The Government will utilize the Lowest Price Technically Acceptable (LPTA) source selection process in accordance with RFO FAR 15.103-2, as supplemented by Veterans Affairs Acquisition Regulations (VAAR) 815.

Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-price factors.

Negotiation In accordance with RFO FAR 15.203, the Government intends to evaluate proposals and make award without negotiations. However, the Government reserves the right to conduct negotiations if, during the evaluation period, it is determined to be in the best interest of the Government to do so.

Evaluation After receiving the proposal, the contracting officer will check for timeliness and validate the offeror’s SDVOSB status. If a proposal was not received on time, it may be deemed unresponsive. If it does not include an SDVOSB certification, the proposal will not be considered for further evaluation.

Prior to conducting any technical evaluations of submitted proposals, the Contracting Officer (CO) will perform a compliance review to confirm that each proposal meets the minimum requirements specified in the Instructions to Offerors section, in accordance with FAR 52.215-1. This review will include verification of all required documentation, proper formatting, and applicable certifications. Any proposal that fails to meet these minimum requirements will be deemed non-compliant, rejected as incomplete, and will not be considered further for award.

Proposals will be evaluated on the following factors: (1) Price, (2) Technical Proposal, and (3) Past Performance. Failure to address any of these factors and/or submitting an incomplete package will result in the proposal being removed from further consideration for award.

Factor 1 Price The Government will evaluate the lump sum proposed price inserted in Section A.3 for each item number. If the offeror does not provide a proposed price for an item number, the offeror will not be considered for award of that item. At a minimum, the offeror must provide the price for each item listed in Section A.3. Price will not be scored, and no tradeoffs will occur.

Offerors MUST provide a proposed price for each item listed in Section A.3 (Price/Cost Schedule). Failure to provide a proposed price for any item will render the proposal ineligible for award. The Government will evaluate price for reasonableness only.

Factor 2 Technical Proposal The Government’s technical evaluation personnel will evaluate the technical proposals on an Acceptable or Unacceptable basis, assigning one of the ratings described below. The offeror must receive a technical rating of Acceptable to be considered for award.

Any Technical Proposal evaluated as “Unacceptable” will render the entire proposal unacceptable and, therefore, not eligible for award. Only those proposals determined to be technically acceptable will be considered for award. The Offeror’s technical proposal will be evaluated on how all of the following meet the minimum requirements outlined in the work statement and the submission requirements outlined in the General Proposal Preparation Instructions.

The Offeror’s Technical Proposal shall include the following:

· A written narrative describing how the offeror will perform the work required in the Solicitation.

· Information addressing each of the following areas: (a) Project Execution & Phasing (CPM); (b) Safety & Infection Control; (c) Quality Control (CQC) & Submittals; (d) Materials & Installation Compliance; (e) Hazardous Materials Abatement; (f) Environmental & Construction Waste Management; and (g) Key Personnel & Staffing.

· Clear, project-specific plans, procedures, and supporting documentation that fully conform to the cited specification and SOW requirements.

Acceptability Standard A proposal will be rated Acceptable under this Factor when the offeror provides clear, project-specific plans, procedures, and evidence that fully conform to the cited specification/SOW requirements. Generic boilerplate or missing items will be rated Unacceptable, and the proposal will not be considered for award under LPTA.

Factor 3 Past Performance Past Performance will be rated Acceptable when the Offeror provides at least one relevant project OR has no past performance record (Neutral). Offerors with no relevant past performance will be rated Acceptable in accordance with RFO FAR 15.202.

Offerors shall provide documentation demonstrating relevant past performance. Past performance will be evaluated on an Acceptable / Unacceptable basis. To be rated Acceptable, the offeror must submit sufficient evidence of relevant and recent performance as described above. Failure to provide the required information will result in an Unacceptable rating. Where a small business offeror is rated Unacceptable under the Past Performance factor, and but for that rating the offeror would have been the successful offeror, the Contracting Officer will find the offeror non-responsible and refer the matter to the Small Business Administration for a Certificate of Competency in accordance with RFO FAR 19.602.

Past Performance will be rated Unacceptable when past performance is clearly deficient.
