QUESTIONS & ANSWERS

Question 1:

Greetings Brian.

Hope all is well. My name is <redacted> A Realtor in the <redacted>. I am emailing regarding the RLP for a Veterans center in Savannah GA.

I did want to seek further clarification on how and when the proposals will be reviewed and selected?

I am working closely with a local Realtor and we have located a few properties that meet the criteria.

However since this is a national request each property owner/agent has stated that there are others that have also inquired about the space for the same purpose.

Is this a situation where there will be a “bidding war” between proposals?

I would greatly appreciate your clarity of the process .

Thank you in advance.

Government Response to 1:

The Government can only draw attention to the guidance provided in Sections 3.3(B) and 3.4(C), (D), & (F) of the RLP. The Government recommends each offeror read the entire RLP to ensure their offer will meet the requirements of submission.

Question 2:

Brian, Following up-- Can you confirm if you've already received a proposal for <redacted>? The listing broker said he never heard back from the VA after submitting an offer months ago. However, we're happy to ask for a new proposal with different terms if that was the main issue in the past.

Government Response to 2:

Any “offer” submitted months ago was not a formal “Offer.” This is the first Formal Solicitation for this procurement, and has the formal Request for Lease Proposals and all Attachments along with it. The previous postings were informal, under a “Sources Sought Notice” used to perform market research for the VHA’s set-aside requirements. The Government received enough interest from Small Businesses, that the formal RLP has a set-aside requirement for all Small Business. Large Businesses under NAICS 531120 are not allowed to compete.

Question 3:

When is the selection being finalized?

Government Response to 3:

The Government does not fully understand the question. If the question is “When will the award be made” or “When will an awardee be chose,” then the answer is sometime after the closing date of the RLP (08/12/2025 @ 13:00 EST) and after the Government has had time to evaluate the offers and do its due diligence on the offerors. Please be advised that in light of the Deferred Resignation Program (DRP) and Voluntary Early Retirement Authority (VERA) from the Administration’s Executive Orders, the process could take longer than anticipated.
