About this file
This is a Questions and Answers document for the Upgrade HVAC System Phase II solicitation (Project #658-19-104, Solicitation #36C24626B0005) for the VA.
The Q&A addresses 12 inquiries regarding scope, existing systems, site conditions, and contract requirements. Asbestos remediation is not included in the project scope. Current system providers are identified as Johnson Controls for fire alarm systems and Siemens for DDC controls; all new control systems must have BACNET capabilities per contract drawings and specifications. The VA will provide hard ceiling identification during a December 11, 2025 site visit, and ceiling finish schedules are specified in section 09 51 00 of the updated specifications. Radiant panel removal areas and scope are detailed in the mechanical demolition drawings. Contractors will have complete unoccupied access to each wing during phasing, with responsibility to protect remaining furniture, fixtures, and equipment. Fire and smoke wall locations for ICRA requirements are identified in drawing 143-LS B143-2ND FL. Elevator use for both personnel and equipment is permitted per specification section 01 00 00 paragraph 1.16. Regarding utility relocations, contractors are directed to specification 01 00 00 paragraph 1.10; unidentified utilities requiring relocation will be handled according to that specification section rather than treated as separate latent conditions.
