About this file

This document is a set of questions and answers related to Solicitation 36C24624B0009 for a Security Camera Upgrade project at the Department of Veterans Affairs. The solicitation includes approximately 34 camera installations and 9,500 linear feet of conduit and wiring. Key details:

The drawings take precedence over the general work description, and the contractor is responsible for verifying the specific quantities from the drawings. Noisy work near patient areas should be scheduled to minimize disruptions, and the VA will provide access as needed for after-hours work. There are no abandoned lines specified, and performance and payment bonds are required. Temporary construction partitions are not required, but the contractor must meet cleanliness and ICRA requirements. No bid alternates are needed. The project involves infrastructure work only, as the cameras will be installed under a separate project.

Security Camera Upgrade Solicitation 36C24624B0009 2nd Set of Questions.

1. ITEM I, GENERAL CONSTRUCTION: BASE BID: Work includes general construction, alterations, wiring, conduit necessary for the installation of approximately

34 cameras and 9,500 linear feet of conduit and wiring and certain other items. Also, it appears that the drawings show 39 cameras instead of 34. Does this mean we need to price in 9500 feet of conduit and wire or do the drawings take precedent? What is the correct number of cameras.

Response: The drawings take precedence. The Item 1 Base Bid is description of approximate work. Specific quantities for length of conduit, wire, and number of camera locations shall be taken off the scaled drawings.

2. 1.6 OPERATIONS AND STORAGE AREAS (FAR 52.236-10) G. Execute work so as to interfere as little as possible with the normal functioning of Medical Center as a whole, including operations of utility services, fire protection systems and any existing equipment, and with work being done by others. Use of equipment and tools that transmit vibrations and noises through the building structure, are not permitted in buildings that are occupied, during construction, jointly by patients or medical personnel, and

Contractor's personnel, except as permitted by COR where required by limited working space. Does this mean the installation of conduit, if needed on block, cannot be done during the day since it must be strapped and anchored using a hammer drill? If required at night, then the government will provide the necessary personnel to provide access to the areas needed for installation?

Response: Means of installation shall be provided by the contractor to accomplish the specified work. Noisy work near patient-sleeping ward would be preferred during normal work hours. This work needs to be done at a time that has the least amount of disturbance with the patients or staff as coordinated with the VA. If any work is requested after hours to accomplish this, access to the area will be provided.

3. Abandoned Lines: All service lines such as wires, cables, conduits, ducts, pipes and the like, and their hangers or supports, shall be removed back to their source. Those which are indicated to be abandoned but are not required to be entirely removed, shall be sealed, capped or plugged at the main, branch or panel they originate from. The lines shall not be capped in finished areas, but shall be removed and sealed, capped or plugged in ceilings, within furred spaces, in unfinished areas, or within walls or partitions; so that they are completely behind the finished surfaces. How do we know what lines need to be removed back to their source?

Response: This is a general note. There are no abandoned lines specified on the drawings to bid on.

4. The spec calls out performance and payments bonds. Are they required for this project? Response: Performance and Payments Bonds Required

5. (01-35026-23 Temporary construction partitions) The Spec calls out safety and construction partitions. Does this apply to this type of project and if so, what might the VA be looking for specifically?

Response: Temporary construction is not required for this type of project however the contractor shall meet all cleanliness and ICRA requirements while working in the building.

6. HI, on page 8, item number 4 under the "SPECIFIC INSTRUCTIONS – A COMPLETE

BID SHALL CONSIST OF THE FOLLOWING", heading, line "d" states "(1) Bid

Alternate are required to be completed" Can you explain the reason for an alternate bid please? Response: No Bid Alternates. Bid Alternate required to be complete removed.

7. Will there be any walls or demolition to be done for these security cameras to be installed? Is there a specific camera needed?

Response: No walls will be demolished under this project. This is an infrastructure project (conduit and wiring). Cameras will be installed under a separate project.
