1. Submission requirements PDF page 11 of 66 Note #2 states ‘copies of all subcontractor quotes are required'. Is note #2 requiring all general contractors to provide copies of all the subcontractor and vendor quotes received on this RFP to be submitted with our proposal to the VA? What if we only create internal takeoff price estimates without external quotes? Considering most subcontractor/vendor quotes are received within the last hours of the proposal period. Often, sub/vender pricing is verbal with formal proposals provided after the bid time crunch. This request is not fully compliable. The nature of the bid time crunch needed to complete a price proposal, sub/vendor quotes are going to inadvertently left out or possibly forgotten given the amount of sub/vendor pricing received in a short period of time on bid day. Please provide clarification and understanding on this request. We do request that this requirement be waived while submitting our proposal.
Subcontractor quotes are required. The subcontractors’ quotes can be estimates but all quotes must be present for a proper evaluation of price.
2. Pre-Bid conference note states ' All potential bidders, subcontractors, and suppliers are required to attend this pre-bid conference to submit a bid. We understand that general contractors are required to attend the site walk and that is trackable by the VA. But are you requesting that all Subcontractors, suppliers, and vendors to attend the site walk as well? Some (but not all) Subs/vendors/suppliers chose to attend site visits. But, It's not possible for all subcontractors, vendors, or suppliers to attend. Also, this requirement for subs/vendors/suppliers attendance is not trackable for the VA. We do request that this requirement for lower tier subcontractors/vendors to be waived as a requirement in order to submit a proposal.
Only Prime Contractors who intend to submit a bid must attend the Site Visit.
3. Construction Wage Rate Requirements. A Davis Bacon Wage Determination is not included with this RFP. Please provide.
See Attachment A
4. 2.6 Bid Guarantee. The amount of the bid bond is not stated. We assume the amount is standard 20%.
2.6 52.228-1(c) states, “The amount of the bid guarantee shall be 20 percent of the bid price or $3,000,000, whichever is less.”
5. 2.6 Bid Guarantee required for submission of Bids. Will a scanned copy of the original bid bond be acceptable to be included in the proposal since this is an electronic submission? Do you want a hard copy of the original bid bond mailed to your office before or after the bid?
Yes, scanned copy is acceptable to be included in the electronic submission.
6. As a result of the effect of COVID-19 throughout the U.S., and the resulting Federal, State, and local governments’ responses/requirements of safe distancing and potential advocations of working remotely and/or complete organization closures, please advise how the Government intends to address delays resulting there as it pertains to the current solicitation schedule for this and all future projects.
Delays will be handled on a case-by-case basis.
7. Is this project tax exempt, and will the CO/COR provide the necessary tax exempt certificates
Refer to FAR clauses 52.229-2, 52.229-3, & 52.229-12 IBR in the IFB
8. After award, the Contracting Officer will provide a NTP to the awardee. What is the approximant duration between issuing the award and issuing the NTP?
15-30 days
9. For planning the preliminary project schedule, what is the anticipated award date?
Anticipated award date on/around January 31, 2022
10. What is the anticipated duration between issuance of contract award and issuance of the NTP?
See Response #8
11. How many calendar days should be included in the critical-path schedule for owner and A/E review and respond to RFIs?
A/E and VA review to take up to 14 days. Contractor to provide a reasonable number at any given time so the A/E and VA aren’t overloaded.
12. How many calendar days should be included in the critical-path method schedule for owner and A/E submittal review?
A/E and VA review to take up to 14 days. Contractor to provide a reasonable number at any given time so the A/E and VA aren’t overloaded.
13. Will the owner provide as-built drawings for the existing structures/work area of the project?
See the structural drawings as included in the design package. The VA could potentially provide additional drawings if necessary.
14. We anticipate certain construction activities to generate high levels of noise. Please confirm that only the Contracting Officer can suspend work via written notification to the Contractor.
Not confirmed. There are times when the station leadership asks for noise to cease for various reasons. Contractors have typically worked very well with our facility by breaking up loud activities into more manageable durations.
15. Is AISC (American Iron and Steel Certification) required for the structural steel fabrication and/or erection for this project? Can this requirement be waived for this proposal?
If the specs and/or drawings state it is required, then it is required.
16. Please provide the existing roof warranty, manufactures data, and POC.
The roof is out of warranty.
17. Please provide seismic bracing details for pipe and systems support.

Refer to 01 91 00 1.10 A.
21. Who is the owners' service provider for the fire alarm system? Can you please provide contract information?
The current fire alarm system is Edwards Electronic Systems, Inc. (EES).
22. Due to the unprecedented and unpredictable material price increases occurring in the nation, will the CO/VA/Owner allow a fixed price contract with economic price adjustments per FAR 16.203 to be used as the basis for contract award?
No, contract award will be a Firm-Fixed Price (FFP).
23. Can we use our own breakdown sheet in lieu of VA provided spreadsheet provided it mirrors and includes the divisional breakdowns as the VA?
Yes.
24. Who is the owner's BMS operator/vendor for the building? Is there a vendor who operates the DDC and BMS controls operation of the HVAC systems for this building and the campus wide BMS (Building management system)?
The FNC VAMC has its own BAS/DDC technician. We have several controls contractors currently working onsite and welcome other capable companies. Please follow the site tailored spec section (Section 23 09 23 Direct Digital Control Systems for HVAC) as it spells out what we need and expect.
25. Would the VA accept an alternative to Stonhard Epoxy flooring? Stonhard is a proprietary company and does not sell product/ only installs themselves.

Defer to Equipment Schedule.
29. G-005 phasing plans shows Room 121 in phase 1A to be a newly constructed room, however, on E-401 panel “SPS-OIT” is shown. When you go to E-602 the panel is indicated as an existing panel and on the one-line E-601 it is not shown. With the room being new, the panel should be new or relocated. In either case, the existing panel needs to be identified. Additionally, the panel is not identified as being relocated thus indicating new. Please confirm new or relocated, the panel the new or relocated panel is being fed from, and the feeder size. If new can you please show on the one-line diagram?
Panel "SPS-OIT" is a new panel fed from Panel "ECBD-1" in Electrical Room EB-4. There is no existing panel "SPS-OIT". Feeder is 3-3 AWG, 1-3 AWG NEU, 1-8 AWG EG, IN 1-1/4" C.

38. Specification Item 1.1, Item "E" calls for "Automatic loading and unloading with power doors". Automatic cart loading/unloading is not discussed anywhere else in the specification, and we believe this may be an error. Manual loading is typical for this type of lift (only one company manufactures this type of unit for automatic loading/unloading). Please confirm if this should be bid with manual loading/unloading or if the specification is accurate and we need to bid with automatic loading.
Cart washer loading is manual - confirm with equipment supplier and VA. VA is purchasing equipment direct.
