The purpose of this modification is to:
1. Answer questions posed by Vendors.
2. Correct the PWS to reflect corrected deficiencies. (Please see attached modified PWS)
3. The solicitation response date, Clauses, Provisions, required documents remains unchanged.
1. On page 12, II. Scope, it states that there will be 17 oil analysis done on each chiller annually. That doesn’t make sense. Once a year on each one of the chillers would be more like it.
Answer: there shall be 17 oil analysis preformed on each chiller annually, that is in the scope…
1. On page 12, II. Scope, the 8 eddy currents to be done on the water-cooled chillers, alternating between odd and even and every other year on the evaporators. Can this please just be broken down to what machines each year that will be due and if it’s the condensers and evaporators? The number system between all the chillers just doesn’t match up well and this will make things easier. Like Year 1, chiller 2,4,6 eddy current on condensers and chiller 1,2,3 on evaporators only. Something like this.
Answer: Can be worked out with the COR as far as scheduling and annotated on the end of day documentation.
1. 3.On page 13, Preventive maintenance (PM), A, Reads provide running inspections of the 17 chillers in the following months: OCT, NOV, DEC, etc.…. This would be considered a monthly inspection on the chillers, not quarterly.????
Answer: Quarterly is correct, work with the COR on which month/time during the quarter works and annotate on the end of day documentation.
1. On page 13, Preventive maintenance (PM), B, provide cooling season start up, we are in Florida so there really isn’t a need per the chillers always run. No winterization is done on them. Answer: Understood, provide break down/cost withing the proposal as requested
1. On page 14, Preventive maintenance, A, states chiller is to be serviced four times each year. As with the note above on 3., you can see how this is off?
Answer: See above 3 answer
1. On page 14, Preventive maintenance, C, states sample and analysis on refrigerant and oil. This is not spelled out in the scope on page 12. No refrigerant samples are noted.
Answer: Scope is an overview, continue to pay particular attention as you continue on with the different units…
1. On page 14, Preventive maintenance D, ARROW 5, states perform oil analysis twice a year on each chiller. You can see the confusion with this….
Answer: Correct, change made and returned to CO to match section 2 PWS
1. On page 15, Centrifugal Chillers, it states brushing the evaporators every two years starting with even number chillers in year one of contract. Again, labels on the chiller need to be identified better with the amount of them.
Answer: Can be worked out with the COR as far as scheduling and annotated on the end of day documentation.
1. Page 12, II Scope: The paragraph states that there should be 17 oil analysis performed on each chiller annually. Typically, a full spectrum oil analysis is only recommended by equipment manufacturers to performed annually on water cooled chillers. Does the VA want to do this testing on the on the eight air cooled chillers also or is this a mistake?
Answer: VA would like to have them all accomplished.
1. Page 12, II Scope: The paragraph states that there should be “(8) eddy currents per year on water cooled chillers, alternating between even and odd chillers every other year.”
Answer: Can be worked out with the COR as far as scheduling and annotated on the end of day documentation.
1. I assume that this means that we would perform eddy current testing on chillers 2, 4 and 6 in building 39 and chiller 2 in building 100. If this is what is intended, then there will have to be (10) eddy current tests performed the following year as it will include chillers 1,3 and 5 in building 39 and chillers 1 and 3 in building 100. Also, the pricing sheet will have to be updated to include the extra testing of the chillers in building 100. Building 100 has a warranty for a year after we receive.
Answer: Updates/changes will be made when VA takes ownership.
1. Page 13, Item A at the top of the page. Provide running inspections of the 17 chillers in the following months: October, November, December, January, February, March, April, May, June, July, August and September. Other pages of the specification indicate that inspections are to be performed quarterly. Does the VA want quarterly inspections or monthly inspections?
Answer: Quarterly is correct, work with the COR on which month/time during the quarter works and annotate on the end of day documentation.
1. Page 13, Item B. Provide once-a-year factory Cooling Season Start Up Preparation and Inspection under Chiller Service, on 17 chillers during the November – February time frame. This doesn’t apply to chillers in Florida as the cooling season is year around and there is not seasonal shutdown (winterization) of the equipment. Typically, the annual inspection of the chillers are performed during the November – February time frame.
Answer: Understood, provide break down/cost withing the proposal as requested
1. I was informed by one of the VA personnel during the walkthrough today that the chillers in building 100 will be covered under a factory warranty during the first year of operation. Does the VA want these chillers to be covered under the maintenance agreement in this solicitation also?
Answer: Yes, PWS has multiple CLINs, after the one-year warranty expires they will be added to the successive years left
1. There are currently 9 out of 17 chillers that are water cooled chillers and receive Eddy current testing (ECT). It was stated in the SOW that there are to be eight (8) ECT’s per year although the price schedule states the contractor shall preform three (3) ECT’s per year. Can you please clarify how many ECT’s shall be performed per year on each chiller?
Answer: Correct, the number of Eddy current tests has been updated to reflect ten (10) and will be conducted annually. “(ten (10) EDDY currents per year on water-cooled chillers”)
