About this file
This document contains responses to a Request for Information (RFI) related to Solicitation 36C24524R0024 for the NCO5 MATOC II contract opportunity issued by the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 5.
The key details are:
- The solicitation does not require a bid guarantee, but each awarded task order may have bonding requirements.
- For Subfactor 2.1, offerors must provide proof of two projects over $100,000 managed by the proposed Site Superintendent(s)/Project Manager(s).
- The deadline for submitting questions is October 1, not September 25 as originally stated.
- The solicitation requires projects to have been awarded within the last 5 years, not just completed within that timeframe.
- Projects initially valued between $2,000 and $1 million that later exceeded $1 million due to modifications will be considered relevant.

RFI Responses - 36C24524R0024 – NCO5 MATOC II Missed Responses
1. The SF 1442 indicates that an offer guarantee is not required; however, the solicitation incorporates FAR 52.228-1 Bid Guarantee by reference. Please confirm that a bid guarantee is not required to be included for the seed projects.
VA Response: Correct, Bid guarantees are not required for the MATOC II proposal/solicitation. Each awarded task order will have their own requirements for bonding. If bonding is required per FAR for the task orders, it will be the responsibility of the contractor to ensure the document is provided and accounted for.
2. Subfactor 2.1 requires us to provide Site Superintendent(s)/Project Manager(s) and to provide “Proof of two (2) projects managed by them valued over $100,000…” Please clarify what the Government is requesting as “proof” of their experience. Is a listing of their relevant projects sufficient?
VA Response: Please review all requirements for this specific solicitation. It is recommended that proof of projects managed is provided.
3. The Instructions to Offerors states that “Interested Parties shall submit any RFI’s to the Contracting Officer via email at lisa.lake2@va.gov no later than 11:00am EST Wednesday, September 25, 2024.” However, the SF 1442 states that “All questions concerning this Request for Proposal (RFP) shall be submitted twenty
(20) calendar days prior to the RFP closing date and time,” which would be on October 1. Please confirm if questions on September 25 or on October 1.
VA Response: Please see RFP Amendment #1.
4. Factor 1 requires offerors to submit projects within a five-year timeframe, and states that “The five (5) year timeframe is from award date of the project.” We request that we be allowed to submit projects that were completed within the last five years, rather than awarded within the last five years.
VA Response: The VA shall not be revising the requirements for the submissions at this time. Please proceed as stated in the solicitation.
5. If a project submitted for evaluation in Factor 1 was initially valued between $2,000 and $1 million, but later exceeded the $1 million value because of contract modifications, will it be considered relevant?
VA Response: VA shall consider projects that were awarded for a value of less than $1,000,000.00. If modifications were awarded, please include that detail as to what led to the modification and the amount, along with a final project total.
