RFI Responses
1. Steam Traps to be replaced. Understand that any work associated with the steam trap monitoring is NOT APPLICABLE for this project, but replacing steam traps is. Question is what traps are to be replaced?
The entire list as identified on Dwg. M001? Or the four traps scheduled on Dwg. MP601?
The Four traps on MP601
2. Boiler Feed Pump Controls and DA Pressure/Temperature I/O? DA is being re-used and not replaced; but the Controls Schematic Dwg. MP710 has the deaerator panel being tied into our new Master Panel, etc. Is it a project requirements that a new DA panel be supplied to monitor the DA and/or control the BFeed Pumps? Or does this project simply connect (electrically) the existing DA Control Panel to the new Master Panel? Boiler Feed Pumps – motor starters? Are these simple across the line motor starters or are they VFD’s? Are the existing starters/VFD’s for the boiler feed pumps to be re-used? How many existing boiler feed pumps?
Existing DA tank control panel will be connected to new Master Panel. The motors are across-the-line as answered in the previous RFI set.
3. Verify Fuel Pressures? NGas supply pressure? (I believe site pressure = 7 psig) Fuel Oil Supply Pressure? (Scott Martin at VA says there is a 120 psig fuel oil supply pressure, but then a back-pressure regulating valve reduces the fuel oil supply pressure to the boilers at 65 psig) If the Fuel Oil Supply Pressure is 65 psig, can those back-pressure regulating valves be adjusted (upwards) to deliver 75 psig MINIMUM?
For fuel pressures see previous RFI set.
4. Free Standing Boiler Control Panels versus Boiler Mounted Panels? Are offering will incorporate “Boiler Mounted Control Panels” (per the Specs) with a Free Standing Master Panel. Confirm?
Boiler mounted control panels and free standing master panel.
5. Cleaver-Brooks to supply (2)-Safety Valves per boiler per the Specs (versus 3 or more). Confirm?
two steam safety relief valves per “boiler” on the diagrams (MP708) and schedules (MP603). These are to be provided by the manufacturer and installed by the contractor. However, the system does include multiple “other” safety valves that are not necessarily directly connected to the boilers (MP701, MP709).
6. Location for Control Panel for Condensate SRG Tank and DA? These panels will “ship loose” to be mounted where?
To be verified in the field.
7. Buy American Act, Version 2 – can we get the actual document that spells out the requirements?
8. Just to confirm the rental boiler question. The RFI responses from Addendum 001, Question #6, indicates that “Temporary boiler solution as alternate phasing plan is not authorized” Ignore [Dwg.] MP401. So does that mean that Option 2 (“Provide one (1)-300 HP Mobile Boiler Plant for 3rd Phase ……………………”) is also to be ignored? And no rental boilers are to be employed on the project?
That is correct, no temp boilers are to be used.
9. For the Steam Plant Testing, I see Dwgs (Safety Device Testing Procedures):
· MP505 • MP507 • MP508
· MP509
Will there be a Dwg. MP506? Was this an oversight?
MP506 is included in the bid documents that were supplied on FBO.
10. It indicates 10 PSIG natural gas pressure. Paragraph 1.5C in the Boiler spec section 23 52 39 indicates 15 PSIG. Please confirm the actual pressure. The VA calls for special gas train components with Maxon valves, filter, and regulator (no Siemens train), so we need the actual pressure, not a guess.
Actual pressure id 5 to 7 PSIG to the boiler.
11. Both the schedule and spec indicate 120 PSIG oil pressure – how is this accomplished? There must be a series of fuel oil delivery pumps to supply fuel oil via a “pressurized loop” – correct? Cleaver Brooks’ fuel oil controller is limited to 100 PSIG maximum, and it can be complicated and expensive trying to step it down at the Boiler; especially with two or three. Can the pressure be reduced to 100 PSIG? The acceptable range is 80-100 PSIG. If fuel oil is being delivered at these higher pressures, then our scope of supply can OMIT the individual fuel oil pumps at the boilers, correct? The schedule calls for minimum Boiler efficiencies of 84 and 87%, and exhaust temperatures of 375 and 383 F, on gas and oil, respectively. Assuming that excludes the Economizer, the CBEX Elite comes up short on efficiency, at around 82.6 and 85, and exhaust temps are higher, at 399 F on both fuels; see attached performance and emission data. Will this be acceptable? For what it’s worth, the spec calls for the usual (for VA) 82 and 85%, which the CBEX meets.
For fuel oil pressure, see previous RFI set.
12.
There is a detail in the structural drawings (2/S206) where it states “Typical Interior Stack Framing Plan”. It does not specify how many levels the framing will be applied to. From the Detail 4/MP301 (Boiler Stacks), there does not seem to be any level other than the Main Deck that the structural framing detail 2/S206 would apply to. Please advise if there are any levels of slab that are missing between the Main Deck and the Roof that are not shown on Detail 4/MP301. In addition, we want to point out that based on the current structural details 2/S206 and 3/S206, the drawing MP221 (Deduct Alternate #2-Reuse Existing Stack) will not be able to be used, as the 48” Round Existing Boiler Stack on MP221 would not fit between the C-Channel on Detail 2/S206 and 3/S206. There are no framing configurations currently that are compatible with the drawing MP221. Not having the Deduct Alternate #2 option on MP221 can make an enormous difference in quoting. Please advise on how to proceed.
There are four deck and the roof. Details 2/S206 and 3/S206 will be omitted as part of the deduct.
See attached NESHAP Survey of the boiler and incinerator stacks. Identified areas require abatement of ACM estimated 500 SF.
