About this file

This is Amendment 0002 to solicitation 36C24725Q0203 for chiller replacements at a VA facility, extending the proposal due date to January 10, 2025 at 12:00pm EST and providing answers to contractor questions. The amendment clarifies requirements for replacing three York Magnetic Bearing Chillers (Model YMC2-51758AB), with no alternate manufacturers permitted. Each chiller must be fully installed and operational before the next can be taken offline.

Key details include: work can be performed during normal hours (M-F 7:00 AM-5:00 PM); no temporary chillers or office trailers are required; no badging needed as work is limited to the boiler/chiller plant; chillers must use existing concrete pads with no modifications allowed; contractors must provide 10-year parts, labor and refrigerant warranty; integration with Tridium Niagara BAS system is required; and payment will only be made after chillers are installed and operational. The VA will assist with lockout/tagout procedures, but contractors are responsible for crane operations, controls integration, electrical/piping connections, insulation, and commissioning through JCI.

CONTINUATION PAGE

1) Can a subcontractor fulfill the Superintendent Competent Person role?

Yes, a subcontractor may fill this role.

2) Does the VA require any scope of work in this project to be performed outside of regular work hours?

No, this work may be performed during normal working hours. All three chillers will not be out of commission at the same time. Each new chiller must be completely installed and running before the next chiller can be turned off.

3) What trades or scopes will be required to perform off-hours work for work scopes that must be performed?

No after-hours work will be required. Accommodations can be made if the contractor would like to do work outside of the normal working hours with COR approval.

4) What will the work hours and days be for scopes that require off-hours work?

No after-hours work required. Normal working hours are M-F 7:00 AM- 5:00 PM.

5) Please provide a copy of the Site Visit Attendance Sheet.

Will be included.

6) In the event of contract modifications, should contractors apply bond premiums to the individual modification or wait until the end of the job where the VA issues a final modification to reimburse contractors for bond overruns for all mods.

Bond premiums do not apply.

7) Where is the designated contractors' and subcontractors' parking area?

Contractors may park near the boiler/chiller plant. The station will make sure ample space is allotted for chiller delivery and temporary parking.

8) Will the VA allow 2-3 spaces for the prime contractor and each subcontractor?

Contractors may park near the boiler/chiller plant. The station will make sure ample space is allotted for chiller delivery and temporary parking.

9) Where shall these people park if the VA cannot make 2-3 spaces available for the prime contractor and each of the subs?

The VA will ensure all subcontractors have ample parking within reason.

10) How many hours should the prime contractor and subcontractors budget for on-site badging, safety training, orientation, etc.?

Badging will not be required as the contractors will not be entering the medical facility.

11) How long will it take for on-site PIV badges to be received and will they need to be received before work can begin?

· We are proposing a R-513a machine for this bid which will meet the original efficiency ratings of the 134a machine sold earlier this year. However, this machine will be 4 feet longer than the 134a machine.

· We do have machine that will meet the original length, but it will have the following deviation in efficiency:

14 Foot Shell
10 Foot Shell
Full Load Efficiency (KW/Ton)
0.5731
0.5978
Part Load Efficiency (NPLV)
0.3381
.3497

The existing machines use R-134a refrigerant. If the minimal efficiency loss is an issue with the 10’ shell, we would need to extend the concrete pad at least 4’ to accommodate the length.

The same length machine is required for this project. This is a turnkey installation, so no additional funds are allocated for concrete/re-piping work.

79) Please clarify the specific warranty VA would like to have on the machines.

Chillers are to come with 10-year parts, labor, and refrigerant warranty.

Chiller Shipment Deadline:

Per the solicitation and EPA SNAP listings, the last day to ship chillers with R-134a is December 31, 2024.

Proposed Replacement:

As York no longer manufactures the current chillers, we propose an R-513a machine for this bid. This unit will meet the original efficiency ratings of the R-134a machine on site but will be 4 feet longer than the existing unit.

Alternate Options:

Machines are available that meet the original length specifications, but with deviations in efficiency:

Please advise how you would like to proceed. If a value-engineered (VE) solution is preferred, some modifications may be required and will need end-user approval.

0. 14-foot shell:

0. Full Load Efficiency (kW/Ton): 0.5731

0. Part Load Efficiency (NPLV): 0.3381

0. 10-foot shell:

0. Full Load Efficiency (kW/Ton): 0.5978

0. Part Load Efficiency (NPLV): 0.3497

Preferred Specification:

If opting for a machine that meets the original length specifications, which shell configuration would you prefer?

The VA requires for the new machine to match the current configuration. This contract is for a turnkey installation. No massive changes (addition of concrete, major piping changes, etc.) can be made to the building.
