to QUESTION 21.
QUESTION 23:Reference Attachment #2 (solicitation). Please advise if the cabling on the lawn and
sidewalk is currently providing temporary power to the buildings severed by the two
transformers which are shown in the photo?
RESPONSE:Photo was taken before January. Cables are no longer in place.
QUESTION 24:Reference drawing 3-E16 which was provided with the solicitation documents. The
drawing does not reflect the current medium voltage distribution. The medium voltage
from the CLC transformer has a splice box adjacent to the transformer which was added
to intercept the feeder and tap the feeder for the mental health building. Please provide
an updated single line, recommend checking with the electric shop.
RESPONSE:There is not a splice box adjacent to the CLC transformer. The feeds to the mental health
building come from the CLC transformer.
QUESTION 25:Reference section 01 32 16.17. Would the VA accept a standard bar chart schedule for
this project?
RESPONSE:No
QUESTION 26:Reference section 26 12 19, Medium Voltage Switch descriptions noted in paragraph A
and as noted in other attachments. We would recommend that the medium voltage
switch in the transformer should match the current switching that exists in the medium
voltage compartment. Please clarify/confirm?
RESPONSE:The 4-position which exists in the current transformer will be part of the new
transformer.
QUESTION 27:Page 9 of 65 Phase I 1. General Information includes a. Cover Page with SolicitationNumber, Project Title, b. Signed offer/Acknowledgement of Amendments, c. Copy of
current vetBiz.gov SDVOSB certification. Does the government want completed
Representations and Certifications included under General Information?
RESPONSE:No, you are to provide proof of your Registration in VetBiz.gov, such as a screen shot
from the website.
QUESTION 28:Page 9 of 65 item 2.D. states: “Only attachment D should be used to provide the example
project’s written information. Prospective contractors are to complete Experience
Information Sheet, Attachment D, sections a though o limited access to email during this
time and will respond to requests as soon as I am able.” Clearly the last part of this item
is a mistake. Please confirm that no information was inadvertently left out of item 2.D
instructions.
RESPONSE:All information is provided, nothing missing.
QUESTION 29:Page 9 of 65, Subfactor 1 – Specialized Experience and Capability, item Formatting and
Other Restrictions states: “The submission is limited to 10, 8-1/2” x 11” pages in total.”
Please confirm if the Table of Contents, Cover Page, and Tab pages are excluded from the
page count.
RESPONSE:Yes, they are excluded.
QUESTION 30:Page 10 of 65, Subfactor II - Contractor Team states: “The team responsible for
design/build of the electrical switchgear/transformers project.” Please clarify this
sentence and the requirements inferred.
RESPONSE:The requirement for subfactor II is to list all subs with work over $250k, and then
specifically note which of these subcontractors will be performing the electrical
switchgear/transformers project. If you as the Prime will be doing this work, please
identify such as Self-Performed. The goal is to determine which of your subcontractors
(if any) will perform the main, important part of this requirement. (As an example, if
there is a project for a new roof, you as Prime might be management and onsite
supervision, etc., while a subcontractor roofing company does the roof replacement work
itself. You would identify the subcontractor and note they are performing the roof
replacement. You might also have a sub for a different trade over $250k and they would
need to be identified and their main work noted, such as Electrical, Fire Prevention, etc.)
QUESTION 31:Page 10 of 65, Subfactor IV Technical Approach, item Formatting and Other Restrictions
states: “Three pages, single space, 12-point font.” Is a 12-point font required for all
portionsof the Phase I response?
RESPONSE:No, only where specified.
QUESTION 32:Page 10 of 65, Factor II –Past Performance states: “The Government will survey CPARS
(Contractor Performance Assessment Reporting System) for two completed contracts for
each prime contractor.” Should the Prime include copies of relevant CPARS in their Phase
I response?
RESPONSE:It is not required but it is fine to submit them (two only) and they will be included in the
technical evaluation.
QUESTION 33:Page 10 of 65, Factor II –Past Performance states: “The Government will survey CPARS
(Contractor Performance Assessment Reporting System) for two completed contracts for
each prime contractor.” Can CPARS and/or PPQs (Att E) for projects completed by the key
subcontractor be submitted in lieu of (or in addition to) Prime Contractor projects?
RESPONSE:No, the past performance of the subcontractor will not be reviewed, only the Prime. The
PPQs are also only for the Prime Contractor. As we are not entering into a contract with
the sub we cannot include their past performance under Factor II.
