About this file

This document is an Amendment of Solicitation for a Generator Exhaust Modification project at a Department of Veterans Affairs (VA) facility, with solicitation number 36C24626B0002. The amendment provides responses to 15 contractor questions covering technical specifications and project logistics, including details about fencing, stainless steel duct requirements, roof supports, lightning protection, and site access. Key technical requirements include using A304 Stainless Steel for ducts, providing welded stainless steel connections, integrating exhaust fans with existing emergency power systems, and following specific roof support and installation guidelines.

The project involves modifications to generator exhaust systems, with a long-term laydown area of approximately 20x20 feet near Building 8 and a work area along the side of the building. The contractor will need to coordinate with VA engineering for roof access, maintain roadway accessibility for VA operations, and ensure proper integration with existing ASCO switchgear and generator control systems. The solicitation emphasizes specific technical compliance, such as UL master label certification for new lightning protection and adherence to control system programming requirements per M800.

558-23-155 Generator Exhaust Modification – Responses to Questions

Question Response

1. Specs call for fencing around the work area.

Where are we to install the fence and how much of the area?

A long-term laydown area will be available by Building 8, approximately 20’x20’ to store material/equipment.

The work area, on the ground, at the exhaust site will have to be fenced off and secured with a lock, this area is open to the public and hand tools/etc can be stolen.

The roadway to the loading dock will have to be available for intermittent VA access for removal of waste. A 10-wheel box truck is scheduled to pickup waste weekly.

See photo at bottom of RFIs for laydown area.

2. Drawings call for stainless steel duct, but it does not identify gauge or type. (i.e., 304, 308, or 316)

A304 Stainless Steel

3. Roof support, please provide clarity on support type.

Roof support locations, details and performance requirements are provided on AE101 The contractor shall provide a roof support submittal during construction that is compliant with performance requirements identified in the contract documents.

The basis of design used during design was Miro Industries, Inc. Rooftop Support Products. ducts.

Engineering design and layout with PE

Stamp and Calculations to be provided in shop drawing submittal.

4. Spec.01-35-26 1.7 A. SSHO requires that the SSHO be a separate individual. Because of the limited scope and budget of the project would the Government accept that the positions of Superintendent, CQC manager and SSHO be held by 1 individual?

1.7.A and D both state the Contractor’s Superintendent cannot serve as the SSHO.

5. Spec. 26 41 00 lighting protection and 01 91 00 commissioning: Spec 01-91-00 calls for commissioning of the lighting protection system. Spec 26 41 00 calls for either a master label or a letter of findings depending on the scope of work. No lighting protection is shown on the drawings. Can the Government please provide drawings and scope of work?

Refer to addendum 1 drawing E102 for lightning protection scope of work. The contractor is responsible for UL master label certification for new lighting protection being installed for this project.

6. Spec. 26 41 00 3.2 B. lighting protection. Can the VA please confirm that a new master label will NOT be required if we are tying into and extending the existing lighting protection system and a letter of findings will be sufficient.

The contractor is responsible for UL master label certification for new lighting protection being installed for this project.

7. Per Site visit: will the dirt road going to loading dock be accessible for lifts and scaffolding during the project?

Yes, with exceptions, the entire roadway cannot be turned over to the contractor.

The existing dirt road will be completed as an asphalt surface when the existing construction project is completed.

See answer #1 regarding access on the roadway though, the entire road cannot be closed down and turned over to the Contractor.

There is also an underground fuel tank for the generators in close proximity to the corner of the building where the work is to be done. Access for refuelling will have to be available, if needed, depending on fuel usage of the generators.

8. Round SS exhaust duct: Will flange connections be acceptable or must they be welded?

Provide Welded Stainless.

9. Drawing AE101 roof plan keynote 2: Can the VA please provide manufacture and model of existing fall protection rail system?

EDGE 360 Mobile Safety system.

10. Drawing AE101 detail 4 note: Can the VA please provide the manufacture and installer for the existing mod bit roof system?

The roof was installed in 2005, the VA does not have the records of the submittals. It is a TRO system.

11. Roof warranty: Is the existing roof under warranty? If yes who holds the warranty?

The F-wing roof (which this project travels over) is not under any warranty at this time.

12. Existing generators: Who holds the service contract for the existing generators and can you please provide contact information?

This will be provided post-award.

13. Controls alarm panel: Is there a remote emergency annunciation panel (i.e., in police services, ER.) that will need to be tied in or integrated?

a. If yes can you please provide make model and contact?

No, the controls for the generator activating/etc, should not be changed. The exhaust fan controls will connect to that system only and integrate the fan starting with generators starting.

14. Controls contractor: Who is the current Controls contractor?

The General Contractor will be responsible for tying the new exhaust fans to the existing emergency power system. The control system for the generators is part of the ASCO switchgear system (made by Schneider Electric) which controls Building 18’s Emergency Switchgear and 3 backup generators combined.

The generators are tied to this system and receive commands to start from the ASCO system. The exhaust fans will have to be integrated to receive commands from this same system and start when the generator starts. The exhaust fans will also have to follow the control programing per M800.

15. Roof access: Will the VA allow personnel walkout access to the roof or will a stair tower be required?

a. If a stair tower is required, where can it be located?

The door to the roof will have remained locked and accessible via a VA key. Engineering will unlock the roof as needed. Access from the roof into the stairwell is not controlled, you can always leave the roof through the door.

A stair tower could be installed, but real estate for one would need to be reviewed/approved post-award.

Work area to go up side of building

Long-term laydown area for to be fenced in. Approximately 20x20.
