2. SCOPE

The purpose of this project is to renovate the Nutrition and Food Services and Freezers area at the Veteran’s Affairs Medical Center in Atlanta, located at 1670 Clairmont Rd, Decatur, GA 30033.

Contractor to provide a proposal to include all the necessary materials, labor, and equipment to complete all required construction work within all documented areas. Work consists of interior renovations of approximately 13,570 square feet, within the kitchen area of the Veteran Affairs Medical Center, Atlanta (VAMCATL), according to Contract Documents (Drawings dated 09/13/2024 and Specifications dated 09/13/2024).

Proposal shall include all costs for construction activities that may be performed, including work during non-clinical hours (evenings, nights, and weekends) to minimize impact to patients.

The Medical center will be operational during construction work and the Contractor shall provide a Safety/Infection Control Plan submittal for approval. The sterilization area shall be provided with fire separation (fire rated walls/partitions and doors). The fire exits shall be marked with illuminated signage. Fire alarms and extinguishers shall be provided in all work areas. All supplies must be stored at least 18 inches from sprinkler heads. The Contractor shall compile a Life Safety Plan that identifies fire and smoke related walls in the project area. All ducts passing through fire-rated walls require fire/smoke dampers. Because area usage can change over the years, identify which AHU serves a given area, and determine its fire alarm sequence. If the area is served by more than one AHU, check that the fire alarm sequences, and emergency shutoff buttons are compatible.

The work includes demolition, interior structural and non-structural metal framing, gypsum board partitions, interior finishes, case work, sprinklers, fire alarm, plumbing, Heating, Ventilation, and Air Conditioning (HVAC), lighting, and electrical work. The Contractor shall replace, or upgrade floors, ceilings, lighting, electrical distribution, HVAC, plumbing, Fire protection and life/safety systems, room finishes, doors and hardware. The Contractor shall also include total replacement of all walk-in commercial refrigeration equipment. Floors shall be level with no ridges or bumps in order to prevent pools of water from forming, creating a slipping hazard. A level floor also promotes ease of movement of transport carts, case carts, and other wheeled equipment. Durable flooring materials that can withstand daily or more frequent cleaning as well as the application of chemical agents must be specified. The floor to wall transition shall be coved to allow proper cleaning in order to preclude growth of microorganisms in the crevices. Additionally, floors in NFS work areas should be capable of handling heavy weights and heavy traffic pattern of wheeled fully loaded bulk food and meal tray carts. Interior partitions shall be constructed of metal studs and gypsum wallboard (GWB) with non-particulate or fiber shredding composition capable of withstanding constant cleaning. Wall protection shall be installed to prevent damage by carts and other rolling equipment. Provide wall blocking to support wall-mounted ancillary equipment (recoding devices, sensors, SS shelves, hand-cleaners, etc.). Provide sound attenuation to achieve a minimum Sound Transmission Coefficient (STC) rating of 45. Doors should swing out from the NFS areas a means of safe egress; however, they can create hazardous conditions by blocking the corridor traffic if not recessed into an alcove. Provide door protection, vision panels, and hand-free operated mechanisms where possible in work areas. Consider the use of powered sliding doors in high traffic/high transaction areas. Door widths should be able to accommodate the movement of carts and equipment. Finishes in labs must be impervious to contaminates and able to withstand washing with detergents. Durability, cleanability, sustainability, and low flammability are critical properties when selecting interior finishes for NFS. Finishes must be able to withstand washing with detergents. NSF floors should be of a non-slip finish. NFS ceilings should be set a minimum of 2700 mm (9’-0”) form floor to ceiling, with 600x1200 mm (2’x4’) acoustical tile.

Additional modifications of existing building areas, where required by Contract Documents, shall be included to support the construction project. The Contractor shall replace six (6) commercial low and medium temperature walk-in refrigeration equipment, approximately 2,128 SF. Temperature refrigeration equipment to include aluminum doors, floors, insulation, dry coolers, fans, pumps, freezer condensing units, evaporators, piping, cooper cooler and suction line sets, necessary structural steel beams and frames. Refrigeration components are in equipment rooms located up to 550 LF from the NFS. Lines sets and piping are routed in crawl spaces, above ceilings and on the rooftop. New rooftop mounted line sets and piping will be protected by aluminum clad covering. Construction bid documents shall include sufficient details, schedules, and prescriptive specifications to permit accurate design-bid-build (DBB) quantity takeoff and estimating. Two of the existing walk-in refrigerator/freezers are inoperable and can be used as refrigeration swing space during the construction phase.

Construction phasing is required per Contract Documents. The NFS Kitchen space in Building C-1 will remain open during the construction phase. Phasing Plans shall include temporary walls and infection control barriers as necessary to phase the work during construction.

The work includes interior Architectural, Mechanical, Electrical and Plumbing systems demolition, renovation of existing flooring, ceiling, wall finishes and related Mechanical, Electrical and Plumbing work necessary for a complete renovation. The Contractor is to also coordinate the installation items that in the Contract Documents are required to be installed “by others”. The Contractor shall ensure that space, casework, mechanical, electrical, gas, and plumbing requirements of each piece of equipment are incorporated into the project. The Contractor shall include Interior Equipment Plans and Schedules defining existing and new equipment layouts keyed to each individual piece of equipment. The keyed Equipment Schedule shall determine Item Code, Manufacture, Manufacture Model Number, Physical Dimension (Size), Material Finish, Description, Installation, Quantity, Location (Old/New), Provided by Contractor/Installed by Contractor; Existing Equipment/Relocated by Contractor; or Existing/New Equipment Installed/Relocated by Owner; Mechanical Connection, Electrical Connection, and Comments.

Staging and laydown areas will be finalized between contractor and the VAMC.

Asbestos abatement is a requirement of this contract, and it is included in the scope of work where required per Drawings and Specifications. The abatement work will be performed during non-clinical hours and the Contractor is required to submit an Abatement Plan.

It is the responsibility of the Contractor to conduct site visits, verify existing conditions, quantities of materials, installation instructions of materials to be used, and discrepancies or conflicting requirements in the Statement of Work and/or Contract Documents before preparing the Final Proposal. Contract Documents (Construction Drawings and Specifications) take precedence and will govern over other distributed documents if any conflicts arise. Notify CO/COR immediately for such discrepancies and/or conflicts.

The Construction Progress Schedule/Critical Path Method (CPM) schedule, Submittal Schedule, Cost Progress Schedule, Accident Prevention Plan, Life Safety Plan, Quality Control (QC) Plan, ICRA, Preconstruction Checklist and Security Requirements documents for Badging shall be submitted for evaluation/approval before Notice to Proceed (NTP) is issued and within thirty (30) calendar days of receipt of Notice of Award, unless otherwise directed from Contracting Officer. The starting date of the schedule shall be the date the contractor receives the "Notice to Proceed". At a minimum, both the starting and ending dates shall be indicated on this schedule. The Construction Progress Schedule/ CPM schedule must include vendor lead times and all schedules to be updated when changes occur.

The Contractor shall also provide a Cost Progress Schedule that indicates the anticipated installation of work versus the elapsed contract time, for the approval of the contracting officer. The actual percent completion will be based on the value of installed work divided by the current contract amount. The actual completion percentage will be indicated on the monthly progress report.

The Contractor shall also provide a 24”x36” construction sign attached to each door of the construction site. The sign may contain a picture of the completed project in addition to other pertinent information like the A/E’s and Contractor’s name, Project Cost, Start Date, End Date, etc. Coordinate the sign requirements with the COR.

3. PERFORMANCE MONITORING

The contractor’s performance will be monitored by the Contracting Officers Representative, Infection Control Risk Assessment Office, as well as the Safety Office during the contract period. The COR will review the materials, workmanship, certification and expertise of the contractor and their sub-contractors to verify they are in compliance with the drawings/specifications of the contract documents and Construction Schedule. Non-compliance with specifications and drawings without prior written approval will require replacement to meet the contract documents at the contractor’s expense.

The Safety Office will review the operations and site construction conditions of the project to confirm that all Safety regulations relating to construction and healthcare facilities are being adhered to. Non-compliance may result in jobsite shut down until compliance is met at the contractor’s expense.

The contractor shall furnish to the CO/COR a consolidated Daily Report for the preceding workday in which is showing the number of laborers, mechanics, foremen/forewomen and pieces of heavy equipment used or employed by the contractor and subcontractors. The report shall bear the name of the firm, the branch of work which they perform such as concrete, plastering, masonry, plumbing, sheet metal work, etc. The report shall give a breakdown of employees by crafts, location where employed, and work performed. The report shall also list materials delivered to the site on the date covered by the report.

4. SECURITY REQUIREMENTS

The Security Requirements for Badging includes completion and submission of Background Investigation Request Worksheet to the VHA Service Center Personnel Security Office. Each contract employee is required to undergo a Special Agreement Check (SAC) background investigation which equates to being fingerprinted.

Upon successful completion of fingerprinting, all contract employees will be required to obtain a non-Personal Identity Verification (non-PIV) badge. Contractor staff working on site will be required to always wear the badges while on site. Contractor will be required to immediately notify the COR of any changes in staff performing work on site. Upon completion of the contract all identification badges must be returned to the COR before final payment can be made.

5. SUBMITTAL REQUIREMENTS
