About this file
This is a Questions and Answers document containing 36 contractor questions and VA responses related to solicitation 36C24525B0003 for fire damage repairs at Building 23H of the Perry Point VA Medical Center.
The Q&A addresses key logistics and requirements including: elevator access restrictions for material transport with workers required to use stairs; lead and asbestos testing/remediation requirements; mold detection survey status; HVAC isolation and ICRA Level 3 controls needed; wall finishing requirements (Level 5 finish confirmed); noise considerations due to patient care areas on floors 1-3; and clarifications on electrical work, floor preparation, and ceiling grid replacement. Notable specifications include the requirement for CIH certification for air monitoring during mastic removal, continuous negative pressure monitoring at ICRA entrances, and smoke sealing (but not fire rating) requirements for corridor walls. The document provides detailed technical responses while emphasizing coordination with the COR and infection control protocols throughout the project.

The elevators need to be available for patient care.
Arrangements can be made with the COR for scheduled material transport for bulk/heavy items and materials/debris via the elevators. Workers will need to use stairway to access 4th floor. Elevator doorways to the 4th floor will be part of the sealed ICRA boundary during work operations.
It was noticed during the site visit several rooms appear to have lead paint that is chipping. Has a Lead paint survey been completed and are the results available to be published?
23H Lead testing information to be provided. Follow OSHA Lead in Construction Guidelines during renovation activities.
Will the contractor be responsible for conducting a lead paint survey?
23H Lead Testing information to be provided.
If lead paint is confirmed, will the remediation be done by change order?
This will be addressed if there is an issue requireing abatement to occur. Follow OSHA Lead in Construction Guidelines during renovation activities.
During the site survey there appeared to be asbestos insulation exposed on some of the existing piping. Has an asbestos survey been completed in the working areas and are the results available to be published?
23H Asbestos information will be provided.
Will the contractor be responsible for conducting and asbestos survey?
Refer to Work Item 2 of Scope of Work.
If asbestos is confirmed, will the remediation be done by change order?
Refer to Work Item 2 of Scope of Work.
Have the affected areas had a mold detection survey completed and are the results available to be published?
There was no mold detection survey completed.
Dehumidifcation Report will be provided.
Will the contractor be responsible for a mold detection survey?
A mold detection survey is not in the Scope of Work.
If mold is confirmed, will the remediation be done by change order?
This will be addressed if there is an issue.
If mold is to be remediated, what are the approved methods for the Perry Point VAMC?
This will be addressed if there is an issue.
Who is responsible for removing and reinstalling any alarms, cameras, detectors, etc. in the working areas?
Refer to Work Item 2 of Scope of Work to what will need to be removed/reinstalled. No alarms present or scheduled for removal.
If the contractor is responsible for removing/reinstalling alarms, detectors, etc. in the working areas, can the government provide any proprietary points of contact.
No proprietary information required. Local OIT to manage removal of network devices as required by work scope. Fire alarms/detectors must remain active. Coordinate with project
COR.
Will the contractor be responsible for testing the any alarms, detectors, strobes, etc. after reinstallation.
As long as the systems stay connected, there are no alarms, detectors, or strobes that need retesting. Coordinate all work with project COR.
Will the elevator be available for material transport and trash removal?
The elevators need to be available for patient care.
Arrangements can be made with the COR for scheduled material transport for bulk/heavy items and materials/debris via the elevators. Workers will need to use stairway to access 4th floor. Elevator doorways to the 4th floor will be part of the sealed ICRA boundary during work operations.

Are there any areas adjacent to the working area that have noise or vibration considerations?
Yes - 2nd and 3rd Floor below are 24/7 patient care rooms, and 1st floor is a daytime Dental clinic. Heavy noise generating work to be coordinated with COR to occur at optimal times and methods.
Can the negative air be exhausted through the windows?
This is the preferred method. Windows on 4th floor are operable. Coordinate with project COR and facility Infection Control.
SOW requires on site CIH for air monitoring during mastic removal. Will an IH be sufficient for this work?
All monitoring must be certified by a Certified Industrial Hygienist.
Will a staging area be provided for the contractor for material storage, or an area for a container?
Coordinate with COR. Space is available on campus, however limited nearby.
Page 14-15 of SOW items 1-2 indicates COVID-19 record keeping procedures. Is this section still valid?
VOID - clause to be removed
Are the working areas able to be isolated for HVAC supply/return? If not, will a physical barrier be sufficient for ICRA level 3 isolation?
Contractor shall be resonsible for blocking off all HVAC supply and return registers/ducts to prevent debris transfer.
Coordinate with project COR and Infection Control.
Will an airflow test be required upon completion in accordance with ICRA level III in the working areas?

During site visit it was noticed some walls were intact with no demolition performed. Will the government clarify if all walls in the affected areas are to be painted, or only the walls to be repaired are to be painted.
Refer to attachment 1. Rooms with a "c" keynote in the "paint" column indicates the intent is to repaint only the walls that require repairs. Where no paint keynote is provided (typical at 4th floor rooms), all walls shall be repainted.
For the shaft wall replacement, how many lnft of wall and studs are being replaced? Also, how high is the deck to deck height? I see note “d” on the quantity page but cant decern what area or extent.
Contractor shall verify exact dimensions in field. Shaft wall encloses the exhaust duct at the corner of the building (1' to 3' wide x 10-12' tall)
For receptacle replacement and cover replacement: How many receptacles need replaced?
