About this file
This file is a Request for Information (RFI) responses document for VA Project 521-25-101, addressing renovation work on the 3rd, 6th, and 8th floors of a VA facility. The project involves comprehensive corridor renovation including replacement of acoustic ceiling tiles, installation of new wall protection systems (stainless steel corner guards, aluminum-framed handrails with plastic coverings, and crash rails), new Nora rubber flooring with 6-inch cove base, new paint (Sherwin Williams SW7010 White Duck Satin Finish), and new wall coverings in designated green corridor areas. The work scope excludes light blue corridors and does not include hollow metal doors, frames, or new in-wall blocking. All work must be conducted during night hours and weekends only, with affected spaces returned to operational status during business hours daily.
Project execution is structured in phases, with each phase requiring completion before proceeding to the next, utilizing temporary infection control barriers to maintain VA operations. Contractors are responsible for removing and reinstalling all existing electrical and low-voltage devices with associated retesting and certification. The contractor must supply materials and perform all testing required by the selected flooring manufacturer to maintain warranty compliance; no moisture remediation allowance is specified, with the Government noting the slab has existed since the 1940s without prior moisture issues. A full-time on-site quality control manager and safety and health officer are required and cannot be combined with the superintendent role. Material transportation utilizes service elevator 5, with dumpster staging coordinated between the contractor, VA, and City of Birmingham. The RFI clarifies that Relevant and Recent Past Performance is evaluation Tab B and Price Proposal is Tab C, with the Government indicating willingness to extend the bid date and accommodate a second RFI round if necessary.
