1) POP start of May 15, 2025 Average production timelines for new equipment are 10-12 weeks depending on vendor.

a.Given the short time from submission to POP start, and understood industry production lead times of 10-12 weeks for a digital radiography room, is the government considering equipment that has previously been installed at other locations acceptable for this contract? No, the equipment belongs to the current contractor
b.Can an extension be granted to accommodate a later POP date allowing more competitive responses? An extension will be granted for the solicitation. The POP will not be extended unless the current contract is extended, no gap in patient care.
2)No requirements were provided on the housing location of the stationary (non-mobile) digital radiology equipment.
a.Is this an existing space, new construction, or will this be in a stationary modular building? existing space at each CBOC
i.If this is existing space, is there a current system in place that will need to be removed? yes
b.Blueprints, room specs and location details are required to provide an accurate assessment prior to bid submissions. I will need to ask for the room size for each CBOC and send to you. The current equipment fits so that is why I asked for specific X-Ray specs in the PWS.
c.Information on utility connectivity is required

3)Please provide information on the PACS system that the facility is currently using VUE PACS
a.This is needed to confirm compatibility Yes
4)How is the initial patient scheduling completed? These are Walk-in patients
5)Please confirm the 3-page limit excludes the Pricing Pages, Reps & Certs, the Cover Letter, and the SF 1449. Please disregard the 3 page limit.

6) Contract Type – Firm-Fixed Price vs. Per Completed Exam Pricing – firm-fixed The solicitation includes language suggesting a firm-fixed-price structure (e.g., page 55), but other parts (e.g., page 10) indicate pricing based on completed exams and interpretations. Could you please clarify whether: the equipment and provided technologist are based on past rate and equipment, the interpretations are based on current rates for the type of read. It is all rolled in together for a firm fixed monthly price.

• This is a firm-fixed-price contract or if pricing based on a completed exam is preferred.

7) Pricing Structure If per-exam pricing is acceptable: no, it would be over 100-line items based on CPT codes / Medicare rates.

•Should we provide one all-inclusive rate per exam (including both image capture and interpretation)? We can. That is pretty much what we did
8)Volume Considerations and Accuracy

The solicitation lists an estimated annual volume of 37,107 exams. As the incumbent, our records indicate the actual volume is approximately 41,550 exams annually (12% delta). Additionally, it appears this does not include the Atlanta VA Clinic. Atlanta VA Clinic was added for a future site.

•Would this higher actual volume be factored into the contract once awarded? Yes, it is already factored in. It is unlimited walk-in x-rays during a specific time the CBOC is open
•Would a per-exam pricing model be more appropriate given this fluctuation? Again, it would be over 100 CPT codes at different amounts in pricing and volume (more chest x-rays maybe? Less knees?)
9)Personnel Requirements and Site Details

Page 9 of the solicitation notes that “One (1) FTEE Technologist is required at each site.” However, as the current provider, we know that the Pike VA Clinic requires two dedicated, fully equipped radiology suites and two technologists. You are correct, we have 2 rooms, and the current contractor send a technologist for each room, however we require at least one.

•Can this discrepancy be clarified or updated? Sure, we are requesting 1.0 FTE for each site min. Unless you want me to change it to 2.0 FTE for Pike.
•How will other bidders be made aware of such site-specific requirements so they can submit accurate bids????

Note: it is very important for each bidder to send their current MOU and an indicated workflow of how they will send the completed exam with interpretation to the patients’ medical record.

A current MOU usually takes 6-12 months to be approved so it is important the vendor has an existing one. The vendor will also need to have (past) experience implementing a stationary (non-mobile) equipment into a government facility / CBOC.

*All Radiologists that read the exams need to be credentialed and provide Peer reviews bi-annually and all technologists have to be credentialed.
