About this file

This document is an amendment to a Request for Quote (RFQ) for Natural Gas Line Leak and Detection Service at the Department of Veterans Affairs (VA) Medical Centers in Tuskegee and Montgomery, Alabama. The solicitation (36C24726Q0105) seeks a contractor to perform comprehensive leak detection and inspection services on above-ground, exposed natural gas piping across both campuses, with testing to be conducted in May. Key requirements include inspecting all visible exterior joints, meters, and capped stub-ups, using industry-standard leak detection methods, and providing digital inspection reports to the Contracting Officer's Representative (COR) immediately after site inspection.

The amendment includes detailed responses to 24 contractor questions covering technical specifications, operational requirements, and logistical details. Important clarifications include: invoicing can be done annually, satellite imagery is not preferred, only leak testing (not pressure testing) is required, digital reports are acceptable, and testing can be performed on any non-holiday days in May. Site visit is scheduled for November 25, 2025, with locations in Montgomery (8:00a-12:00p CST) and Tuskegee (1:00p-3:30p CST). The RFQ expires on December 3, 2025, at 11:00am CST, with questions closing on November 28, 2025, at 11:00am CST.

The purpose of this amendment is as follows:

1. To answer questions on this solicitation. See below

All terms and conditions remain the same.

Questions:

Natural Gas Leak service & Detection:

1. Do you plan on the monthly invoicing? Or can you invoice one time for the whole year for the annual inspection?

Answer:

They can invoice one time for the annual inspection.

How many miles of line are there and do you know how many services?

Answer:

There is no specific on how many miles there is or how many services is needed but the bidders are only inspecting what is coming out of the ground to the buildings. Bidders will be able to see what is asked of them when they do the site visit.

2. Can we utilize satellite imagery to provide a quote and does understand and accept, "No consideration will be given to claims based on a lack of knowledge of the existing conditions, except where contract documents make definite provisions for adjustment in cost or extension due to existing conditions not readily foreseeable. “ If the VA Engineering supervisors does not wish to accept satellite imagery, please provide an answer as to why, given this is a standard industry practice. No mention of satellite imagery is in the above referenced statement. We are just stating if you do not know what you are bidding on and we accept the bid, you are stuck without change orders.

3. Is the SOW provided in document S02+RFQ+36C24726Q0105 complete? Contractor requests all technical attachments, drawings, or prior contractor documentation associated with RFQ, to ensure our bid accurately reflects all expectations, requirements, and deliverables. These were not included in the original SOW. Follow all standard codes. We will submit our previous gas line maps for reference but a site visit should be conducted to verify stub to meter line locations. The maps will not show these locations.

4. To properly prepare our procedures, please confirm the following testing parameters or indicate the VA’s required standards:

a. Are both leak testing and pressure testing required. The SOW briefly mentions pressure, but then no further explanation is provided? Just leak testing. Pressure testing not required.

b. If so, required test pressures, test duration, and allowable pressure drop (if pressure testing is included)? N/A

c. What is the preferred leak detection method (e.g., live-line detector survey, soap solution, ultrasonic devices, infrared, etc.)? Whatever the standard acceptable practice for leak detection is.

d. Are there any VA-specific calibration, equipment, or reporting standards? See attached picture as an example.

5. What are the exact limits of the inspection scope:

a. Is the testing limited strictly to piping from the Spire/Alabama Gas metering stations to the listed buildings? All visible joints and meters on campus.

b. Are all visible exterior joints only to be inspected? Yes.

c. Are the capped stub-ups at Tuskegee buildings 13, 14, and 15 to be tested? Yes.

d. Is the piping associated with the synthetic natural gas equipment station behind the cottages to be fully included? Yes.

6. The RFQ states that an inspection report must be delivered to the COR prior to departing the site. To standardize our reporting, please confirm whether the VA requires:

a. A specific report format or template? See example attached.

0. Photographs of all joints inspected? Just failed joints, leaking joints. See example attached.

0. GPS coordinates or site drawings showing inspection points? Doesn’t show inspection points. Verify locations at site visit.

b. A deficiency severity classification (minor/major/critical)? See example form.

c. A required format for immediate deficiency notifications? See example form.

d. Digital vs. hard copy submission? Digital versions. See example attached.

7. The RFQ notes that testing is to be performed in May. We request confirmation of:

a. The available date range in May for each campus? Any days but holidays.

b. Whether the campuses must be tested sequentially or may be tested concurrently? No requirement. Up to the vendor.

8. Are there any specific methodologies required for performing the Leak Detection work, such as Method 21, OGI, etc.? Any approved industry standard can be used.

System Extent & Technical Scope

9. Could VA confirm the total linear footage of natural gas piping to be surveyed at the Montgomery and Tuskegee campuses? We don’t have that number, we are only asking for the joints to be tested

10. Based on the SOW description (“all visible joints outside each building”), can VA confirm that the scope includes only above-ground, exposed, visible piping and joints, with no interior piping included? Yes

11. Would VA consider including underground piping as an optional or additive item (e.g., for mobile emission survey drives)? No

12. Are updated maps, system diagrams, or as-built drawings for the gas distribution system available? Nothing additional

13. Are there any known historical leak locations or areas of concern that the contractor should prioritize? no

14. Could VA confirm the pipe materials (steel, PE, copper, etc.) and approximate installation age ranges at each campus? Confirm steel and age unknown.

15. If a leak is identified, what response protocol does VA require? Should the contractor:

a. classify only,

b. classify and repair, or

c. identify and report only? Identify and report

16. Which leak classification standard should be used (e.g., 49 CFR Part 192 or a VA-specific standard)? Any approved industry standard can be used.

17. Is follow-up verification required after repairs performed by VA or another contractor? no

18. What is the required report format (GIS files, PDF report, marked-up maps, GPS points, or a combination)? See previous examples

2. Operational Requirements & Access

2.1 Hours of Work, Notifications, and Restrictions

19. Outside the standard Monday–Friday, 8:00 AM–4:30 PM work window, are there any campus-specific access restrictions that may affect work (e.g., clinical areas, behavioral health, surgery zones, ambulance corridors)? All outside, so no.

20. Is the “Testing to be performed in May” requirement fixed, or is VA open to a flexible work window based on site conditions or access constraints? Any days but holidays.

2.2 Security, Badging, and Escorts

21. What badging requirements apply to contractor personnel? Contractor shall contact the Contracting Officer’s Representative (COR) upon contract award, to receive instructions on how to obtain a VA Identification Badge during the performance of this contract (e.g., background check, fingerprinting, TB test, PIV card, etc.)

22. Are escorts required for:

· the entire project,

· only restricted/clinical zones,

· or not required for outdoor pipeline areas? Not required.

23. How far in advance must badge or escort requests be submitted? Contractor shall contact the Contracting Officer’s Representative (COR) upon contract award, to receive instructions on how to obtain a VA Identification Badge during the performance of this contract

2.3 Site Logistics

24. Will VA provide staging or laydown areas for contractor vehicles and equipment? We have them but should not be needed.
