About this file
This is a Questions and Answers (RFI) document containing 15 contractor questions and VA responses regarding a project to replace dialysis sanitary lines at the Louis A. Johnson VAMC. The questions primarily focus on technical clarifications about plumbing work, HVAC testing and balancing (TAB), and duct cleaning requirements across multiple floors. Key clarifications include: piping replacement will only extend to where it stubs through the floor, TAB must be performed in work areas and connected ductwork zones after each phase, duct cleaning can be done at project conclusion for 2nd and 3rd floors, and noise/vibration testing is not required.
The document provides specific technical guidance about construction logistics, including ICRA barrier requirements, access badge provisions, and confirmation that some medical equipment will need to be protected rather than removed from ICU rooms during work. The VA also confirms they will provide additional marked-up drawings to clarify work locations and scope across different floors. The project involves work in ICU rooms 1-6 and 12, with activities spanning from the basement to the 3rd floor, though TAB and duct cleaning are not required for basement and 1st floor work areas.

RFI’s:
1. What is the size of the main sanitary line under the basement floor that is being tied into. Does the WYE in the main line need replaced? Or does the piping only need replaced down to where the piping is stubbed up through the basement floor? Piping will only need to be replaced to where it is stubbed up through the floor.
1. With TAB performance being part of this scope of work could the VA kindly provide specs for section 23 05 93 TESTING, ADJUSTING, AND BALANCING FOR HVAC? Yes
1. Can the scope for TAB (testing, adjusting, and balancing) be explained more. Is it only the grilles/diffusers in work areas that will be needed tested? TAB will need to be performed in the work area and any area that is fed with the same ductwork. Please reference the ductwork plan in the drawings.
1. Will noise and vibration testing be required? If so, please provide spec section 23 05 41 NOISE AND VIBRATION CONTROL FOR HVAC PIPING AND EQUIPMENT. Noise and vibration testing is not required.
1. Since duct cleaning is part of the scope of work, can spec section 23 01 30.51 - HVAC Air Duct Cleaning or appropriate spec be provided? Spec 23 01 30.51 is not provided on the VA TIL.
1. Please confirm the cast waste lines are only being replaced where previous demoed portions of the lines were removed associated with ICU rooms and not the entire waste lines from sinks to risers for each ICU rooms 1, 2, 3, 4, 5, 6, and 12? This is correct.
1. Previous RFI answer to question 10 C. Duct Cleaning can be completed all at one time. is different to RFI answer 11 C. TAB will be completed after each phase. Question: Can the VA elaborate responses or provide further clarification? Duct cleaning can be completed at one time at the conclusion of the 2nd and 3rd floor work, TAB will need to be completed at the end of each phase in their respective areas. Example (If work on 3rd floor concludes before the 2nd floor work is complete, TAB will need performed before contractor vacates the 3rd floor.)
1. Drawing provided do not include any mark ups to show rooms where dialysis drains are present. Nor approximate locations of area where construction will occur it is also very hard to orient location within the drawings. Can drawings be marked up so that accurate quantities and distances be calculated? See attached drawing.
1. With demo work to be performed on all levels from basement to 3rd floor will TAB and duct clean be needed on all levels and all system supplying areas where construction will be occurring? Due to the amount of work on the 1st and Basement floor a TAB/Duct Cleaning will not be required in those locations.
1. Regarding duct cleaning outside containment if ceiling tile is removed and duct to be cut to allow for proper cleaning will ICRA barriers be required in the area that ceiling has been opened? Work can be performed within a HEPA cart.
1. During site visit it was not clear where pipe chase was in the basement only general area was referred to can a clear location of that point be clarified? Match drawing sheets up to Line J-21 and exact locations can be found for the basement and 1st floors.
1. Will access badge be provided as most work areas will need access to enter? Yes, this can be coordinated.
1. Drawings provided have been helpful, however drawings for the reflective ceiling plan for the 3rd floor where the ICU rooms are located at the clouded area don’t seem to match what was shown on the walk through. Can the VA kindly cloud/box out the Areas/rooms on drawings of the ICU rooms and where our scope of work is to take place? See attached drawings.
1. Can drawings show where the scope of work is to take place on all other drawings? Please see attached drawing.
1. Will beds, furniture, wall hangers, medical equipment, IV stands etc. be removed from the ICU exam rooms prior to containing them in with hard barrier? Some items can be removed, the remaining items will need to be protected with plastic or another form of protection.
