About this file
This document includes a request for quote from the Department of Veterans Affairs for transitional housing unit rentals in Montgomery, Auburn and Tuskegee, Alabama. The RFQ seeks rental properties within a 30-mile radius of these locations to house veterans from July 1, 2020 through June 30, 2025. Interested vendors must provide information on three previous rental contracts within the past five years along with photos and amenities of the proposed property. Pricing must include all fees and be submitted using the cost schedule in the RFQ. Responses are due by May 6, 2020 and the award will be made to the low-price technically acceptable small business. The contract will provide transitional housing and utilities for veterans relocated from three existing VA-leased properties.

VENDORS QUESTIONS AND CONCERNS
Transitional Housing Unit Rentals, CAVHCS
RFQ: 36C247-20-Q-0427
Apr 28, 2020
Questions are in black with responses in red.
1. I am in need of several items from the VA. Currently I believe the VA provides for the power, water, gas, electricity, phone, internet and cable for the tenants at 2001/2003 Rosie Street. As I am being to prepare Cost/Price Schedule, I was wondering if you could send me the average costs for the current services at these properties as they will all need to be included in the bid for the rent proposed moving forward.
Answer: The following information is submitted in response to the above request. The VA leased properties at for 2001 and 2003 Rosie and also a property at 1979 Sara in Auburn, AL which is included .
Below is the average monthly utility cost (Note the average usage could vary depending upon the number of veterans housed and weather conditions and is provided for informational purposes only in response to the inquiry):
Alabama Power (Electricity) = 2001 and 2003 = $280.23 (If you are including 1979 it will be $363.82)
Auburn Water Works (Water) = 2001 and 2003 = $122.09 (If you are including 1979 it will be $201.02)
Spire (Gas) = 1979 only $79.00 (2001 and 2003 have electrical heat)
Spectrum (Cable and Internet/Wi Fi) = 2001 and 2003 = $289.45 (If you are including 1979 Sara it will be $578.89)
2. Also with the Technical Capabilities section I had a few questions. First, you have ask for three previous contracts for the past 5 years. Will you confirm that you only need the following for each of the three properties:
1) the name of the tenant(s)
2) address
3) length of lease
4) their telephone number(s)
5) type of rental property (duplex, townhouse, etc.)
3. Do you need anything else from these tenants or properties?
Answer: No additional information is required at this time; please note that any references listed may be contacted to confirm the information provided and satisfactory performance.
4. Could I have until May 1st to submit questions?
Answer: The date for submission of questions will be extended until May 1, 2020 by 3:00 p.m.
CT. In turn the due date for quote will be extended until May 6, 2020 by 3:00 p.m. CT. An amendment will be issued to change these dates.
5. Also with the utilities that are already connected, I want to make sure that all is smooth in the transition. What day officially would all utilities need to be connected in our name? We want to make sure that there is no disruption in service.
Answer: The utilities need to start with the effective date of the rental – Jul 1, 2020 for the duration of the contract.
