About this file
This document is an Amendment to Solicitation/Modification of Contract for the Department of Veterans Affairs VISN 7 Network Contracting Activity. The solicitation (36C24725Q0500) is for Radiologic Services at VA Community Based Outpatient Clinics (CBOCs) and the Carrollton outpatient facility, with the previous contract number being 36C24720C0029. The amendment extends the receipt of offers deadline to 04-28-2025 at 1:00pm EDT and provides responses to a series of vendor questions.
Key details include the requirement for reciprocating Buckys for wall stand and table, confirmation that the contractor must provide their own staff and clinical providers, and clarification that one CBOC location is "To Be Determined" and will require a future modification. The solicitation covers multiple clinic locations, with one Atlanta Clinic explicitly noted as not yet implemented. Evaluation criteria are included in the solicitation starting on page 45, and vendors are advised to read the entire document. The contract involves diagnostic X-ray services for VA beneficiaries, with technical specifications including floor-mounted tube stands and potential future Saturday access clinics to be determined later.

Request for Information- 36C24725Q0500
| 1. | Was there a previous contract for the services described in this solicitation? If so, could you please provide the contract number? 36C24720C0029 |
| 2. | Did the prior contract cover the same CBOC locations? If not, could you clarify which clinics were included or excluded? Yes, excluded one (1) the Atlanta Clinic. We have not implemented the site yet. |
| 3. | If a current contract is active, does the VA or individual clinics have a preference to retain the incumbent technologists or service providers? No, the contractor will need to provide their own staff and clinical providers for background security and VA credentialing. |
| 4. | One CBOC is listed as “To Be Determined.” Should this location be included in our pricing, or will a modification be issued when the clinic becomes operational? Modification can be done if and when it is needed. |
| 5. | The solicitation does not appear to include a clearly defined FAR 52.212-2 clause for evaluation criteria. Could you please clarify the basis for award? For example: Evaluation criteria are included in the solicitation starting on pg 45. Please read the solicitation in its entirety. |
| a. | Will the government use a Lowest Price Technically Acceptable (LPTA), Best Value, or a tradeoff evaluation? |
| b. | If non-price factors such as technical capability and past performance are evaluated, how will they be weighted relative to price? |
| 6. | The solicitation technical specifications requests reciprocating Buckys for the wall stand and table. Given that modern DR systems, like ours, include grid suppression software, which eliminates the need for reciprocating Buckys, can the VA confirm whether physical reciprocating Buckys are mandatory, or if software-based suppression meets the requirement? It is necessary to have reciprocating Buckys please. |
| 7. | Floor-mounted tube stands are available with touchscreen displays that enable technologists to adjust technique, AEC, SID, and positioning directly at the tube. Would a unit with these enhanced features be considered acceptable, or is it considered outside the scope of the required configuration? It is not outside of the scope of the required configuration. |
| 8. | One CBOC is listed as “To Be Determined.” Should this location be included in our pricing, or will a modification be issued when the clinic becomes operational? Modification, as we do not know when funds will be available for the site. |
| 9. | The solicitation references “Saturday Access Clinics to be determined later.” Will these Saturday clinics be added via a future modification, or should vendors anticipate and include weekend coverage in their base proposal? No, this would be a modification. |
