1. Column schedule S600: Please provide the column size for the column at grid ZZ and 24.8.
RESPONSE: Size is shown third column from the left in the column schedule on S600. It is a W10x33.
2. Footing Schedule S400: Please provide the information on the following footings not on the schedule but are in the foundation plan S101. They are: F3318, F2916, F3632, F3620 and F70.
RESPONSE: F70 revised to F80; At vertical truss VT-6, F3318 revised to F3624; At vertical truss VT-7, F3318 revised to F3622; F2916 revised to F3418; F3632 revised to F4032; F3620 revised to F4520.

5. Page 532 Section 2.5 Par. A States that the tank will be 4000 gallons item 1 states 96 hours run time This size unit only requires a 2688 thus a 2700 gallon tank. Question 96 hours or 4000 gallon tank?
RESPONSE: 96 hours of operation/ 2700 gallon tank.
6. Page 534 Section 2.8 Par. C States the use of NICAD batteries. This is hazardous materials with a high cost and high disposal cost. The maintenance folks do not like them and prefer the lead acid batteries standard in the industry. Question will lead acid batteries be acceptable ?
RESPONSE: Lead acid batteries are acceptable.
7. Page 541 Section 2.15 Par. C states that the sound enclosure will be a level 2 that in the industry means a 25 dB reduction or about 75db @ 23 feet the later part of the sentence states a 66 dB @ 21 feet. This level would in the range of a Level 4 a very expensive enclosure. The sound level outside the building during the day is higher than that. Question would a sound level 2 at 75dB be acceptable. You have this on the other side of campus in the remote command center.
RESPONSE: Sound level 2 enclosure is acceptable.
8. Detail for Alternate 1, note C-6 on sheet C1.31. This detail does not fit in with the alternate 1 on page 6 of the solicitation where the generator is deleted and a step down transformer is used and not a temporary generator as this detail indicates. Please clarify.
RESPONSE: Note C-6 and the fenced enclosure shown on Drawing Sheet C1.31 illustrates the location for the owner-provided temporary emergency generator in the event the emergency generator and related accessories included as part of the project is deleted.
9. Note 7 on sheet C0.01 regarding utility certification states: “… shall have a PE registered in the state of Maryland certify.” Can this to be a Virginia PE?
RESPONSE: The utility certification can and should be completed by a registered Virginia PE.
10. Note 8 on C0.01 regarding utility construction and the on-site inspector with the city of Richmond for progress and deviations or modifications of these plans. Please provide who is to be on site to inspect the construction oversite of the utility construction.
RESPONSE: The Planning and Development Review City of Richmond can provide information for inspections. Their contact information is phone 804-4169 and Fax 804-646-5789 and Permit / Inspections Fax 804-646-1569.
11. Reference Spec section 23 09 23; page 240; E. Responsibility Table: Terminal units Line Power to be by Division 26. In previous projects with this type terminal unit (no fan and no electric heat) the 23 09 23 controls contractor has powered the terminal unit controllers and hot water valve actuators with transformer bank and low voltage 24V to each terminal unit. This eliminates the need for two separate conduits to be run to each terminal unit. A dedicated circuit will be needed for the transformer bank if each terminal units are not powered by division 26.
RESPONSE: Controls Contractor to provide 24V power the terminal unit controllers.
12. Per spec section 05 12 00, if a contractor is not AISC certified, but can conform to AISC standards are they an acceptable bidder? Please confirm.
RESPONSE: AISC certifications are required per the specifications.
13. Per sheet S600, please provide steel column size at match lines YY.5-22.8 & YY.5-24.8.
RESPONSE: Both columns are W10x112.
14. Are the corridors to be painted? Please confirm RESPONSE: See RFI question and response to No. 3 above.
15. Is the stairwell that is to be renovated also to be painted? Please confirm RESPONSE: See note on sheet A701 regarding stair tower. It states: “EXISTING STAIR FINISHES TO REMAIN. PATCH/REPAIR TO MATCH EXISTING WHERE DEMOLITION/CUTTING OCCURS”
16. Is there any painting on the roof? Please confirm.
RESPONSE: No painting is anticipated on the roof.
17. Room 146 is left blank on the finish schedule. Is it to be painted? Please confirm.
RESPONSE: Please refer to updated finish schedule below:
18. Sheet A6.01, item 6 “Window Types” shows types “W1” and W2” windows. Window type “W1” is shown on floor plan and building elevations, but type “W2” doesn’t appear anywhere. Where does it occur?
RESPONSE: Window Type W2 has been deleted from the project.
19. Will a specification section be provided for the aluminum sliding doors (aluminum doors specified in section 084113 “Aluminum Framed Entrances and Storefronts” cannot be constructed to be sliding and no information is provided on them in section 087113 “Automatic Door Operators”)? Please confirm.
RESPONSE: ADD Article 2.10 and related Items and Subarticles to Specification Section 08 41 13 Aluminum-Framed Entrances and Storefronts to read as follows:
2.10 Patient Toilet/Shower door
A. SLIDING PANEL: Shall be aluminum, 1-3/4" deep with narrow stile rails. An intermediate, horizontal rail (muntin bar), 2 1/4” wide, shall be furnished for safety and division of glass. Standard bottom rail shall be 10" tall. Sliding panels shall have concealed bottom guides to stabilize slide travel.
1. Standard glazing prep to be for 1/4” glass.
2. Sliding Panel shall be:
a. Wide stile construction: 5” wide vertical rails B. BREAKOUT PANELS: Slide-swing panels can swing out min.90° from any position of slide movement and require no more than 50 lbf. of force applied at the lock stile to open. Slide-swing panels and swing-out sidelites shall utilize spring loaded ball detent.
1. Slide-swing panels shall have torsion spring designed to re-close panel if pushed open in the direction of egress.
2. Breakout mechanism shall provide support across full width of the door, in normal operating mode. In breakout mode, torsion assembly shall support weight of the door to minimize drop during emergency egress.
3. Slide-swing panels shall include intermediate horizontal rail.
C. JAMBS/FRAME: Shall be aluminum.
1. Dimensions: 1 3/4"deep by 4" wide.
20. Will a specification section for glass units with internal blinds (for private patient room doors) be provided? Please confirm.
RESPONSE: ADD Article 2.13 and related Items to Specification Section 08 80 00 Glazing to read as follows:
2.13 louver, frames and operators
A. Louvers: Hollow extruded aluminum, interlocking profile, 1/4 inch thick x 1-3/8 inches deep.
B. Manual Operators on corridor side C. Glass Frame (Trim Kit): Extruded aluminum, factory glazed, sized to accept 2-1/2 inch thick glass for insertion into 1-3/4 inch thick doors; Glossy white finish.
D. Glass Trim Kit: Pressure plate and snap-on cover type, pre-notched to accept louver operating hardware.
21. Specification section 085113 Aluminum Windows, paragraph 2.10 “Finish” lists clear anodized finish, colored anodized finish, and fluorocarbon paint finish. Which one of these finishes should we provide windows in? Please confirm type and class.
RESPONSE: Provide clear anodized finish on the aluminum windows.
22. Door schedule on sheet A6.01 – aluminum door numbers C1X5B, C1X2B, & C1X5A are noted under “Comments” to be “Insulated Doors”, which we assume to mean thermally broken. However, these doors are noted on this sheet at Detail 1 “Door Types” as type “D3” and in in specification section 084113 “Aluminum Framed Entrances and Storefront”, paragraph A2.5 “Stile & Rail Doors” as having 6” head and vertical rails. Thermally broken doors are only available with a maximum of 5” head and vertical rails. Will 5” head and vertical rails be acceptable, or should doors be quoted as non-thermal but have the 6” head and vertical rails? Please confirm.
RESPONSE: All exterior door are required to be insulated. 5” head and rails will be acceptable.
23. Sheet A6.01, Detail 1, door type D4 – there is a note next to this door type that states “Refer to glazing specification (writable / acid etched glass),” and Sheet A4.01, elevation 10, that shows this same type door with the note “Powered Automatic Sliding Door with Writable Surface. Refer to Glazing Specification.” Specification section 088000 “Glazing” does not mention anything about acid etched glass being “writable”. Is this to mean this glass should be similar to a glass markerboard that you can write on with a marker and then erase it? We could not find any mention of “writable” in the spec. Also, the Walker acid etched glass that is specified will not have a writable surface. If it has to be “writable”, we could not go with acid etched glass, but rather with a typical markerboard glass. That is usually white in color, so what is written on it will stand out. Please confirm what is desired.
RESPONSE: Provide acid etched glass as specified in 08 80 00 Glazing – Article 2.5.
24. The specifications call for modular brick and mention thin brick. However, the plans show utility brick. Please confirm which type is to be used.
RESPONSE: Utility Brick is to be provided.
25. Who is the manufacturer/supplier of the brick and ground face masonry units? Please confirm.
RESPONSE: The government does not provide a “basis of design”. Specifications are performance based and must be non-proprietary. Contractor is to submit a brick/cmu that meets specification requirements.
26. Is there a specification for the masonry mortar? Please confirm.
RESPONSE: Specification 04 05 13 - Masonry Mortaring was included in project specification booklet.
27. What is going to be under the CT in the bathrooms? Mud bed or concrete?
RESPONSE: Mud bed is to be used under CT unless the manufacturer submitted tolerances will not allow the required thickness. In that case concrete will be required.
28. What size grout joint is to be used for Ceramic Tile?
RESPONSE: Refer to Specification Section 09 30 13 – Ceramic/Porcelain Tiling; Article 3.8; Item E; Subarticle 10 for joint dimensions.
29. Detail 1/A401 calls out a ¼” slope per foot to the floor drain. This would be a 1.5” drop from the far wall, which will create a greater than ¼” per foot pitch on the short walls. Please confirm this is correct.
RESPONSE: Use ¼” slope on north and south slopes to determine the typical max height of mud bed at outer walls. East and west slope will be less than ¼”/ ft, but will be greater than 1/8” / ft so water will still flow towards the drain. See image below:
30. On sheet E600, what is the manufacturer’s information for the existing switchgear where we have to add the 800A switch for the new building? Please confirm.
RESPONSE: Existing vault 5 switchgear manufacturer is Federal Pacific. The contractor shall verify at Pre Bid walk through.
31. Per spec section 22 40 00 (Plumbing Fixtures), please provide a basis of design/spec for the following fixtures:
· P-418 (Lavatory)
· P-107 (Water Closet)
· EP-103 (Electric Water Cooler), is a bottle filling station required?
· S-2 (Stainless Steel Sink)
· P-404 (Lavatory)
RESPONSE: Attached please find an updated 22 40 00 – Plumbing Fixtures Specification Section now incorporating the 5 fixtures noted above.
32. It appears only sinks at Break-Rooms & Public Lavatories require a mixing valve. Please confirm.
RESPONSE: The following fixtures shall be installed with thermostatic mixing valves for scald protection:
· P-418 – All instances.
· P-528 – All instances.
· P-711 – In the form of thermostatic and pressure compensating valve.
· P-404 – All instances.
33. Does abbreviation RWS stand for Rain Water System?
RESPONSE: Area with abbreviation RWS could not be identified in the drawing set. RWC is Rainwater Conductor and is part of the Stormwater System.
34. Is all wood blocking required to be fire rated?
RESPONSE: Refer to Note 12/A001 for wood blocking note.
35. Per spec section 09 05 16, moisture mitigation appears to be required. Please provide RH% at which moisture mitigation must occur.
RESPONSE: RH% will dependent on the product manufacturer submitted and approved by the awarded Contractor. The Contractor will be required to refer to and meet the approved manufacture’s requirements.
36. Per spec section 09 05 16, what is an acceptable tolerance for floor leveling?
RESPONSE: Refer to Section 3.2 L within specification 09 05 16 for allowable tolerance.
37. Per Sheet A002, do top of wall details S-T-1 thru S-T-6 correspond w/ specific wall types listed above? If so, please provide.
RESPONSE: Top of wall details are intended to show typical wall connections/conditions that may be encountered on this project. Details may vary based on the type of wall being constructed.
38. Spec section 07 21 13 call for acoustical insulation to fit tight against framing. Details on Sheet A121 do not call out any acoustical insulation above ceiling. Please advise.
RESPONSE: Insulation should run full height as shown on A002 wall types. No insulation is required in the bulkheads and/or on the ceiling.
39. The following questions pertain to ceiling mounted patient lifts:
Are stamped engineered drawings with details and calculations required?
RESPONSE: ADD the following subarticles to be included under Item A, within Article 1.4 Submittals that shall read as follows:
1.Shop drawings shall show structural supports to the underside of structure. Structural calculations for the support of the track and its attachment to ceiling structure shall be submitted. Shop drawings used in the quoting phase shall be PDFs, and either 2D CAD files or 3D BIM files showing structural support to underside of structure. Shop drawings shall also provide general room layout with bed position and all obstructions to ceiling lift.
2. Once the purchase order is accepted by the vendor, a set of stamped drawings shall be provided by the vendor. Shop drawings and structural calculations shall be signed and stamped by a registered structural engineer, and shall meet all code requirements in the jurisdiction having authority. Structural engineer shall ensure ceiling minimum structure capacity shall support the loads specified in the shop and installation drawings and be in compliance with local structural and seismic codes.
3. Shop drawings shall show obstructions such as lights and sprinklers, and coordinate their relocation.
Will the electrical outlets be installed by others or are they to be provided by the ceiling lift company?
RESPONSE: Prime contractor should determine which contractor/sub-contractor will provide and install each of the required elements and components of the system.
Will all rooms be available at the same time or will there be different phases to this project?
RESPONSE: It is anticipated that all rooms within the building addition will be available at the same time.
The drawings show in each room a traverse ceiling lift system in the patient room and a linear system in the bathroom.
RESPONSE: Traverse Ceiling Lift System is required to be provided in the patient bedrooms and a Linear Lift System is required to be provided in the bathrooms.
Please confirm that the 2 lift systems per room will not be connected by way of a gate or turntable through a notched door header.
RESPONSE: Lifts are separate. No notched door head is required.
If there are ICRA requirements, will they be handled by the GC or the responsibility of the ceiling lift company?
RESPONSE: ICRA (Infection Control Risk Assessment) will be provided by the facility
