About this file

This is an Asbestos Building Survey report for the Perry Point VA Boiler - Building #315, located at 361 Boiler House Road in Perry Point, Maryland. The survey was conducted by Environmental Monitoring & Consulting Associates (EM&CA) on October 25, 2023, with the purpose of identifying suspect asbestos-containing building materials that may be disturbed during boiler replacement. The investigation involved collecting fifteen bulk samples from various locations, which were analyzed using Polarized Light Microscopy (PLM) and Transmission Electron Microscopy (TEM) methods.

The survey findings revealed three materials that tested positive for asbestos: exterior blue paint on metal wall panels (2.2% Chrysotile), exterior grey caulking on metal wall panels (1.5% Chrysotile), and mud pipe fitting insulation on a green fiberglass pipe above the upper level DA feed tank (14% Chrysotile). The boiler building, constructed in 1969, will require asbestos abatement for these materials if they are disturbed during renovation. The report notes that boiler bricks, refractory materials, and gasket samples from Boiler #1 tested negative for asbestos, and the company plans to reassess and prepare abatement plans once design documents are finalized.

RE: VA PROJECT # 512A5-21-303 – 30% SUBMISSION

PERRY POINT BOILER BUILDING # 315 ASBESTOS INSPECTION

361 BOILER HOUSE ROAD

PERRY POINT, MARYLAND

Dear Mr. Cuomo:

EM&CA has conducted an asbestos building survey at the above referenced location on October 25, 2023. The purpose of the survey was to identify any suspect asbestos containing building materials that will be disturbed by the replacement of boiler numbers 1, 3 and 4.

SAMPLING METHODS:

After reviewing the proposed scope of work and a previous asbestos building survey report prepared by Aerosol Monitoring & Analysis, Inc. (June 23, 2016) we collected suspect building material bulk samples with a core bore, metal spatula and/or x-acto knife. Samples were then placed in sterilized whirl-pak bags and given a unique sample ID numbers. A chain of custody form was filled out and the samples were sent to ALLAB Analytical Services for testing. Upon receipt of the samples ALLAB analyzed the samples as instructed and issued a bulk sample analytical report.

ANALYTICAL TECHNIQUE:

The suspect building materials were analyzed for asbestos at the ALLAB Laboratory using US EPA Method # 198.1 Polarized Light Microscopy (PLM) with Dispersion Staining. The analysis involves the microscope observation of the suspect asbestos containing materials with a stereoscopic low power microscope to determine the homogeneity of the material. Forcep samples are then immersed in a refractive index solution on a microscope slide, teased apart, covered with a cover glass, and observed with a polarized light microscope.

PLM is not consistently reliable in detecting asbestos in non organically bound materials such as floor tiles mastics, caulking, vinyl base cove moldings etc. Quantitative TEM is currently the only method that can be used to determine if these materials contain asbestos. Non organically bound floor tile and mastic materials were analyzed at ALLAB Analytical Lab using Transmission Electron Microscopy (TEM) ELAP Method # 198.4.

SAMPLE RESULTS:

Fifteen bulk samples were collected and analyzed at ALLAB NYS ELAP # 12118 (see attached sample analysis report and location maps). Samples were collected by licensed asbestos inspector Mr. Eugene Reyblat.

The following samples tested negative for asbestos:

• Condensate tank insulation

• DA feed tank insulation

• Steam pipe insulation

• Various mud pipe joint fitting insulation (except as noted below)

• Boiler # 1 exhaust duct insulation

• Boiler # 1 door gasket cement

• Boiler # 1 interior fire brick

• Boiler # 1 interior cement lining

• Mens Locker Room 12”x 12” tan floor tile and mastic

The following samples tested positive for asbestos:

• Exterior blue paint on metal wall panels

• Exterior grey caulking on metal wall panels

• Mud pipe fitting insulation on green fiberglass pipe above upper level DA feed tank

SUMMARY AND CONCULSIONS:

The boiler building was constructed in 1969. The blue exterior wall panels contain asbestos paint and caulking and will need to be abated if disturbed by the renovation. The boiler bricks, refractory materials and gasket samples from Boiler # 1 were negative for asbestos. Although we did not sample the interior of Boiler 3 and 4 they are the same boiler manufacturer and most likely similar insulation materials were used.

Once the design documents are prepared we will reassess which ACM materials will require abatement and prepare abatement plans and specifications as necessary.

We will resample areas as design documents are finalized. We did not sample the roof at this time as we were not sure if and were roof penetrations will be needed.

Very truly yours, Joel Russell Joel Russell

President
