About this file

This is an Amendment to a Solicitation (Standard Form 30) for solicitation 36C24626Q0450, issued by the Department of Veterans Affairs Network Contracting Office 6 in Hampton, Virginia. The amendment extends the deadline for quote submission from July 15, 2026 to July 21, 2026 at 12:00 PM EDT, provides government responses to nine contractor questions, and updates Section B.3 of the Performance Work Statement. The contract is an IDIQ (Indefinite Delivery/Indefinite Quantity) vehicle for repair, servicing, and replacement of chillers at the Charles George VAMC in Western North Carolina. The government confirmed that preventive maintenance will follow manufacturer-recommended procedures, normal facility duty hours are 0700-1530 Monday through Friday, and contractor responsibilities include all refrigerant recovery, storage, disposal, and replacement. Equipment inventory corrections were made to remove a typographical error (Youk YTJ3CQED-CRJ corrected to Daikin WME0500S) and correct a York chiller model designation. The amendment clarified that estimated quantities of six diagnostic site visits (CLIN 0001) and thirteen repair/service/replacement task orders (CLIN 0003) are government projections only, not guaranteed volumes, and that contractors must provide technician hourly rates for bidding purposes rather than leaving repair costs as TBD.

The Performance Work Statement outlines a task-based contract structure requiring contractors to respond to facility notifications within eight hours for routine tasks and four hours for emergency tasks, conduct diagnostic site visits at a lump sum price, and provide detailed quotes within 48 hours including labor hours, parts/materials costs, overhead percentages, and delivery timelines. Upon purchase order issuance, contractors must schedule and complete work with facility confirmation, submit invoices, and provide service reports detailing work performed and recommendations. Contractor qualifications must include hospital chiller system experience, OSHA 30-hour certification, compliance with VA rules and HIPAA requirements, and adherence to NFPA and local building codes. The facility maintains a list of covered chillers including ten air-cooled units (manufacturers including Daikin, York, Carrier, and McQuay) and two centrifugal chillers, with new units to be added upon warranty expiration. The contract contemplates that new chillers may be added as the facility's infrastructure evolves, and contractors must coordinate equipment outages with VA staff to prevent disruption to clinical operations.

Chiller Questions

1. Preventive Maintenance Scope The solicitation requires monthly Preventive Maintenance under CLIN 0002; however, the Performance Work Statement does not define the specific preventive maintenance tasks or reference manufacturer-recommended maintenance procedures for the covered equipment. Please clarify the required scope of preventive maintenance. Will preventive maintenance be based on the manufacturer's recommended maintenance schedule for each unit, or will the Government provide a preventive maintenance checklist or task list? Additionally, please confirm the expected preventive maintenance frequency for each covered chiller. In example Evap and condenser tube brushing, Oil sample, Refrigerant sample, Vibration Analysis.

Cleaning of each chiller will be done per manufacturer-recommended maintenance procedures for the covered equipment.

2. Normal Duty Hours Please confirm the facility's normal duty hours referenced in the Performance Work Statement.

0700-1530 Monday to friday

3. Equipment Outages Will the Government coordinate equipment outages and system shutdowns, or should the contractor include outage planning as part of each task quotation?

Chiller outages will have to be planned with VA staff to make sure important clinical areas are not impacted

4. Refrigerant Responsibility Please clarify the contractor's responsibility for the recovery, storage, disposal, and replacement of refrigerant associated with repair or replacement activities.

All recovery, storage, disposal, and replacement of refrigerant associated with repair or replacement activities will be under the contractor’s responsibility.

5. Equipment Inventory During the site visit, there was discussion that one chiller has been removed from service and another chiller has been added. Additionally, our representative observed equipment that may not be reflected in the Performance Work Statement. Please confirm that the equipment inventory contained in the Performance Work Statement represents the complete and current inventory of equipment covered under this contract. If changes have occurred, will the Government issue an updated equipment inventory by amendment? Please also confirm that this equipment inventory represents the complete scope of equipment included under CLIN 0002, Preventive Maintenance.

Under the centrifugal chillers list there is a typo and a correction to be made.

Correction (York YTH1A#C#-CKJ) will be corrected to (York YT H1 A3 C3-CK J) Typo (Youk YTJ3CQED-CRJ) will be corrected to (Daikin WME0500S)

An updated SOW will be provided with these updates.

6. CLIN Quantities The Performance Work Statement indicates that a diagnostic site visit is performed to establish the scope of each repair, service, or replacement task. However, the Price Schedule identifies an estimated quantity of six (6) diagnostic site visits (CLIN 0001) and thirteen (13) repair, service, or replacement task orders (CLIN 0003) during the base year. Please clarify whether these quantities are independent estimates for evaluation purposes or whether multiple repair, service, or replacement task orders may result from a single diagnostic site visit.

This is an estimated number of site visits and repairs the VA expects of the base year.

7. How would the VA like us to quote repairs/replacement costs without performing diagnostics first?

For bidding purposes please list technician hourly rates for bidding purposes

8. Please confirm whether the repair CLIN may be left as TBD, or if the Government intends to provide a fixed repair budget or allowance for offerors to include in their pricing.

Not TBD, we need hourly rates for technicians for bidding purposes

9. We identified a Daikin chiller (Model WME0500S, Serial No. 5027574900100) on site that does not appear on the equipment list. Could you please confirm whether this unit is included in the scope of this contract?

Please see answer to question 5.
