REQUEST FOR INFORMATION: ANSWERS
1. Is ICRA containment required for all interior work areas occupied by the contractor, regardless of the scope of work being performed?
Yes. ICRA containment is required for all interior work performed inside the medical center in occupied or potentially occupied areas. The specific level of containment (Class I–IV) and the required infection control precautions will be determined by the project-specific Infection Control Risk Assessment (ICRA) and the associated ICRA Permit. Work cannot begin in any interior area until:
· The ICRA has been completed and approved, and
· The required containment measures are installed, inspected, and approved by the VA’s Infection Prevention and Safety teams.
· Since the original design was completed, the contractor shall no longer tie into the existing building return air system. Preferred Method: HEPA-filtered exhaust air shall be discharged directly to the exterior. Exhaust termination shall be located a minimum of 25 feet from building entrances, air intakes, and operable windows, in accordance with current VHA Infection Control Risk Assessment (ICRA) guidelines. If exterior exhaust is not feasible: A Certified Industrial Hygienist (CIH) shall be required to monitor interior discharge air. Prior to the start of work, HEPA filtration efficiency shall be verified by particulate measurement confirming no less than 99.97% efficiency at 0.3 microns. Exhaust shall not be directed into shared or recirculating HVAC systems. Monitoring shall occur at a minimum of three times per day (once every 8 hours) while negative air machines are operating.
2. Regarding Detail 2 on Drawing A-303, is the specified cleaning agent only required to be applied to the stone windowsill and the sealant surrounding the existing window?
Per Detail 2 on Drawing A-303, the contractor shall supply a cleaning agent that works like Sure Klean for each type of surface. Manufacture recommended cleaning agent shall be applied to the stone windowsill and the existing structure, brick, metal, aluminum, concrete surrounding the window as part of surface preparation. The cleaner is intended to remove pollution, dirt, contaminants, and old sealant residue to ensure proper adhesion of the new flashing, backer rod, sealant primer, and sealant. Apply the correct surface cleaner in accordance with the manufacturer’s recommendations (including dwell time) and thoroughly rinse or wipe the surface clean before proceeding with new work.
For each cleaning cycle or area perform a PH test or approved manufacture test to ensure the manufactures cleaning agent has been fully removed. Do not install on surfaces that have not been fully cleaned.
3. Regarding the phasing requirements outlined in the Statement of Work, can any activities be performed during the initial 60-day period outside of the window replacement scope? Examples include, but are not limited to, installation of roof protection, roof access door installation, scaffolding, window cleaning, material staging, and other preparatory activities.
The 60 calendar days referenced in the Statement of Work / Section 01 00 00 are allocated primarily for submittal processing, creating an approved project schedule and getting any mockup items completed. During this period, the Contractor may perform limited preparatory activities, provided they are:
· Non-disruptive to Medical Center operations,
· Coordinated in advance with the COR, and
· Approved through the appropriate submittals and Infection Control / Safety reviews where required.
Examples of activities generally permitted during the 60-day period (with COR approval):
· Submittal preparation, review, and approval process (primary intent of the 60 days)
· Material ordering, fabrication, and off-site preparation
· Material staging in approved exterior or designated areas
· Installation of roof protection
· Installation of roof access doors (exterior work)
· Erection of exterior scaffolding and swing stage systems
· Exterior windowsill and wall cleaning
· Site survey and layout work
Temporary protection measures that do not require ICRA containment Activities that are generally NOT permitted during the 60-day period without specific written approval:
· Actual window removal or replacement
· Any interior work that generates dust or requires ICRA containment
· Work inside patient care or occupied areas
· Any activity that could impact building operations or life safety systems
All work during this period must be shown on the project schedule and coordinated with the COR, Infection Prevention, and Safety Office as applicable.
4. Regarding the phasing requirements outlined in the Statement of Work, each phase is shown as 21 days in duration. With a total of 23 phases, this equates to 483 days, not including the initial 60-day period required for measurements, submittals, scheduling, procurement, and other preconstruction activities. Given that the current Period of Performance (POP) is 491 days, can the Government consider a revision or extension to the POP to account for the phasing requirements and associated overlap constraints?
The Government does not intend to revise or extend the Period of Performance at this time. The phasing durations shown on the drawings and in the Statement of Work are not intended to be performed entirely sequentially with no overlap. The 21-day duration per phase represents the approximate time required to complete the full cycle of work in that area (including demolition, installation, sealing, cleaning, and ICRA release).
However, overlap between phases is expected and permitted, provided it complies with ICRA requirements, life safety, and coordination with Medical Center operations. The Contractor is responsible for developing a realistic Critical Path Method (CPM) schedule that incorporates reasonable overlap between phases while meeting the contract completion date. During the baseline schedule review process, the Government will evaluate the proposed phasing and overlap. Any request for additional time must be justified through the normal change order process and supported by a detailed schedule analysis.
5. Regarding the roof access door shown on Drawing GI200, Elevation 7 on Drawing A-203 does not depict the roof access door. Can the exact location of the roof access door be clarified?
Unit 3336.E-SF1 shown on A-107 “STORE FRONT DOOR SEE DETAIL 1/A305” also shows ships ladder to access this area on print. Detail 1/A305 shows the offset pulls, ladder, locks, associated hardware and accessories.
All frames and glazing shall be blast resistant. Blast resistant glass shall meet the performance requirements of UFC 4-010-01 (or latest edition) and VA Master Specification Section 08 80 00, including minimum blast pressure and impulse criteria as applicable to this facility. All glass types, including insulated glass units, shall incorporate a laminated interlayer designed to resist blast loads. Submit shop drawings and product data demonstrating compliance for review and approval
6. Regarding project logistics, can all windows required for a particular phase be lifted to the roof during a single crane mobilization and temporarily stored on the roof to minimize the number of crane mobilizations required throughout the project?
Crane Mobilization and Roof Storage of Windows Yes, with limitations. Windows for a particular phase may be lifted to the roof in a single crane mobilization and temporarily stored on the roof, provided the following conditions are met:
· The roof structure can safely support the concentrated and uniform loads from the stored windows (see dead load question below).
· Proper roof protection is installed as shown on the drawings
· The Contractor must submit a roof loading / material staging plan for review and approval by the COR and Structural Engineer prior to any material being placed on the roof.
· All stored materials must be secured against wind uplift and properly protected from weather.
· Crane operations must be coordinated with the Medical Center (swing radius, safety, noise, and patient/staff impact).
Note: The Government generally prefers to minimize the number of crane mobilizations, so this approach is acceptable if the structural capacity and protection requirements are satisfied. All crane setups shall be a task on the project schedule.
The drawings identify Wausau as the basis of design for the windows. Are Traco, Kawneer, or Winco acceptable approved equal manufacturers?
Wausau is listed as the Basis of Design manufacturer in the drawings and specifications (Section 08 51 13 – Aluminum Windows).
· Kawneer is considered an acceptable manufacturer on this project, provided the proposed system meets or exceeds all performance requirements (thermal, structural, air/water infiltration, warranty, etc.).
· Traco and Winco are not pre-approved equals. They may be submitted for consideration as “or equal” manufacturers; however, they will be subject to review and approval by the Government.
Any proposed alternate manufacturer must be submitted with complete supporting documentation demonstrating compliance with all requirements. The Government reserves the right to reject any proposed equal that does not meet the specified performance criteria.
All frames and glazing to be blast resistant. The selected window system must meet the blast performance criteria and be capable of addressing the installation conditions for each opening across the building. This includes a wide range of window sizes, configurations, and mounting conditions.
While many manufactures offer some blast-resistant products, they may not meet the project requirements in all configurations. The approved Manufacture must provide blast-resistant frames and glazing that satisfy the performance, structural, and installation demands of this project.
If you wish to propose an “or equal,” you must submit complete documentation demonstrating that the proposed systems fully comply with the blast resistance requirements for every window type and opening condition on this project. This documentation should include, at a minimum:
· Blast test reports meeting the project’s required pressure and impulse criteria
· Structural calculations for each window configuration
· Details showing how the system will be anchored and installed at all conditions
· Confirmation that both the frame and glazing are blast resistant
The VAMC reserves the right to reject any proposed alternate that does not clearly demonstrate full compliance.

7. Regarding Drawing GI300, what are the requirements for the labeling system used in the photographic documentation process? Is a handwritten label using paper and permanent marker acceptable, or are stenciled labels required?
Drawing GI300 – Quality Assurance, Recording outlines the photographic documentation requirements for this project. The labeling on photographs must be clear, legible, and permanent. A handwritten label using paper and a permanent marker is acceptable provided the label is clearly visible in the photograph and contains the required information (date, location/window number, and description of the work shown). Stenciled labels are not required. However, all photographs must be uploaded daily into the approved cloud-based software (Procore or equal) with proper metadata and indexing as required by the specifications and Drawings. The Contractor should ensure that labels do not obstruct the view of the work being documented.
The purpose of this amendment is to issue the Government’s initial responses to vendor questions submitted under the Request for Information, ensuring all interested parties receive consistent guidance. The Response Due Date remains June 30, 2026, at 1:00 p.m. Central Daylight Time, and all other terms and conditions of the RFI remain unchanged.
