About this file
This is a Questions and Answers (Q&A) document addressing clarifications submitted by potential contractors regarding Phase I submission requirements for the Salisbury VAMC's Fourth Floor PACT Renovation Project (Design-Build, Solicitation 36C24626R0031_2).
Key clarifications include: bonding capacity and availability should reference 2026 rather than 2023/2024; Safety/Environmental Violations and Experience Modification Rate submissions are required only in Phase II with pricing offers, not Phase I; SF1442 forms and amendments should be submitted to the contracting officer separately; page limitations remain at one page per project and one page per person for TAB A subfactor 1b and TAB B submissions; CPARS reports with UEIs are acceptable for Past Performance (TAB C) evaluation; current workload information and staff availability should reflect the overall offeror company capacity rather than individual staff workloads; teaming agreements are Phase II requirements only and should not be included in Phase I submissions; Past Performance TAB C requires actual submission of documentation, not informational content only; and Project Delivery Approach (subfactor 4B) must describe the design delivery methodology, establish the schedule and mechanics for Design Period Peer Reviews involving both VA and the Architect/Engineer, and detail the process for technical and administrative reviews throughout the design phase, including feedback communication procedures.
