1. The purpose of this amendment is to answer the questions provided by industry and to extend the deadline to submit proposals.

2. As a result of this amendment:

A. The proposal submission date is changed to block 11.

S05. Questions from Interested Parties:

1. Do you have any idea on the metering requirements? Specification says “compatible with existing

VA Durham Campus System”. Would need additional information on what to include.

Response: Pictures will be provided of the existing meter inside the incoming cabinet as well as on the breaker cabinets. (See pictures starting at Page 10)

2. Batteries and Battery Charger? They are specified but it appears on the plans they are reusing existing for the control? Are we to supply?

Response: The contractor will provide batteries and a battery charger with UPS.

3. Per section 01 32 16.15 -1; Please confirm that the contractor is to carry a professional scheduler for establishing the baseline schedule and all updates for the duration of the contract.

Response: The contractor is required to provide a baseline schedule and will be required to update this schedule throughout the life of the contract. The contractor is required to submit a qualified proposal of a consultant to meet the requirement.

4. Per section 01 32 16.15 -4; Is a cost loaded schedule required for the project? Due to the limited scope of the project could the SOV be used in lieu of a cost loaded schedule? Please advise.

Response: The schedule of values will be sufficient.

5. Are there any COVID-19 work restrictions that are site specific to VAMC Durham that can affect the contract work? Social distancing for workers? Mandatory mask on VA property? Please advise.

Response: This area is not restricted. Contractors will be required to get screened first with the main hospital prior to starting work.

6. Per section 26 11 16 & 26 30 00; Please provide a detail for the equipment anchoring utilizing ½” bolts as this is typically not provided by the manufacturer.

Response: The contractor will be required to provide details on anchoring the substation on the exiting pad.

7. We request equipment photos (front, rear, side) and work area photos showing the obstructions (such as piping that will impact the installation of UPS bus and switchgear.)

Response: Please see the attached photos.

8. We request the dimensions of the existing equipment pads, and dimensions of the pad where the new

UPS bus will be placed, to include overhead and 360 degree obstructions.

9. We request photos of nametags and labels for all existing equipment, to include the manufacturers name, data labels, and tags on XFMRS and switchgear.

10. Please provide documentation for the existing equipment to ascertain if any existing equipment contains lead based paint, asbestos, PCB, or similar fluids identified by the EPA as hazardous.

Response: There is no lead based paint..

11. Medium Voltage Switch specs. were not found on provided documentation; please provide section and/or additional information.

Response: The medium voltage interrupter switches is attached.

12. 36C24620R0041-002; In reference to the below spec. sections, can the temporary substation be used equipment that complies with Section 1.17.A of 01 00 00 or is it required to be new in accordance with Section 1.6.A of 26 05 11?

a) Page 27 of PDF (01 00 00 – 21); Section 1.17.A. “Use of newly installed mechanical and electrical equipment to provide heat, ventilation, plumbing, light and power will be permitted subject to compliance with the following provisions:”

b) Page 143 of PDF (26 05 11 – 3); Section 1.6.A. “Materials and equipment furnished shall be new, and shall have superior quality and freshness.”

Response: The temporary substation can be used but must be inspected and certified prior to installation

13. 26 05 11 – 1 (Page 141 of PDF); Conductor ampacities specified or shown on the drawings are based on copper conductors, with the conduit and raceways sized per NEC. Aluminum conductors are prohibited.

Response: Correct the VA requires copper conductors only.

14. 26 23 00 – 6 (Page 206 of PDF); 2.3 BUSES – A. Bus Bars and Interconnections: “Provide silver plated aluminum phase and neutral buses, fully rated for the amperage as shown on the drawings for the entire length of the switchgear.”

Response: The bus bars and interconnection should be copper. Silver plated aluminum will not be acceptable.

15. Regarding this spec. section, does the requirement for aluminum buses in 26 23 00 supersede the requirement for no aluminum conductors in 26 05 11?

Response: It does not supersede the requirement provide copper conductors. The bus will be copper.

16. Solicitation document Statement of Work (SOW) Section 2.1 states the following, “Provide a new

1500 VA 120V UPS device for the chiller control panel. Provide new raceway with circuit in

B9MCC. Provide spare breaker for UPS circuit. Install UPS system on wall adjacent to control panel.”

Response: A ups device is required but will be placed on pad with the correct distance away from existing panel.

17. Drawing E-102 Key Note 2 states the following, “PROVIDE (1500VA) UPS FOR ELECTRICAL

SERVICE (120V) TO CHILLER CONTROL PANEL. CIRCUIT TO ADJACENT RECEPTACLE

PANEL (120/208V) WITHIN THE EXISTING MCC (B9-MCC). UTILIZE EXISTING SPARE

BREAKER. UPS TO BE WALL MOUNTED DIRECTLY ADJACENT TO CONTROL PANEL.”

Response: See response on question 16.

18. Please clarify if a spare breaker is needed or already exists.

Response: a spare breaker will need to be provided.

19. Section 010000 1.7.E - Temporary Construction Partitions; There are no temporary partitions shown on the drawings. Is this requirement needed for this project?

Response: An ICRA barrier will be needed. Plastic partitions will be provided to mitigate dust

20. Please confirm that the Prime General Contractors Project Superintendent can also serve as the

Quality Control Manager.

Response: Specification 01 45 00 - 1.5 states to provide a QC manager at the work site to implement and manage the QC program. In addition to implementing and managing the QC program, the QC manager may perform the duties of project superintendent.

21. Will a dedicated Site Safety & Health Officer (SSHO) be required during construction?

Response: An SSHO will be required.

22. Section 260513 3.7 - Acceptance Checks and Tests; While not listed in the Specifications, please clarify if third-party testing is required for the MV cables (for new substation and temporary substation).

Response: Third party testing is only required if the contractor does not have a Qualified workers who perform cable testing shall have a minimum of five year of experience performing electrical testing of medium-voltage cables, including the ability to understand, interpret test results and develop test report.

23. As the vintage of the existing switchgear is unknown, does B9-XF-T12 and B9-XF-T13 contain any hazardous materials (such as transformer oil containing PCBs, and/or asbestos gasketing, or insulation)?

Response: No, the transformers does not contain any hazardous material.

24. Part II, Past Performance; We ask the government to consider allowing the submittal of CPARS in lieu of Past Performance Questionnaires, where available. Submission of CPARS will allow the evaluation committee an evaluation of the offeror’s performance on the subject project from the individual actively involved in the project. As the requirements allow use of projects five years or newer, VA personnel who oversaw projects during their initial startup and completion may have moved on or are no longer employed at the original place of performance.

Responses CPARS is acceptable as long as it meets the requirements of the solicitation.

25. In connection with the referenced Solicitation, we have the following questions and would request clarification of the following:

o Please provide details on the existing switchgear and surrounding area including:

▪ Pictures of the existing substation.

▪ As-built drawings of the existing substation (if available).

▪ Dimensions of the existing substation equipment.

▪ Incoming/outgoing cable locations. Pictures of incoming, overhead conduits if applicable.

▪ Existing equipment pad pictures and dimensions.

o Are existing transformers liquid filled? If so, please confirm they have no PCBs.

o How old is the existing switchgear? Please confirm it has no lead paint.

o Pictures and dimensions of available location(s) for getting equipment into and out of the room.

o Pictures and dimensions of the available space for the temporary services substation.

o What are the disposal requirements for existing equipment? (Ryan – May be detailed in spec.)

o Estimated distance for 15kV temporary feeders.

Response: The existing transformers are liquid filled and do not contain PCB. Please see the pictures attached.

25. Z2DA--Power Distribution System Upgrade, which has two solicitation numbers 36C24620R0041 and 36C24620B0006. Our questions are which solicitation number do we use and what is the due date and time?

Response: 36C34620B0006 was amended to reflect the new solicitation number 36C24620R0041, and the solicitation due date is communicated on the SF30 (Page 1).

26. An amendment was posted for 36C24620B0006 notifying the interested parties that the Solicitation number has changed to 36C24620R0041. The correct solicitation number for this project is

36C24620R0041.

Response: Yes, the correct solicitation number is 36C24620R0041.

27. request equipment photos (front, rear, side), work area photos showing the obstructions such as piping that will impact the installation of UPS Bus, and switchgear in that area. 2. Response: Please see the following photos attached.

Response: Please see the drawing which provides information on asbestos. There is none in that area.

There is not pcb in the liquid transformer.

30. will the existing equipment remain on the customers site or will contractor be responsible for disposal after removal?

Response: The contractor will be required to dispose of the existing equipment.

31. 1. during the site visit a new UPS system and removal of existing was mentioned, will the government be providing the UPS system?

Response: The UPS system will be provided by the contractor.

32. The customer drawings and specs do not clearly delineate the requirements, are original drawings available showing the current cables, conduits, trays, equipment connections ect.

Response: There are no original drawings, but the cables are existing to remain from the breakers to the equipment. The cables that will be replaced are sized on the drawings.

33. the provided drawings appear to only be single line and general layouts, these are not sufficient for quoting, work planning, cable sizing if required. We request the historical drawings/plans representing the currently installed equipment, cables, conduits, trays, noted during the site visit on

4/22/20.

Response: The pictures of the switchgear are provided. The existing cables that are from the breakers to the feeders will be existing to remain.

34. Per specs, liquid filled transformers are requested. One-line doesn't provide information about it.

Hence we would like to confirm that for Indoor application customer preferred liquid filled option.

Response: Liquid filled transformers will be required.

35. Medium Voltage Switch specs was not found on the document provided. Please provide section and/or additional information.

Response: The specification is attached.

36. The project states 215 days total project, however when reviewing the holidays and allowable work hrs. (typically 20days per month) it seems the project will exceed 10months potentially. Please advise.

Response: The AE Firm designed this project to be completed in 215 days.

37. We would request fair and equitable access to the site as the existing on-site contractors are utilizing.

Response: The existing on site contractors are not permitted in the space as there is no construction going on in this space.

38. There are no elevations, no plan view, no designed layout. The drawings are concept drawings at best.

Response: The drawings depict everything that will be replaced. Please see the pictures for adequate support.

39. We would like to know if it is possible to obtain a bid extension, while we are working diligently it will take more time than expected to obtain firm pricing for the equipment and installation and we do want to provide an accurate competitive bid.

Response: See the updated proposal submission deadline on the SF30 (Page 1).

The pad mount for the switchgear is 307” Long 92” Wide

The S13 Cabinet with the medium voltage interrupter switch is 89” tall 46” wide 81” deep

The transformer T-12 is 72 ½” tall 55” wide

The AC breaker switchgear MSA is 92” Tall 208” Wide and 69” deep. The cabinets are an assortment of

22” wide and 30” wide between the meters and breakers.

Transformer T-13 is 72 ½” tall and 55” wide

The S-12 incoming Medium voltage interrupting cabinet is 89” Tall 46” wide and 81” Deep

The padmount for the UPS system 112” long and 83” Wide

The overhead area is as follow

SECTION 26 13 16

MEDIUM-VOLTAGE FUSIBLE INTERRUPTER SWITCHES

PART 1 - GENERAL

1.1 DESCRIPTION

A. This section specifies the furnishing, installation, connection, and testing of medium-voltage fusible interrupter switches, indicated as switches in this section.

1.2 RELATED WORK

A. Section 03 30 00, CAST-IN-PLACE CONCRETE: Requirements for concrete equipment pads.

B. Section 09 06 00, SCHEDULE FOR FINISHES: Finishes for outdoor switches.

C. Section 13 05 41, SEISMIC RESTRAINT REQUIREMENTS FOR NON-STRUCTURAL

COMPONENTS: Requirement for seismic restraint for nonstructural components.

D. Section 25 10 10, ADVANCED UTILITY METERING: Electric meters installed in switches.

E. Section 26 05 11, REQUIREMENTS FOR ELECTRICAL INSTALLATIONS: Requirements that apply to all sections of Division 26.

1.3 QUALITY ASSURANCE

A. Quality Assurance shall be in accordance with Paragraph, QUALIFICATIONS (PRODUCTS

AND SERVICES) in Section 26 05 11, REQUIREMENTS FOR ELECTRICAL INSTALLATIONS.

1.4 FACTORY TESTS

A. Factory Tests shall be required.

B. Factory Tests shall be in accordance with Paragraph, MANUFACTURED PRODUCTS in

Section 26 05 11, REQUIREMENTS FOR ELECTRICAL INSTALLATIONS, and the following requirements:

1. Switches shall be tested to assure that there are no electrical or mechanical defects. Tests shall be conducted as per UL and ANSI Standards. Factory tests shall be certified. The following tests shall be performed:

a. Verify that fuse sizes and types are in accordance with drawings and

Overcurrent Protective Device Coordination Study.

b. Verify tightness of bolted electrical connections by calibrated torque-wrench method in accordance with manufacturer’s published data.

c. Verify operation of mechanical interlocks.

d. Confirm correct operation and sequencing of key-type mechanical interlock systems for multiple switches by attempting closure on locked-open devices, and attempting to open locked-closed devices, and making key exchange with devices operated in off-normal positions.

e. Verify correct phase barrier installation.

f. Verify correct operation of all indicating and control devices.

g. Verify appropriate lubrication on moving current-carrying parts and on moving and sliding surfaces.

h. Exercise all active components.

i. Perform an insulation-resistance test, phase to ground, on each bus section, with phases not under test grounded, in accordance with manufacturer’s published data.

1.5 SUBMITTALS

A. Submit in accordance with Paragraph, SUBMITTALS in Section 26 05 11, REQUIREMENTS

FOR ELECTRICAL INSTALLATIONS, and the following requirements:

1. Shop Drawings:

a. Shop drawings shall be submitted simultaneously with or after the Overcurrent

Protective Device Coordination Study.

b. Submit sufficient information to demonstrate compliance with drawings and specifications.

c. Provide information such as complete electrical ratings, dimensions and approximate design weights, enclosure types, mounting details, materials, required clearances, cable terminations, fuse sizes and class, interrupting ratings, wiring diagrams, front, side and rear elevations, sectional views, safety features, accessories, and nameplate data.

d. Certification from the manufacturer that representative switches have been seismically tested to International Building Code requirements. Certification shall be based upon simulated seismic forces on a shake table or by analytical methods, but not by experience data or other methods.

2. Manuals:

a. Submit, simultaneously with the shop drawings, companion copies of complete maintenance and operating manuals including technical data sheets, wiring diagrams, and information for ordering replacement parts.

b. If changes have been made to the maintenance and operating manuals originally submitted, submit updated maintenance and operating manuals to the //Resident

Engineer// //COR// two weeks prior to the final inspection.

3. Certification: Two weeks prior to the final inspection, submit the following.

a. Certification by the manufacturer that switches conform to the requirements of the drawings and specifications.

b. Certification by the Contractor that switches have been properly installed, adjusted, and tested.

PART 2 - PRODUCTS

2.1 MEDIUM-VOLTAGE FUSIBLE INTERRUPTER SWITCHES

A. Shall be in accordance with ANSI, IEEE, NFPA, as shown on the drawings, and have the following features:

1. Dead front air break, three-pole gang-operated, interrupter type.

2. Copper blades.

3. Key-type mechanical interlocks for multiple switches shall be provided as shown on the drawings.

4. Interphase barriers for the full length of each pole.

5. Protective shield to cover the cable connections on the line terminals.

6. Quick-make, quick-break, manual stored-energy type operation mechanism. The mechanism shall enable the switch to close against a fault equal to the momentary rating of the switch without affecting its continuous current carrying or load interrupting ability.

7. External manual operating handle with lock-open padlocking provisions.

8. When the switches are open, the fuses shall be de-energized.

9. Current limiting fuses.

10. Expulsion fuses.

11. Enclosures:

a. NEMA type shown on the drawings. Where the types of switch enclosures are not shown, they shall be the NEMA types which are most suitable for the environmental conditions where the switches are being installed.

b. Doors:

1) Concealed or semi-concealed hinges shall be used to attach doors. Weld hinges to the enclosure and door.

2) A separate door for the fuse section. A mechanical interlock shall prevent opening the door unless the switch blades are open, and prevent closing the switch if the door is open.

3) Three point door locking mechanism with suitable handles and padlocking provisions.

4) Safety-glass window for viewing the switch blades.

5) Door stops for the open position.

c. Finish:

1) All metal surfaces shall be thoroughly cleaned, phosphatized, primed and painted at the factory.

2) Final finish shall be enamel, lacquer or powder coating. Enamel and powder coatings shall be oven baked. Color shall be light gray.

B. The minimum momentary current rating shall be //40//61//80//101// kA.

C. The minimum short-time 2-second current rating shall be // 25 // 38 // 48 //kA.

D. Provide full length ground bar.

2.2 METERING

A. Refer to Section 25 10 10, ADVANCED UTILITY METERING.

2.3 NAMEPLATES AND MIMIC BUS

A. Nameplates: For Normal Power system, provide laminated black phenolic resin with white core with 12 mm (1/2 inch) engraved lettered nameplates next to each switch. For Essential Electrical System, provide laminated red phenolic resin with white core with 12 mm (1/2 inch) engraved lettered nameplates next to each switch. Nameplates shall indicate equipment served, spaces, or spares in accordance with one line diagram shown on drawings. Nameplates shall be mounted with plated screws on front of switches.

B. Mimic Bus: Provide an approved mimic bus on front of each switch assembly. Color shall be black for the Normal Power system and red for the Essential Electrical System, either factory-painted plastic or metal strips. Plastic tape shall not be used. Use symbols similar to one line diagram shown on drawings. Plastic or metal strips shall be mounted with plated screws.

PART 3 - EXECUTION

3.1 INSTALLATION

A. Installation shall be in accordance with the NEC, as shown on the drawings, and manufacturer’s instructions.

B. Anchor switches with rustproof bolts, nuts, and washers not less than 13 mm (1/2 inch) diameter, in accordance with manufacturer’s instructions, and as shown on drawings.

C. Exterior Location: Mount switches on concrete slab. Unless otherwise indicated, the slab shall be at least 200 mm (8 inches) thick, reinforced with a 150 by 150 mm (6 by 6 inches) No. 6 mesh placed uniformly 100 mm (4 inches) from the top of the slab. Slab shall be placed on a 150 mm (6 inches) thick, well-compacted gravel base. The top of the concrete slab shall be approximately 100 mm (4 inches) above the finished grade. Edges above grade shall have 15 mm (1/2 inch) chamfer. The slab shall be of adequate size to project at least 200 mm (8 inches) beyond the equipment. Provide conduit turnups and cable entrance space required by the equipment to be mounted. Seal voids around conduit openings in slab with water- and oil-resistant caulking or sealant. Cut off and bush conduits 75 mm (3 inches) above slab surface. Concrete work shall be as specified in Section 03 30 00, CAST-IN-PLACE CONCRETE.

D. Interior Location: Mount switches on concrete slab. Unless otherwise indicated, the slab shall be at least 100 mm (4 inches) thick. The top of the concrete slab shall be approximately 100 mm (4 inches) above finished floor. Edges above floor shall have 15 mm (1/2 inch) chamfer. The slab shall be of adequate size to project at least 100 mm (8 inches) beyond the equipment. Provide conduit turnups and cable entrance space required by the equipment to be mounted. Seal voids around conduit openings in slab with water- and oil-resistant caulking or sealant. Cut off and bush conduits 75 mm (3 inches) above slab surface. Concrete work shall be as specified in Section 03 30 00, CAST-IN-PLACE CONCRETE.

3.2 ACCEPTANCE CHECKS AND TESTS

A. Perform in accordance with the manufacturer's recommendations. In addition, include the following:

1. Visual Inspection and Tests:

a. Compare switches nameplate data with specifications and approved shop drawings.

b. Inspect physical and mechanical condition.

c. Confirm correct application of manufacturer's recommended lubricants.

d. Vacuum-clean switch enclosure interior. Clean switch enclosure exterior.

e. Verify appropriate anchorage and required area clearances.

f. Verify appropriate equipment grounding.

g. Verify correct blade alignment, blade penetration, travel stops, and mechanical operation.

h. Verify that fuse sizes and types correspond to approved shop drawings.

i. Inspect all field-installed bolted electrical connections, verifying tightness of accessible bolted electrical connections by calibrated torque-wrench method, or performing thermographic survey after energization under load.

j. Exercise all active components.

k. Confirm correct operation of mechanical interlocks.

l. Confirm correct operation and sequencing of key-type mechanical interlocks for multiple switches.

m. Inspect all indicating devices for correct operation.

3.3 FOLLOW-UP VERIFICATION

A. Upon completion of acceptance checks, settings, and tests, the Contractor shall show by demonstration in service that switches are in good operating condition, and properly performing the intended function.

3.4 WARNING SIGN

A. Mount on each entrance door of the outdoor switchboard enclosure, approximately 1500 mm (5 feet) above grade or floor, a clearly lettered warning sign for warning personnel. The sign shall be attached with rustproof metal screws.

3.5 SPARE PARTS

A. Two weeks prior to the final inspection, provide one (1) set of spare fuses for each switch installed on this project.

3.6 ONE LINE DIAGRAM AND SEQUENCE OF OPERATION

A. At final inspection, an as-built one line diagram shall be laminated or mounted under acrylic glass, and installed in a frame mounted in the switchgear room or in the outdoor switchgear enclosure.

B. Furnish a written sequence of operation for the switchgear and connected line side/load side electrical distribution equipment. The sequence of operation shall be laminated or mounted under acrylic glass, and installed in a frame mounted in the switchgear room or in the outdoor switchgear enclosure.

C. Deliver an additional four copies of the as-built one-line diagram and sequence of operation to the

COR.

3.7 INSTRUCTION

A. Furnish the services of a factory-trained technician for one 4 hour period for instructing personnel in the operation and maintenance of the switches and related equipment on the date requested by the

COR.
