About this file
This is a Solicitation Questions and Answers amendment document issued by the Department of Veterans Affairs (VA) Network Contracting Office 6, located in Hampton, Virginia. The amendment addresses three vendor-submitted questions regarding solicitation 36C24626Q0496 for Off-Site Tele-Radiology Services at the Asheville VA Medical Center, effective July 24, 2025.
The amendment clarifies that this is a brand-new requirement for the Asheville VAMC, with current services being provided by staff radiologists and the VA National Teleradiology Program. Contractors must first be awarded the contract before proceeding with obtaining a Memorandum of Understanding/Information Security Agreement (MOU/ISA) through the Office of Information and Technology at the specified SharePoint link. Notably, the solicitation has been amended to require that all Radiologists be Board Certified only; Board-Eligible Radiologists are no longer acceptable for this contract. All other terms and conditions of the original solicitation remain unchanged. The contracting officer is David E. Smith.

Solicitation Questions and Answers Off-Site Tele-Radiology Services
Question 1:
We were informed that we must first be awarded the contract before we can proceed with obtaining the MOU/ISA. If possible, could you please send us the necessary documents from your IT Security for us to obtain an MOU/ISA as soon as possible?
Government Response:
Please contact the Office of Information and Technology for instructions on obtaining and navigating the MOU-ISA Intake Form Website at:
https://dvagov.sharepoint.com/sites/OITSSPPlatform/SitePages/MOU-ISA_Version2.as
Question 2:
Is this an incumbent/recompete or a brand-new project? If so, could you please provide us with their award number, or even whether the customer has purchased similar services in the past?
Government Response:
This is a brand-new requirement for the Asheville VAMC. Current services are being rendered by staff radiologists and the VA National Teleradiology Program.
Question 3:
Request consideration of the following amendments to the above-referenced solicitation for teleradiology services at the Asheville VAMC:
1. Board Eligible Radiologists Request to allow board-eligible radiologists to interpret studies under this contract, in addition to board-certified radiologists. This expansion would broaden the pool of highly qualified providers available to serve Veterans without compromising clinical quality.
Government Response:
Upon further clarification with the Asheville VAMC, Radiologists must be Board Certified. Solicitation has been amended to remove Board-Eligible Radiologists.
