The purpose of this Amendment is to answer the questions submitted by industry in response to this Invitation for Bid (IFB) Amendment A0002. This Amendment also provides an updated format to the initially posted Drawings Set. Finally, as detailed in this in Block 11 above the Bid Opening Date has been extended to afford interest parties adequate tie in which to completely prepare their bids for submission as a result of this Amendment.
Block 14 Continued Below are the responses to the follow-up questions submitted to the Q&A posted in Amendment A0002. Question #’s identified below are from the initial Q&A posted in Amendment A0002.
Question 5 – The location of the Contractor’s lay down area is needed prior to the bid as this will affect the total price for the work. Even if the location will be changed, we need something so that all bidders are bidding the same info.
· Gov’t Response - Lay down area will be located on property. Contractor will not have to acquire off property lay down area. Space is limited and specific space at the time of construction will be assigned based on availability.
Question 6 – the location of where the Contractor is allowed to set a crane and/or man lift is needed prior to the bid as this will affect price- especially since the elevators cannot be used for transporting people or materials to the roof per RFI responses provided. The spec section that is referenced in the response does not provide this info. No information in the DIV 1 spec provides the requested info.
· Gov’t Response - Space for crane location will be made available as close to the construction site as possible. Contractor will be responsible for developing a lift plan with review and approval by the VA.
Question 8 – the response indicates that the Contractors fire protection personnel is to determine if the current existing layout of each area provides the required sprinkler coverage that is needed and if additional heads are required then new calcs, etc… are to be submitted for approval. We must assume that the existing system meets all applicable codes and meets the required coveragea since there is no existing head layout provided with the bid documents. This would need to be priced as a change if needed.
· Gov’t Response - Fire sprinkler requirement and specifications are needed only for any existing sprinkler that is damaged by the contractor. No new sprinklers are anticipated in the building space.
Also, the drawings provided are not to scale. Can updated drawings be provided so that a more accurate takeoff can be completed. This is actually needed on both projects that are bidding next week. Several Subcontractors have asked for this info in order to bid the jobs and will not bid the job unless the scaled drawings can be provided. This was also requested on the Water Loop project but no updated drawings were provided and the response provided with amendment #003 on the water loop project did not address the issue.
· Gov’t Response – Reformatted drawings are made available as Attachment I of this Solicitation Amendment.
