X The purpose of this amendment is to answer questions that were submitted. No additional questions will be entertained.

Q1: Do the 15 Bariatric Motors that REQUIRE the battery change in the air with no tools negotiable? I have the 375 that do, just not the 15 bariatric.

A1: Yes it is ok for the bariatric lifts to require tools for a battery change; as long as the battery can be changed while it is still on the rail.

Q2: Also, can I ask WHY you need to pull down all of your rail? Aluminum costs are at its all-time high, ever. I would think there would be a way to keep that rail “as is” in most instances. Especially if they weight test appropriately with no deflection. I know our lifts are compatible with many manufacturers’ rail if you would like to discuss that possibility of just exchanging the motors and keep the costs well below your budget. I would need to know the rail mfg.

0. Also, I wanted to make sure that you realize the value in that rail after it is taken down, and sold to the secondary market? I see you are asking the contractor to dispose of this for you. That is a lot of weight in aluminum. You shouldn’t just pass that up. You should look for a credit for it. The same goes for scrap from the installations. Keep a close eye on what you are charged versus what they install.

A2: Because of numerous issues with our current Tollos lift system, we are looking to install completely new systems, including rails and lifts. With regards to the aluminum rails. They do not have to be thrown in a dumpster if you would like to take them to recycle and you can provide a credit in your bid.

Q3: To provide an accurate quote we will need access to architectural drawings and dimensions for the rooms indicated. Will you please publish this information to ensure an accurate quoting process can be established?

A3: Yes, these documents will be made available. All structural, reflective ceiling plans and floor plans will be provided as attachments to the Solicitation Amendment.

Q4: Can you please make available the submittal drawings from the original Tollos installations? This will help determine an accurate removal & disposal quote.

A4: These were originally installed when the hospital was built however the original submittal drawings have not been able to be located.

Q5: In the scope of work, under “locations”, there is mention of 391 lifts. Elsewhere, it consistently mentions 390 lifts. Would you please clarify how many lifts are to be supplied and installed?

A5: There are 390 total lifts not 391, that was a mistake. The excel sheet, Attachment 1 should have all the locations and correct number of lifts.

Q6: What is the size of the walking track in the CLC gym?

A6: Approximately, 37 ft by 15 ft.

Q7: Will the VA be providing the 110 power into the rooms that don't currently have power close to ceiling. Also, In the situations where new power is needed, will the lifts be hardwire or plug in?

A7: The awarded Vendor is responsible for providing the 110v outlets where needed in rooms that currently do not have power close to the ceiling. The lifts should be plug in.

Q8: The solicitation calls for 15 Bariatric lifts but we could only identify 9 on the spreadsheet. What are the other 6 rooms?

A8: There are 6 in the Med/Surg areas of the hospital; 2 in the ICU, 4 in the CLC (1C032, 1E032, 1G032, 1J030), 1 in the ED (ED room 20), and 1 in the SimLearn. The 15th will be just the motor, not to be installed and kept in biomed shop.

Q9: Please elaborate on the word 'independent' for the scale. Is an internal or external scale ok?

A9: Internal or external is ok. Independent was to mean that the scale could be replaced with minimal work and tools.

Q10: Will CAD/Revit files be distributed (reflective ceiling plan, structural/ interstitial space) for purposes of quoting this bid (as not all rooms were seen)?

A10: Yes, structural drawings will be provided.

Q11: Is there a mechanical floor in between any of the unit floors? What is the structure that we will be attaching to?

A11: Only in the main superstructure there is a mechanical floor (interstitial) between every floor.

Q12: Will the option of a minimum motor capacity weight of 550 lbs be acceptable? Is a dual motor option for the bariatric weight capacities acceptable as it allows for greater comfort and positioning of the patient?

A12: No, the minimum motor capacity weight must be 600 lbs. And a dual motor option for bariatric lifts is not acceptable.

Q13: The bathrooms in the CLC are finished drywall (hard) ceiling – what type of access exists for removing/ reinstalling a lift into these areas? Can we install access panels?

A13: Access panels can be installed in a minimal manner and must be approved prior to installation and must meet applicable Fire Codes in healthcare facilities.

Q14: What is meant by a rotating connector that allows for a minimum 180 degrees of turning? Are you referring to the sling bar?

A14: It means free rotation of the hanger bar compared to the belt. This way we can turn the bar without having to twist up the belt. This allows the patient to turn left/right in a sitting position to go into an angled chair without twisting back the moment you let go and without torquing the belt as it raises.

Q15: The lift configuration document (D.1) provided had a column heading of “room configuration”. Does that reflect the current installed design or is the new design the unit would like to see? For example ICU room 323 has a straight track with a curve to the toilet. The document provided stated H to cover room and toilet. Are we to design a new system as listed?

A15: Yes, the column heading with room configuration is for a new system. As per the example the ICU is currently a single rail to the toilet, but we would like a H configuration. This will include de-installation of the old system and installation of the new system.

Q16: What distance must be sprinkler heads be from the installed rails, and are the sprinklers reflected on the CAD/Revit Files?

A16: The CAD/Revit files will be provided. As for the distances the rails must be from the sprinklers please refer to the NFPA standards.

Q17: Is White the required color or is sliver an option?

A17: Silver or white is a valid option.

Q18: Will replacement ceiling tiles be provided by the VA? (for match and fit/color) If not will spec be provided.

A18: Ceiling Tiles will not be provided by the VA, specs can be provided. Most common tiles are Armstrong 584 BN Cirrus Angled Tegular HumiGuard Plus 2ft x 2ft.

Q19: How many rooms will be made available each day for installation?

A19: The VA will try to make at the minimum to make 2 room available per day for installation. Unfortunately, because of the pandemic the patient census changes every day so we cannot guarantee an exact number of rooms a day.

Q20: For new installs, who is responsible for any necessary electrical work?

A20: The awarded Vendor is responsible to perform the electrical work.

Q21: Is there space on campus for 2 40’ containers for storage?

A21: Please refer to question 31.

Q22: Can we reuse rails that are already in place? If, so do the systems need to be continuous in rail charging (IRC)?

A22: No, the VA is requiring new rails. The systems do need to be continuous in-rail charging.

Q23: What level of infection control will be required?

A23: Yes, but the amount will depend on the location and your installation process; please refer to PCRA attachment that will be provided as an attachment.

Q24: If we run into unforeseen issues during an installation, can we work past 4:30?

A24: Yes, you may as long as the Program Manager or representative for the program manager is with you.

Q25: Do the existing structural conditions need to be verified by an engineer?

A25: Any installation should be verified by the awarded Vendor for appropriate action. There are no structural issues currently.

Q26: How many straight unit replacements?

A26: There will 208 replacements

Q27: How many reconfigure units?

A27: There will be 112 reconfigure.

Q28: How many new unit installs?

A28: There will be 70 new installs.

Q29: The 390 lift count in the RFP would require 10 -12 rooms to be clear and available per week to execute the contract in one year from approved schedule. Can the facility make 10 -12 rooms available every week for a year?

A29: Please refer to question 19.

Q30: Are there ICRA requirements?

A30: PCRA will be needed. A copy will be attached. Dependent on your process and location requirements will change.

Q31: Since a material delivery plan must be submitted two months after award, can a storage container be staged at the facility for the duration of the contract?

A31: Yes, but storage container cannot take up more than 3 parking spaces. Can be revisited after award. The vicinity of container to certain locations cannot guaranteed.

Q32: With the requirement of minimum interference with patient care to not to disrupt the patients comfort; would the facility entertain the idea of rail compatible unit replacement to avoid removal of the existing rail systems? Leaving rails (that do not have a wear issue) would allow the facility to have complete lift replacement in under a third of the time and less than half the material cost.

A32: No, this requirement will require that the rails be changed.

Q33: Can off hour work be authorized?

A33: Please refer to question 24.

Q34: The RFP called for one hour of training per lift which is 390 training hours and, and additional 0.25 of training per lift per year which is another 98 hours of training.

This is an excessive amount of training for these units.

Would the facility consider one – two-hour training per department?

A34: A two-hour training session per department, per year will be acceptable.

Q35: The solicitation states that all rooms shall be returned to the Orlando VA in their original condition. In the bathrooms and any other area where gypsum board is the ceiling type, will access to the interstitial space be granted?

A35: Yes, the awarded Vendor will be granted access to the interstitial space.

Q36: Will access panels be allowed to be put in upon completion or will patchwork and paint on the drywall be required?

A36: Please refer to question 18.

Q37: Are we responsible for Infection Control outside of providing sticky mats?

A37: Please refer to question 23.

Q38: After the initial manufacturer warranty period ends, will the VA enter into annual preventive maintenance agreements to maintain the equipment?

A38: That is not a part of this solicitation.

Q39: Can a space be provided for dumpsters on site?

A39: Yes with a minimal footprint. The dumpster shall not be favorably placed adjacent to any particular building.

Q40; Will a space be provided for day to day activities - storing tools and weight cart on site.

A40: Yes, but there is limited indoor space for the storage of tools and weight cart. The space taken up cannot exceed 6ft x 6ft.

Q41: Clarification on the work percentage that SDVOSB needs to complete.

A41: The reference for this answer can be located at FAR 52.219-14 (e) (2)

Q42: Structure and deck height: If steel structure, we need distance between beams please.

A42: The structural drawings are attached.

Q43: Can you please provide ceiling height?

A43: The structural drawings are attached.

Q44; Is BIM coordination required?

A44: BIM coordination is not required but this will be revisited after the award.

Q45: To provide an accurate quote we will need access to architectural drawings and dimensions for the rooms indicated. Will you please publish this information to ensure an accurate quoting process can be established?

A45: Please refer to question 3.

Q46: Can you please make available the submittal drawings from the original Tollos installations? This will help determine an accurate removal & disposal quote.

A46: Please refer to question 4.

Q47: In the scope of work, under “locations”, there is mention of 391 lifts. Elsewhere, it consistently mentions 390 lifts. Would you please clarify how many lifts are to be supplied and installed?

A47: Please refer to question 5.

Q48: In the Med/Surg Rooms, do all of the patient rooms and washrooms have the same finished-floor to ceiling height with the same door frame cut?

A48: Yes, they do.

Q49: In room 339 (med/surg), the ceiling-height of the patient room and washroom are the same. This creates a conflict when installing an H-track with a transfer gate to a straight track into the washroom. Your requested design would require a door modification or ceiling-elevation modification. Would you please clarify, in detail, how this should be completed?

A49: There should not be any modification to the door frame or ceiling. If you have flush-mounted railing system that will provide you the clearance you need you may use that.

Q50: Would you allow for a door modification in rooms that require it?

A50: No, there shall not be any door modifications.

Q51: What are the floor-to-ceiling heights for each room requested in the spreadsheet?

A51: The attached drawings contain the requested information.

Q52: What are the floor-to-deck heights for each room requested in the spreadsheet?

A52: The attached drawings contain the requested information.

Q53: If structure is beam or joist, how far apart are they?

A53: Please refer to the structural drawings that are attached.

Q54: Do all ICU rooms have ceiling-mounted service booms over the patient beds? This may interfere with an H-Track intended to cover the whole room as indicated.

A54: Yes, all rooms have the booms. The H-track does not need to cover the toilet. It must provide as much coverage and movement around the bed/center of the room.

Q55: Who is responsible to move the below ceiling obstructions (ex. Sprinkler heads, light fixtures, HVAC, Nurse Monitors, etc.)?

A55: The ceiling mounted patient lift must be installed in a configuration that will cause the least amount of work in moving light fixtures and sprinkler heads. In the event something needs to be moved the awarded Vendor shall complete the work. However if equipment, such as nurse monitors, are in the way then Biomed may be able to move them.

Q56: Who is responsible is it to move the above ceiling obstructions (HVAC, structural-framing, etc.)?
