The Department of Veterans Affairs, Salem, Virginia has a requirement for a contractor to complete work under Replace Flooring Bldg 5 Level 2 project 658-25-001 as required by

Drawings and Specifications to be provided in forthcoming Solicitation.

SCOPE

Contractor shall provide all labor, material, equipment, and qualified supervision necessary to successfully perform work as described in the Drawings and Specifications for Project 658-25-

001 Replace Flooring B5 L2 at the Salem VA Medical Center in Salem, VA. Work includes general construction, alterations, finish floor work and incidental demolition plus removal, storage and reinstallation of steam radiators and associated piping. This construction project includes all labor, tools, equipment and materials necessary to successfully complete the scope of work.

Summary scope of work: The project includes the replacement of the existing carpet and any vinyl or other flooring beneath the carpet with Luxury Vinyl Tile (LVT) in existing hallways and rooms on Level 2 of Building 5. In addition, bare concrete flooring is included in scope at an area designated in the project drawings. Both the carpeted and bare floor areas indicated in the drawings shall have Luxury Vinyl Tile (LVT) installed after installation of the cementitious skim leveling course. A six-inch tile base exists on the majority of the walls of the replacement area including both bare concrete floor and carpeted floor areas, and that tile base must also be demolished and replaced after installation of LVT flooring with 4-inch rubber cove base.

The construction time allocated for completion of the work associated with Bid Item I (Base

Bid), as described above, is 90 calendar days from notice to proceed (NTP) by the VA.

Construction schedule: 90 days for bonds, submittals and construction.

IAW FAR 36.204(b) the magnitude of construction is between $25,000 and $100,000.

Solicitation Date: the approximate Solicitation issue date will be August 4, 2025, with an approximate response date of September 9, 2025.

A Pre-Bid Site Visit is tentatively projected for August 12, 2025, at 10:00AM EDT. It is the responsibility of the Potential Offerors to bring all necessary personnel, inclusive of subcontractors, tooling and materials necessary to the Pre-Bid Site Visit. The Government will NOT be providing paper copies of any solicitation, solicitation attachments or annexes, specifications, or drawings. The Government will NOT be reimbursing any costs associated with attendance or Bid preparation.

The solicitation will be issued on a restricted basis and will be 100% Set-Aside for Service- Disabled Veteran Owned Small Business (SDVOSB) concerns. To be eligible for award the SDVOSB must be considered small under the relevant NAICS code and must be registered and verified in the following websites: https://veterans.certify.sba.go.

This notice is for informational purposes only and is not a request for Bids. The Government is not obligated to issue a Solicitation as a result of this notice. No other information is available until the issuance of the Solicitation. No Bid list is maintained. All interested vendors should register on this website. It is the offeror’s responsibility to check the website periodically for any Amendments/Notices to the Solicitation. Prospective contractors must be registered in the System for Award Management (SAM) database in order to obtain access to Contract Opportunities under SAM.gov and must be current and active to be eligible for contract awards.

Potential Offerors are further advised that failure to register in the SAM database, will render your firm ineligible for award.
