1. Will contracting please allow a second site visit for further inspections of the sites existing conditions? We do not feel the site visit was adequate for a project of this size and we still have open concerns that can be resolved with another visit.

A second site visit was held on 5/31/2018.

1. Solicitation Page 17 - Regarding the redacted technical proposal, should all prime contractor and subcontractor information be redacted? OR just bidding prime contractor only.

Both names should be redacted, the intent is the merits of the provided technical information govern.

1. Will subcontractor personnel be considered for Factor III Personnel?

Yes.

1. Is there a location on-site where the boilers could be stored while being phased into the installation?

A laydown site will be provided, the winning contractor will be responsible an appropriate storage location for each boiler prior to installation.

1. What is the minimum demand requirements of the boiler system. This information is used for sizing the temporary boilers. Peak demand is 25,102pph. However, the VA has given direction in a previous answer to an RFI “Temporary boiler solution as alternate phasing plan is not authorized ignore MP401.”

1. Will the NTP be issued at contract award or at the Pre-Construction Meeting.

Preconstruction Meeting.

1. Approximately how many days after award will the Pre-Construction Meeting be held?

Preconstruction Meeting.

The contract specifications do not contain section 01 00 00. 1. 1.2, paragraph F. However, All Monitoring for the steam traps is to be omitted (I.E. EP121-127, and M100-M111). However, any steam traps that are noted in any of the other drawings and specs to be replaced in the energy center will be replaced and existing monitoring will be reconnected.

1. In addition to a full time Site Superintendent and a full time SSHO (Which cannot be the same person), are we require to also have a full time Quality Control Manager on-site during construction?

Yes

1. Does the “Contractors Commissioning Manager” have to be an employee of the Prime Contractor or can he/she be appointed from a subcontractor?

Specification 01 91 00, section 1.6 defines a Commissioning Manager as “A qualified individual appointed by the Contractor to manage the commissioning process on behalf of the Contractor.” The commissioning Manager should be an employee of the Prime. A ‘Commissioning Representative’ is appointed by the subcontractor.

1. Can the “Contractors Commissioning Manager” have other on-site responsibilities?

Yes.

1. Contractors Schedule Representative, Specification 01 21 16.15 Section 1.2. Is this person required to only have duties of scheduling? Or are they able to perform other responsibilities on-site?

No, they can perform other duties as well.

A Laydown area will be provided.

1. Please confirm that a tax-exempt certificate will be provided for this project?

No tax-exempt certificate will be provided.

1. Please confirm that all electrical, mechanical, and crane work to be performed will require evidence of state license.

Correct.

1. Please confirm that Past Performance Questionnaires are not required if the Prime contractor has available CPARS ratings.

Correct.

1. What is the approx. weight of the existing boilers?

40,000 pounds

1. What is the thickness of the power plant floor?

10” thick floor where there are no thickened equipment pads. However, there are many thickened pads in the plant, refer to structural for locations and sizes.

1. Lightning protection is shown on the three boiler stacks but not on the eight energy plant supply fans. IS lightning protection required for the energy plant supply fans?

Yes, and will be tied-in to existing lightning protection w/UL Master Label.

SF1442 item 13a requires one (1) original and one (1) copy of the sealed offers. Does the CD count as a copy or are we to provide a printed copy of both the Price and Technical volumes as well?

SF1442 is referring to the CD/DVD submission for this solicitation.

1. Notes from the walk thru indicate v2 of the Buy American Act, please send link to v2 and/or explain clause.

In solicitation page 9.

2. Steam Traps. Note in the Contract Documents: all the Steam Trap Wireless Trap Monitoring is (was) provided under separate contract; so that all data associated with the steam traps is to be OMITTED from the current set of plans and specs. So, all work shown on Dwgs. EP121-127 is “N/A” for this boiler replacement project, correct? Which means all the steam traps as identified on Dwg. M001, and steam trap locations shown on Mechanical Dwgs. M100-M111 are N/A as well? Now new steam traps are to be supplied under this project?

All Monitoring for the steam traps is to be omitted (I.E. EP121-127, and M100-M111). However, any steam traps that are noted in any of the other drawings and specs to be replaced in the energy center, will be replaced and existing monitoring will be reconnected.

3. Can you confirm that the Steam Trap monitoring scope of work is deleted from this project in its entirety (Sheets M001, M100, M101, M102, M103, M104, M105, M106, M107, M108, M109, M110, M11)?

Correct, (Also see above)

4. The specification calls for C/B EX- Elite boiler, this is a two-pass boiler, does the VA allows two pass boilers. Does the VA allow 4-pass wet backs. Please confirm?

A 4-pass wet back is allowed by the VA; however, the physical dimensions were found to cause too much interference with existing high voltage conduits and main communication lines in this boiler plant which cannot be moved. Therefore, 2-pass was chosen as basis of design and is allowed by the VA.

a. Does the VA allow “rifle” type tube (spiral)?

No

b. Does VA allow for alternative brand of boiler?

As mentioned above the boiler used as basis of design is preferable, however alternate boilers may be used if they meet specifications, salient characteristics, are approved by the EOR, and the contractor makes the necessary adjustments to other trades and systems for proper construction coordination with his boiler of choice.

5. What is the VA’s rates for utilities – power and natural gas?

For power it is .05298 cents per KWH. For Gas it is .27 cents per therm.

The Specification documents of the RFP, section 1.16 indicates that we are responsible for paying the VA for all metered electrical power and fuel usage. Also, section 1.14 states “proper” temporary and mechanical installation for temporary equipment. Please provide applicable rates for cost purposes.

Refer to sheet MP202 note #5 and sheet MP401 note #1

9. Do the boiler plant system controls need to be integrated into the Bay Pines campus existing Metasys Control System as provided by Johnson Controls corporate branch office?

No, the VA does not allow the boilers to be connected to Metasys. The boiler plant system controls must be stand alone.

10. Is BIM modeling required?

REVITT models are not required for shop drawings.

11. What are the limitations for use of pile driving equipment for the structural new piling required?

See addendum #1

a. Existing plumbing lines may obstruct location of new piling, can piles be offset to clear underground obstructions?

Yes. Please coordinate with structural Engineer of Record to determine best locations once any existing pipe obstructions are known.

12. MCC Electrical work may require shut-down, is there a temporary tie-in location to provide emporary power?

Yes.

1. Does the VA retain Scrap Material?

No, all scrap metal will be recycled in accordance with Specification 01 74 19, Construction Waste Management.

1. If so, will there be a designated place to take scrap material?

See above.

Please provide a ductile iron pile specification and geotechnical report. The pile manufacturer requests this information for them to evaluate driving conditions.

See Addendum #1

In speaking with the pile manufacturer, the Sheet S205, detail 8 indicates a rebar cage that most likely is not achievable. They recommend either one center rebar with grout, or just grout. Please advise.

The pile manufacturer also indicates the need for overhead clearance of about 25 feet in order to install the piles. Please advise if the plant has this clearance.

See Addendum #1 Addition notification:
