About this file

This document is an Asbestos Re-inspection Report prepared by Affinity Environmental Consulting, LLC for the Charles George Veterans Affairs Medical Center (VAMC) in Asheville, North Carolina. The comprehensive report details asbestos-containing materials (ACM) found across 22 different buildings on the medical center campus, conducted during a re-inspection on December 3, 2024.

The report provides detailed assessments for each building, documenting the location, description, current condition, potential for disturbance, and estimated quantity of asbestos-containing materials. Key findings include thermal system insulation in floor/wall/ceiling chases, floor tiles and mastics, roofing materials, and various miscellaneous materials. Many buildings have recommendations for operations and maintenance (O&M), including waxing floor tiles, restricting disturbance of thermal system insulation, and ensuring proper testing and abatement procedures before any renovation or demolition work. Some buildings, such as Buildings 70, 72, and 73 (modular units), and Building 62 (Nursing Home), have not yet been fully inspected for asbestos-containing materials.

AEC Project #24251 Asbestos Re-inspection Report

1.0 REPORT SUMMARY

Affinity Environmental Consulting, LLC (AEC) was contracted by the Charles George Veterans Affairs Medical Center (VAMC) to perform an asbestos re-inspection of the buildings located on the campus of the Charles George Veterans Affairs Medical Center located at 1100 Tunnel Road in Asheville, North Carolina. The re-inspection was conducted to assess the condition and location of previously identified asbestos-containing building materials (ACBM’s). Any asbestos-containing materials identified since the previous asbestos re-inspection were added to the report. AEC representative Mr. Mike Cook (NC Asbestos Inspector Accreditation #12016) conducted the onsite re-inspection on December 3rd, 2024.

1.1 RECOMMENDATIONS & REQUIREMENTS:

A. Asbestos-Containing Materials: All efforts were made to find and assess the condition of known ACM’s without using destructive or intrusive manners in order to protect VA personnel & the general public from asbestos exposure during the re-inspection. If suspect asbestos-containing materials not found in the re-inspection reports are discovered during maintenance, renovation, or demolition activities, STOP and have the materials tested by appropriate personnel for asbestos content before proceeding.

Before proceeding with demolition of any building or the removal of any asbestos-containing materials, friable or non-friable, contact the regulatory agency with EPA-NESHAPS authority for the area where the work is to occur. In North Carolina, the NC DHHS/Division of Public Health Hazards Control Unit has that authority. Their contact information is:

Health Hazards Control Unit

NC DHHS/Division of Public Health 1912 Mail Service Center Raleigh, NC 27699-1912 Phone: (919)-707-5950

In Buncombe County, also contact:

WNC Regional Air Quality Agency 49 Mount Carmel Road Asheville, NC 28806

Phone: (828) 250-6777

According to current EPA regulations, asbestos-containing materials (ACM) are any materials containing more than 1% by weight of any mixture of asbestos types. The disposed asbestos must be placed in a landfill that is accredited to receive these materials. This landfill must be notified of the presence of ACM debris and waste before disposal.

AEC Project #24251 Asbestos Re-inspection Report

B. Damaged Asbestos-Containing Materials: Following are asbestos-containing materials found during the December 2024 re-inspection, or previous re-inspections, that require repair, encapsulation, or abatement:

Note: AEC also recommends applying wax to all asbestos-containing floor tile located in the Charles George VAMC buildings.
