26) The expanded footprint of the fill areas should be well-defined, including the limits of the fill zones at the time of fill placement. Grade control should be maintained throughout the fill placement operations. All fill operations should be observed on a full-time basis by a qualified soil technician to determine that the specified compaction requirements are being met. A minimum of one compaction test per 500 square feet of area should be tested in each lift placed. The elevation and location of the tests should be clearly identified at the time of fill placement.

27) Strip topsoil from within limits of earthwork operations as specified. Topsoil shall be a fertile, friable, natural topsoil of loamy character and characteristic of locality. Topsoil shall be capable of growing healthy horticultural crops of grasses. Stockpile topsoil and protect as directed by Resident Engineer. Eliminate foreign materials, such as weeds, roots, stones, subsoil, frozen clods, and similar foreign materials larger than 0.014 m3 (1/2 cubic foot) in volume, from soil as it is stockpiled. Retain topsoil on station. Remove foreign materials larger than 50 mm (2 inches) in any dimension from topsoil used in final grading. Topsoil work, such as stripping, stockpiling, and similar topsoil work shall not, under any circumstances, be carried out when soil is wet so that the composition of the soil will be destroyed.

28) Lines and Grades: Registered Professional Land Surveyor or Registered Civil Engineer, specified in Section 01 00 00, GENERAL REQUIREMENTS, shall establish lines and grades.

a. Grades shall conform to elevations indicated on plans within the tolerances herein specified. Generally, grades shall be established to provide a smooth surface, free from irregular surface changes. Grading shall comply with compaction requirements and grade cross sections, lines, and elevations indicated. Where spot grades are indicated the grade shall be established based on interpolation of the elevations between the spot grades while maintaining appropriate transition at structures and paving and uninterrupted drainage flow into inlets.

b. Locations of existing and proposed elevations indicated on plans, except spot elevations, are from a site survey that measured spot elevations and subsequently generated existing contours and spot elevations. Proposed spot elevations and contour lines have been developed utilizing the existing conditions survey and developed contour lines and may be approximate. Contractor is responsible to notify Resident Engineer of any differences between existing elevations shown on plans and those encountered on site by Surveyor/Engineer described above. Notify Resident Engineer of any differences between existing or constructed grades, as compared to those shown on the plans.

c. After establishment of lines and grades, Contractor will be responsible for any additional cut and/or fill required to ensure that site is graded to conform to elevations indicated on plans.

d. Finish grading is specified in Section 32 90 00, PLANTING.

29) Subgrade Protection: Protect subgrades from softening, undermining, washout, or damage by rain or water accumulation. Reroute surface water runoff from excavated areas and not allow water to accumulate in excavations. Do not use excavated trenches as temporary drainage ditches. When subgrade for foundations has been disturbed by water, remove disturbed material to firm undisturbed material after water is brought under control. Replace disturbed subgrade in trenches with concrete or material approved by the Resident Engineer.

30) Proofrolling: After rough grade has been established in cut areas and prior to placement of fill in fill areas, proofroll exposed subgrade with a fully loaded dump truck to check for pockets of soft material. Considering the location of the site and understanding that proofrolling may be difficult, at a minimum, the stripped subgrade should be evaluated by the Geotechnical Engineer or approved testing agency using visual observation, DCP, and/or probe methods, etc., prior to new fill placement. Proof rolling shall be done on an exposed subgrade free of surface water (wet conditions resulting from rainfall) which would promote degradation of an otherwise acceptable subgrade. Notify the Resident Engineer a minimum of 3 days prior to proof rolling. Proof rolling shall be performed in the presence of the Resident Engineer. Rutting or pumping of material shall be undercut as directed by the Resident Engineer and replaced with fill and backfill material. Maintain subgrade until succeeding operation has been accomplished.

31) Site Earthwork: Earth excavation includes excavating obstructions visible on surface; and other items indicated to be removed; together with soil, boulders, and other materials not classified as rock or unauthorized excavation. Excavation shall be accomplished as required by drawings and specifications. Excavate to indicated elevations and dimensions within a tolerance of plus or minus 25 mm (1 inch). Extend excavations a sufficient distance from structures for placing and removing concrete formwork, for installing services and other construction, complying with OSHA requirements, and for inspections. Remove subgrade materials that are determined by Resident Engineer as unsuitable and replace with acceptable material. If there is a question as to whether material is unsuitable or not, the contractor shall obtain samples of the material, under the direction of the Resident Engineer, and the materials shall be examined by an independent testing laboratory for soil classification to determine whether it is unsuitable or not. When unsuitable material is encountered and removed, contract price and time will be adjusted in accordance with Articles, DIFFERING SITE CONDITIONS, CHANGES and CHANGES-SUPPLEMENT of the GENERAL CONDITIONS as applicable. Adjustments to be based on volume in cut section only.

a. Site Grading:

i. Provide a smooth transition between adjacent existing grades and new grades.

ii. Cut out soft spots, fill low spots, and trim high spots to comply with required surface tolerances.

iii. Slope grades to direct water away from buildings and to prevent ponds from forming where not designed.

32) Filling and Backfilling: Do not fill or backfill until all debris, water, unsatisfactory soil materials, obstructions, and deleterious materials have been removed from excavation. For fill and backfill, use excavated materials, and borrow meeting the criteria specified herein, as applicable. Borrow will be supplied at no additional cost to the Government. Do not use unsuitable excavated materials.

a. Placing: Place materials in horizontal layers not exceeding 200 mm (8 inches) in loose depth for material compacted by heavy compaction equipment, and not more than 100 mm (4 inches) in loose depth for material compacted by hand-operated tampers and then compacted. Place no material on surfaces that are muddy, frozen, or contain frost.

b. Compaction: Compaction equipment suitable to the soil type used as fill should be used to compact the fill material. Theoretically, any equipment type can be used if the required density is achieved. Ideally, a smooth, steel drum roller would be most efficient for compacting and sealing the surface soils. All areas receiving fill should be graded to facilitate positive drainage of any free water associated with precipitation and surface runoff. If a smooth-drum roller is utilized, the surface of each completed lift should be scarified prior to the placement of the next lift of fill to reduce the potential for the creation of slippage planes within the fill mass.

33) Dewatering: The work to be completed by the Contractor includes, but is not necessarily limited to the following:

a. Implementation of the Erosion and Sedimentation Control Plan

b. Dewater excavations, including seepage and precipitation

i. Dewatering system shall be of sufficient size and capacity necessary to lower and maintain ground water table to an elevation at least 300 mm (1 foot) below lowest planned excavation and to allow material to be excavated in a reasonably dry condition. Materials to be removed shall be sufficiently dry to permit excavation to grades shown and to stabilize excavation slopes where sheeting is not required. Operate dewatering system continuously until backfill work has been completed.

ii. Reduce hydrostatic head below any excavation to the extent that water level in the construction area is a minimum of 300 mm (1 foot) below prevailing excavation surface.

iii. Prevent loss of fines, seepage, boils, quick conditions or softening of foundation strata.

iv. The site should be graded such that surface water runoff is directed away from the excavations. The surface of the site should be kept properly graded in order to enhance drainage of the surface water away from the proposed foundation areas during the construction phase.

v. The surficial soils contain fines which are considered moderately to highly erodible. The Contractor should provide and maintain positive site drainage during earthwork operations to help maintain the integrity of the surficial soils. All erosion and sedimentation shall be controlled in accordance with sound engineering practice and current local requirements.

vi. Maintain stability of sides and bottom of excavation.

vii. Construction operations are performed in the dry.

viii. Control of surface and subsurface water is part of dewatering requirements. Maintain adequate control so that:

1. The stability of excavated and constructed slopes are not adversely affected by saturated soil, including water entering prepared subbase and subgrades where underlying materials are not free draining or are subject to swelling or freeze-thaw action.

2. Erosion is controlled.

3. Flooding of excavations or damage to structures does not occur.

4. Surface water drains away from excavations.

5. Excavations are protected from becoming wet from surface water, or ensure excavations are dry before additional work is undertaken.

ix. Permitting Requirements: The contractor shall comply with and obtain the required State and County permits where the work is performed.

c. The Contractor shall be responsible for providing all materials, equipment, labor, and services necessary for care of water and erosion control. Excavation work shall not begin before the Erosion and Sedimentation Control Plan is in place.

d. Install a dewatering system to lower and control ground surface water in order to permit excavation and placement of backfill materials to be performed under dry conditions. Make the dewatering system adequate to pre-drain the water-bearing strata above and below the bottom of planned excavations.

e. In addition, reduce hydrostatic pressure head in water-bearing strata below structure foundations, utility lines, and other excavations, to extent that water levels in construction area are a minimum of 300 mm (1 foot) below prevailing excavation surface at all times.

34) Geopier SRT Plate Pile Installation: Provision of all equipment, material, labor, and supervision to design and install SRT Plate Pile elements. Design shall rely on subsurface information presented in the project geotechnical report. Layout of SRT Plate Piles elements, spoil removal (as required), and subgrade preparation following SRT Plate Pile installation is not included by the installer and must be provided by the General Contractor.

a. The SRT Plate Piles design and installation shall adhere to all methods and standards described in the relevant Specification.

b. Do not mix or place soils and soil amendments in frozen, wet, or muddy conditions.

c. Suspend soil spreading, grading, and tilling operations if soil moisture becomes excessive. Resume soil preparations when moisture content returns to acceptable level.

d. If soil is excessively dry, not workable, and too dusty, moisten uniformly.

e. Special conditions may exist that warrant variance in specified planting dates or conditions. Submit written request to Contracting Officer’s Representative stating special conditions and proposed variance.

f. Install erosion control materials at all areas inside or outside limits of construction that are disturbed by planting operations. Provide erosion control and seeding with native plant species to protect slopes.

g. Verify location of underground utilities before excavation. Protect existing adjacent turf before excavations are made. Do not disturb topsoil and vegetation in areas outside those indicated on Drawings. Where planting beds occur in existing turf areas, remove turf to depth that will ensure removal of entire roof system. Measure depth of plant pits from finished grade. Provide depth of plant pit excavation and relation of top of root ball and finish grade as indicated on drawings. Install plant materials as specified in Article 3.8. Do not plant trees within 3 m (10 feet) of any utility lines or building walls.

i. Apply fertilizer, lime, and soil amendments directly to subgrade before loosening, at rates recommended by soils analysis.

ii. Spread topsoil, apply soil amendments and fertilizer on surface, and thoroughly blend planting soil.

iii. Spread planting soil 150 mm (6 inches) deep but minimum required to meet finish grades after light rolling and natural settlement. Do not spread if planting soil or subgrade is frozen, muddy, or excessively wet.

1. Spread approximately 1/2 thickness of planting soil over loosened subgrade. Mix thoroughly into top 100 mm (4 inches) of subgrade. Spread remainder of planting soil.

2. Reduce elevation of planting soil to allow for soil thickness of sod.

iv. Finish grade planting areas to smooth, uniform surface plane with loose, uniformly fine texture. Grade to within plus or minus 13 mm (1/2 inch) of finish elevation. Roll and rake, remove ridges, and fill depressions to meet finish grades. Limit finish grading to areas that can be planted in immediate future.

36) Contractor shall provide qualified, factory-trained manufacturers' representatives to give detailed training to assigned Department of Veterans Affairs personnel in the operation and complete maintenance for each piece of equipment.
