About this file

This document is a comprehensive set of technical specifications for an asbestos abatement project at the Charles George Veterans' Affairs Medical Center in Asheville, NC. The project involves removing asbestos-containing materials from Buildings 47 and 62, with specific focus on fire and storage room doors, utilizing detailed protocols for worker safety, containment, removal, and disposal. The specifications outline rigorous requirements for contractor qualifications, personal protective equipment, negative air pressure systems, decontamination procedures, air monitoring, and final clearance testing, with an emphasis on preventing asbestos fiber release and protecting both workers and the surrounding environment.

The project is identified as Project No. 637-23-103, with work to be conducted as of March 21, 2025. Key technical requirements include establishing regulated work areas, using multiple layers of polyethylene sheeting for containment, implementing negative air pressure systems, wet removal techniques, thorough decontamination processes, and conducting comprehensive air sampling and visual inspections to ensure complete asbestos removal. The specifications mandate that contractors have specialized training, medical surveillance, respiratory protection programs, and must follow strict OSHA, EPA, and state regulations throughout the abatement process. Waste disposal must comply with federal transportation and landfill requirements, with detailed packaging and tracking procedures.
