About this file
This is a Request for Information (RFI) Responses document containing clarifications on two critical project specifications for the renovation of the 3rd, 6th, and 8th floor elevator halls and walls (Project 521-25-101) at a Department of Veterans Affairs facility under Solicitation Number 36C24726R0022.
The first clarification addresses flooring scope and installation methodology. The government confirmed that existing flooring must be removed prior to installing the new Nora Norament 926 Pado tiles, as installing over existing flooring would negatively impact door openings and elevator levels. The second clarification concerns work scheduling and flooring cure time requirements. The government specified that while weekday work hours are 4:30 PM to 1:00 AM Monday through Friday, weekend hours are flexible and can extend from 6:00 AM to 6:00 PM or longer as needed to accommodate the 12-hour cure time required by Nora flooring manufacturer specifications. The government also noted that flooring must be protected against rolling loads per installation instructions and identified an alternative adhesive—Dry Fix 750—that can mitigate the standard cure time requirement. These responses were posted as Attachment 0005 in Solicitation Amendment 0005 dated March 10, 2026.

RFI List #2
1. After reviewing the project documents, I would like clarification on the flooring scope for this project. I see a few places where instructions are given for what to do if the flooring is removed, but it does not appear that removing the existing flooring is explicitly required. Would you both consider recommending that the existing flooring remain and that the new Nora Norament 926 Pado tiles be installed on top? - Existing flooring must be removed. If Nora flooring is installed over existing, it will affect door openings and elevators levels.
2. The listed work hours are 4:30 PM - 1:00 AM, Monday - Friday. What are the weekend hours? Also, this schedule allows 8.5 hours of work per night, but per the manufacturer's specification, the Nora flooring needs 12 hours to cure after being laid before foot traffic can resume. I have included a snip of this in the email as well. This information comes from page 16 of the Nora Installation Guide. Please advise on this issue. If weekend hours are longer, we will plan to complete the flooring on those days.
-Weekend Hours can be 0600-1800 or longer as needed. Flooring will need to be protected against rolling loads per the install instructions. There is another available adhesive that should mitigate the cure time on the flooring. The adhesive is Dry Fix 750.
