Relevant work may have been performed for the Department of Veterans Affairs, another Federal agency, State or Local Government, or a commercial customer. Relevant work may also constitute a portion of a larger contract, provided the Offeror clearly identifies the work it performed and the value associated with that work.
The Government will evaluate the totality of each project’s scope, magnitude, and complexity. A submitted project is not required to contain every characteristic identified above to be considered relevant, and no single characteristic will independently determine the project’s overall relevancy assessment.
Recent is defined as performance occurring within the five (5) years preceding the solicitation closing date, including ongoing projects for which sufficient performance information is available to permit a meaningful assessment.
Proposal shall include:
7. The Offeror shall submit a minimum of one (1), but no more than three (3), past performance projects.
8. For each project, provide the project title and location; customer/agency name;
contract number, if applicable; period of performance and completion status;
contract/project dollar value; customer point of contact (name, title, telephone number, and email address); and whether the Offeror performed as the prime contractor, joint venture member, or subcontractor. If the project was performed as part of a larger contract or as a subcontractor, identify the approximate dollar value and portion of the work actually performed by the entity whose past performance is being submitted.
9. For each project, provide a brief narrative explaining why the project is similar to this requirement in scope, magnitude, and complexity. The narrative shall identify, as applicable, the extent to which the project involved the characteristics identified above. The Offeror should provide sufficient information for the Government to understand what work the Offeror actually performed, rather than merely describing the overall scope of the referenced contract.
10. Subcontractor Past Performance. If the Offeror relies upon the past performance of a proposed subcontractor, identify the subcontractor, the project(s) for which its past performance is being submitted, and the work that subcontractor is proposed to perform under this requirement. The Government may consider the extent to which the subcontractor’s demonstrated past performance is relevant to the work it is proposed to perform. Proposed subcontractors whose past performance is relied upon in the evaluation are expected to perform the work for which their past performance was considered.
Replacement after award is subject to the requirements of the contract and approval of the Contracting Officer, as applicable.
11. Offerors Without Relevant Past Performance. An Offeror without a record of relevant past performance, or for whom information on past performance is not available, will not be evaluated favorably or unfavorably on past performance and will receive a Neutral/Unknown Confidence assessment.
12. Sources of Past Performance Information. The Government may evaluate past performance using information submitted by the Offeror and information independently obtained by the Government. Sources may include CPARS; PPQs; Government contract files and databases; interviews or inquiries with Contracting Officers, CORs, Program Managers, project personnel, or other customer representatives; and other credible past performance information available to the Government. The Government may consider favorable and unfavorable past performance information obtained from these sources.
13. CPARS and PPQs. If a completed CPARS evaluation is available for a submitted project, the Offeror should provide a copy with its proposal. If the Offeror elects to use Attachment 3, Past Performance Questionnaire (PPQ), the Offeror shall provide the PPQ to the identified customer representative. The customer should complete the PPQ and return it directly to the Government at the email addresses identified in the solicitation by the proposal due date. The Government may consider PPQs received after the proposal due date at its discretion. The Government’s failure to receive a completed PPQ from a customer will not, by itself, be evaluated as adverse past performance of the Offeror. The Government may obtain past performance information from other available sources.
B. FACTOR 2 - PRICE PROPOSAL
14. Complete the Price Offer Schedule in Section 2.1.
15. Provide the construction price/cost breakdown using Attachment 4, including applicable labor, materials, equipment, subcontractor costs, other direct costs, overhead, indirect costs, profit, bonds, and G&A/project staffing/general requirements.
16. Provide supporting documentation showing quotes/price breakdowns for the prime contractor and subcontractors, as applicable.
Limitations on Subcontracting: The price breakdown shall provide sufficient information for the Government to assess the Offeror’s proposed compliance with the limitations on subcontracting applicable to general construction under FAR 52.219-14 and VAAR 852.219- 73/852.219-75. Costs of materials shall be treated in accordance with the applicable clauses.
III. EVALUATION CRITERIA / OVERVIEW
A. The Government will evaluate proposals using two evaluation factors: Past Performance and Price. Past Performance will be evaluated for relevancy and performance confidence.
Past Performance is significantly more important than Price.
B. The Government may obtain and consider past performance information from any credible source available to the Government, including sources not identified by the Offeror.
Information may be favorable or unfavorable and will be considered in accordance with the evaluation criteria stated in this solicitation.
C. PAST PERFORMANCE RELEVANCY ASSESSMENT
The Government will first evaluate the relevancy of each past performance project.
Relevancy will be determined by considering the totality of the project’s similarity to this requirement in scope, magnitude, and complexity, using the relevancy considerations identified under Factor 1. The Government may give greater consideration to past performance information determined to be more relevant to the current requirement. No single relevancy characteristic is dispositive, and a project is not required to demonstrate every identified characteristic to receive consideration.
Very Relevant: Present/past performance effort involved essentially the same scope and magnitude of effort and complexities this solicitation requires.
Relevant: Present/past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.
Somewhat Relevant: Present/past performance effort involved some of the scope and magnitude of effort and complexities this solicitation requires.
Not Relevant: Present/past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.
D. PAST PERFORMANCE CONFIDENCE ASSESSMENT
After determining relevancy, the Government will evaluate the quality of performance demonstrated by the Offeror’s recent and relevant past performance information. The Government may consider, as applicable, quality of workmanship, schedule performance, management effectiveness, cost control where relevant, regulatory and safety compliance, subcontractor management, customer satisfaction, problems encountered, corrective actions taken, and other information bearing on successful contract performance.
The Government will consider both the relevancy and quality of the available past performance information in determining its overall expectation that the Offeror will successfully perform the requirements of this solicitation. The resulting Performance Confidence Assessment will be Substantial Confidence, Satisfactory Confidence, Limited Confidence, No Confidence, or Neutral/Unknown Confidence.
E. The Government will evaluate the total proposed price for reasonableness.
F. The Government reserves the right to evaluate proposals and make award without discussions, except for clarifications or other communications permitted by the applicable acquisition procedures. The Government may conduct discussions if the Contracting
Officer determines they are necessary. Offerors should therefore submit their best terms from a performance and price standpoint in their initial proposal.
IV. BASIS FOR AWARD
A. Award will be made to the responsible Offeror whose conforming offer is determined to represent the best value to the Government, considering Past Performance and Price in accordance with the stated relative importance of the evaluation factors.
B. The Government will conduct a tradeoff analysis that considers the evaluated benefits and risks reflected in the proposals and the differences in proposed prices. The Government may select a higher-priced offer when the Contracting Officer determines that the evaluated benefits warrant the price premium.
C. The Government is not required to select the lowest-priced offer and reserves the right to reject any or all offers when determined appropriate.
D. Award will result in a firm-fixed-price contract. The Offeror is responsible for ensuring its proposed price includes all costs necessary to complete the total project requirements in accordance with the solicitation, specifications, and drawings.
E. Individual evaluations will be completed in accordance with the disclosed evaluation criteria. The evaluation team will then reach a consensus assessment. The consensus evaluation and source-selection decision will be based only on the evaluation considerations disclosed in this solicitation.
F. Exceptions to the contractual terms and conditions of the solicitation may result in rejection of an offer. Failure to provide required information may result in the proposal being determined incomplete or otherwise ineligible for award, as applicable.
G. A determination of responsibility will be made for the apparent successful Offeror before award. Eligibility requirements, including SDVOSB certification, limitations on subcontracting certification, VETS-4212 reporting when applicable, and safety/environmental responsibility information, will be addressed in accordance with the solicitation and applicable requirements.

Federal Acquisition Registrations require that federal contractors register in SAM at www.sam.gov and enter all mandatory information into the system.
Please Note: System updates may lag policy updates. The System for Award Management (SAM) may continue to require entities to complete representations based on provisions that are not included in agency solicitations. Examples include 52.222-25, Affirmative Action Compliance, and paragraph (d) of 52.212-3, Offeror Representations and Certifications—Commercial Products and Commercial Services. Contracting Officers will not consider these representations when making award decisions or enforce requirements. Entities are not required to, nor are they able to, update their entity registration to remove these representations in SAM.
