The purpose of this amendment is to:

1) post a copy of the site visit attendance log. (See Attachment A)

2) post answers to questions received.

3) Add the VH Privacy Training agreement that will be required for employees to sign upon award. (See Attachment C)

No additional questions will be answered. The due date for bids is unchanged.

--- Question Set #1 ---

1. Will the Government confirm that the entire overhead paging system required to be in Conduit? - Yes, per 27-05-33 section 3.1, 27-51-16 section 2.4.D.2.b.1 and specified in drawing notations.

2. During the site visit, there was mention that all of building 110 was not currently in conduit. Can the government confirm that? - Confirmed, existing speaker wires are not in conduit.

3. Will the government identify all buildings that do not have existing conduit in place for the overhead paging system? - None have conduit.

4. There is mention of relocating sprinklers in Attachment C Specifications, does the government expect sprinklers to be affected in this scope of work? - No. At a minimum, the existing speaker wire may be improperly attached to sprinkler pipes. These speaker wires will need to be relocated - not the sprinklers.

5. In the solicitation, on page 6 of 85, in submission of bids it states an “itemized schedule of values cost breakdown” is required with submission. This is usually included as an attachment to offerors. Will the government provide a worksheet to include with proposal submission? – You may use Attachment B or one substantially similar.

6. Since the system is required to go onto the existing VA network, will the government confirm that there are existing switches and adequate port space is available in all buildings identified in the scope of work for this project? - Yes, there are existing switches in all areas with enough port space.

7. For ICRA requirements, negative air is required, can the government please identify the height requirement for temporary walls and door size if necessary? - Per the drawings assume 9ft ceilings throughout.

8. This is a 100% SDVOSB set aside, but only 25% of the work is required to be completed by an SDVOSB. This is usually a much higher percent (85% on most), will the government give preference to SDVOSB offerors performing 100% of the work? – As stated on page 6 of the solicitation, “Bids will be evaluated and ranked according to price and price alone, from lowest to highest.” Moreover, all interested bidders must sign and comply with VAAR clause 852.219-75 located on page 65 of the solicitation.

9. What Key Personnel will be required to be on-site during the performance of this project, and can Key Personnel have dual roles if qualified? - See 01-35-26 and 01-45-00. The minimum key personnel for a construction contractor usually include the Superintendent, SSHO, and QCM. The only typically allowed dual role is that the QCM can also serve as the Superintendent, but the SSHO must remain a separate, dedicated role

10. Will the government confirm that Key Personnel identified on existing contracts, at the Hampton VAMC, cannot be used in parallel to this project? - Confirmed each project (contract) is separate and requires it’s own Superintendent, SSHO, and QCM.

11. Are there As Built drawings available for the existing Valcom system? This will help offerors determine exiting infrastructure i.e. conduit, speakers, etc. - No

--- Question Set #2 ---

1. Please confirm for a fair comparison that all KTR's quoting are to use 10% for an amount to re-use existing speakers. - Correct, at a minimum reuse 10% of speakers. Reuses speakers shall be tested to be satisfactory for reuse. See general notes #3 in the drawings.

1. Please confirm conduit is required for wiring. – Confirmed. All wiring must be in conduit as stated in the specs and drawing. See 27 05 33 1.1 A.

1. If conduit is required, can FLEX be used? - Yes, the following is stated in the drawings: ALL CONDUIT TO BE INDEPENDENTLY SUPPORTED TO MEET PROJECT SPECIFICATIONS, KEEP OFF OF SPRINKLER PIPES. FLEXIBLE METAL CONDUIT SHALL BE SECURELY FASTENED IN PLACE BY AN APPROVED MEANS WITHIN 12 IN. OF EACH BOX CABINET, CONDUIT BODY, OR OTHER CONDUIT TERMINATION AND SHALL BE SUPPORTED AND SECURED AT INTERVALS NOT TO EXCEED 4-1/2 FT. See new work notes 11 and 12 on all drawings.

1. Also if conduit is required, the plans do not show a "pathway" for the conduit. Conduit would be a large dollar amount for this project and without drawings showing existing conditions which would require conduit to be rerouted, KTR's would need to bid higher to cover anticipated costs. Can drawings be provided showing conduit pathways? - None exists.

1. Can one person perform the duties as Superintendent, SSHO, and QCM? – No. See 01 35 19 1.9 C. of the specifications.

1. Will any Hard Ceilings need to be demolished and replaced? If so, what is the square footage quantity? - That would be means and methods of the contractor and will have to be coordinated with the COR.

1. Should KTR's budget an amount for ACT replacement due to damage? If so, can the VA give a quantity so each KTR will be pricing equally? - Anything damaged during construction is the responsibility of the contractor to repair. See FAR 52.236-9.

--- Question Set #3 ---

1. Will the VA accept an ERAR application currently in process, or must the ERAR be fully signed and approved prior to the sources sought response deadline? If an ERAR is required prior to submission, please provide the typical timeline and process for obtaining VA INFOSEC approval for new IP-based PA/MNS systems. – An ERAR must be fully signed and approved prior to the issuance of solicitation.

2. For systems that are designed, engineered, and assembled in the United States using a combination of domestic and globally-sourced components, what is the threshold percentage of domestic content required to satisfy BAA compliance? Does the VA apply the 55% domestic component test per FAR 25.101? – All construction materials must be BAA compliant.

3. If an equal alternative brand is approved through this sources sought process, will the IFB solicitation be revised to reference the approved equal brand(s), or will the contractor be required to provide Brand Name (Valcom) equipment regardless of sources sought results? – See the J&A attached to the solicitation.

4. Are the estimated quantities (e.g., 250-350 ceiling speakers, 25-75 horns) based on a completed engineering design, or are these preliminary estimates subject to revision in the full solicitation? Will detailed floor plans and zone layouts be provided with the IFB? – See the specifications attached to the solicitation.

5. Is there an existing PA system that must be maintained operational during the phased demolition and installation? What are the specific infection control and construction phasing requirements for work in occupied patient care areas? – See the specifications attached to the solicitation.

6. Does the VA require on-premise server hosting only, or would a hybrid cloud/on-premise architecture be acceptable? What are the VA's cybersecurity requirements for networked PA system software (e.g., FISMA, FedRAMP, RMF)? – See the specifications attached to the solicitation.

7. Will attendance at the February 25, 2026 pre-bid site visit be mandatory for bid submission, or is it recommended but optional? Will the VA provide existing system documentation, cable pathways, and floor plans during the site visit? – Pre-bid site visit was conducted on March 4th, 2026. Attendance was not mandatory. Floor plans were not provided during the site visit. See the attached drawings to the solicitation.
