The purpose of Amendment 0002 is to issue the response to questions received by potential bidders.
The Bid Due Date has also been extended to March 14, 2023 at 10 AM.

Questions for Salem VA Facility Wide Security Camera Upgrades
1. What type of optical fiber requested, single mode or multi-mode?
Response: Specification Section 27 15 00 cites requirements for fiber optic cables.
2. What type of connector is required, LC, SC, ETC.?
Response: Specification Section 27 15 00 cites multiple requirements for types of cable connector(s).
3. Regarding the cameras, are they on a separate network (switch, patch panel or VLAN)?
Response: Drawing T601, Note 4, cites network connections.
4. For those outside cameras in the parking lot, will the electrical work be performed by the electrician contractor or will be added in the quote?
Response: Electrical works cited in the project Documents are the responsibility of the
Contractor and may be performed by subcontractor personnel licensed in the trade.
5. Will the outside cameras require source protector adapters?
Response: Yes, the outside cameras will require surge protection.
6. Please confirm if the fiber in each end will be connected to a transceiver or straight to a POE fiber switch?
Response: Callout 7 of Drawing T507 provides the fiber to ethernet conversion detail.
7. Regarding the power outlet that is mentioned in the drawing, will that work be performed by the CCTV contractor or electrician?
8. Regarding the braker that is mentioned in the drawing, will that work be performed by the CCTV contractor or electrician?
9. Please confirm if the UPS(unit power supply, battery) and all the accessories will be provided by the CCTV company or the client.
Response: UPS and accessories shall be provided by the Contractor/CCTV firm with the exception of the UPS systems for switches provided by the VAMC. See Question 19.
10. The Scope of Work of the Solicitation Notice states that the time allocated to the project is 300
Calendar days. Specification Section 01 00 00 1.3.A has the time allocation as 270 calendar days.
Please confirm contract time allocation.
Response: Allotted time shall be three hundred (300) calendar days.
11. Can we get model numbers and quantities of NVR’s needed for this project? The Avigilon NVR4 is spec’d but there is a new model, NVR5, which has more throughput and other options. Would you like for us to bid the NVR5 instead?
Response: A Camera Symbol Legend identifying total devices of each camera type was provided on Drawing TS 101 (page 8 of 40) through Drawing 170TK 101 (page 35 of 40). A
Camera Schedule identifying model numbers of Cameras was provided on Drawing T-602
(page 40 of 40). The new model NVR5 is acceptable.
12. If we need to calculate storage, we need to know what frame rate, video quality, percent of motion, required storage time and any specific room for expansion.
Response: The requirements for expansion are as follows: Frame rate range is from 6-10 depending on the camera type. Video Quality - Default 6 setting. Percent of Motion - 25%.
Recording time - 33 days. Storage capacity is described in Paragraph 2.3 of Specification
Section 28 23 10.
13. What is the UPS runtime needed for NVR’s?
Response: Paragraph 2.1.B of Specification 26 33 53 cites a discharge time to end voltage of 90 minutes as the required battery capacity.
14. Can you confirm quantity of workstations and monitors needed? We see 2 workstations in
Police Building and 1 in Building 170. Are there any others?
Response: Two (2) workstations are indicated on Drawing 1TK101 (page 9 of 40) for Building
1. Drawing T-601 (page 39 of 40) cites one (1) workstation in IT room 117 of Building 170.
There are no other workstations cited in the Drawings.
15. On the cameras needing fiber can we use a Corning fiber power solution that operates on low voltage to power camera utilizing fiber POE media converters? With this solution 120V will not have to be pulled to those areas, thus reducing significant cost that is unnecessary.
Response: No, substitution at this time is not permitted.
16. On pole C8, which is camera 11, there is currently 120V and fiber running in the same conduit to the existing camera? Drawings show pull new fiber, but that can’t be accomplished without pulling 120V out also. What is your intent for this location?
Response: Power to light should remain. Existing cable is to be used as pull for new. New fiber is anticipated to be located in a separate conduit from power.
17. Can we assume that all asbestos has been abated, or is contained in such as way as to not impact this project? For example, existing insulated steam or water pipes, existing floor tiles, etc.
Response: The Scope of Work cites “Limited abatement of Asbestos Containing Materials is included in work.” ACM and lead based paint abatement, if/as needed, is the responsibility of the Contractor. The Asbestos and Lead Based Paint Sampling Report, dated March 9, 2022, has been provided.
18. Sheets G-100, G-101, G-102, and G-103 make the following references: Please confirm if Salem
VAMC Personnel is to provide the items listed in the sheet notes on drawing G- 101, G-102 and

Response: Site specific ICRAs shall be provided by Salem VAMC prior to commencement of construction activity.
19. Please confirm if the UPS(ES) referenced on the drawings and the UPS schedule on drawing T-
602 are to be provided by the VA.
General Technology Note 23 on drawing T-001 States “THE VA TO PROVIDE ALL PoE SWITCHES
AND UPS(ES) IN EACH BUILDING OIT ROOM INTENDED TO SERVE THE NEW CAMERAS.”.
Drawings 2TK111, 4TK101, 11TK101, 74TK101, 75TK121, 76TK101, 77TK101, 143TK101, and
170TK101 state “…PROVIDE NEW, FLOOR MOUNTED UPS CLOSE ENOUGH FOR PoE MID-SPAN DEVICE TO PLUG INTO UPS.”. Please confirm if the UPS(ES) referenced on the above drawings and the UPS schedule on drawing T-
602 are to be provided by the VA.
Response: UPS devices for PoE mid-span devices are to be provided by the Contractor as part of works. UPS devices for VAMC provided switches are to be provided by the Government.
20. Specification 01 33 23 1.12.A states “All documents transmitted for purposes of administration of the contract are to be in electronic (PDF) format and transmitted via an Internet-based submittal service that receives, logs and stores documents, provides electronic stamping and signatures, and notifies addressees via email.” Is Procore an acceptable alternative to Submittal
Exchange® referenced in 01 33 23 1.12.D.1?
Response: Procore is not an acceptable format for document transmission; Submittal
Exchange shall be utilized.
21. On Page 8 the Instructions to offerors for bid preparation it states that the offers will submit all forms/certifications as directed in the solicitation, including the specifications. Please specify with certifications and specifications are required for proposal submission.
Response: All Specification and certification is referring to any certifications that may need to be provided for key personnel.
22. The original solicitation states that the proposal due date is March 7, however the offeror must submit their proposals one day prior. Amendment 0001 now states that the proposal due date is
March 3rd. Please amend the due date to the original date of March 7 to provide time for offerors to develop their proposals.
Response: The closing date for the solicitation is March 14th the electronic submission is due
March 13th by COB.
