1. Addenda 6, RFIs #1, #11 & #31 discuss roof decking (repairs and replacement concerns in the different RFIs). As stated in the VA’s responses, we will not know the extent of roof deck replacement until the roofing is removed. Can a quantity of roof deck replacement (repairs as mentioned in RFI #11) be provided for bidding purposes or are we to assume any roof deck replacement / repairs will be handled by change order?
VA RESPONSE: Necessary repairs will be handled via change order.
2. Addenda 6 RFIs #12, 25, and 34 were all similar questions regarding where the fluid applied roofing is being applied. The VA responded “The specified bituminous roof system does not allow for any water ponding therefore any such areas need to receive the fluid applied roof system.”Can the VA provide better direction as to where this water ponding is occurring?
VA RESPONSE: The VA cannot provide exact quantities. Estimates may be developed based on existing/proposed insulation and locations of drains.
3. Addenda 6, RFI #19 requested to remove the requirement for a counterpoise loop for the lightning protection. The VA responded that the requirement could be eliminated, however it’s also stated to “coordinate with owner for final decision.” As the original question stated, the counterpoise loop would be very expensive and non-beneficial. To be able to maintain continuity in the bidding process, can the VA confirm that the contractor is not required to include this in our bid?
VA RESPONSE: Confirmed
4. Addenda 6 RFI #18 stated: On Drawing E3, it calls for connections to the structural steel under Coded Notes #3. We feel this is impossible, for a number of reasons. Firstly, has the owner/Engineer verified/tested with a NIST rated megger, that the structural steel is indeed grounded. We doubt this. If it is possible to find the structural steel at the various points the System would have to be grounded in intervals not to exceed sixty (60’) feet. With an approximately twenty-six hundred (2,600’) foot perimeter forty-four (44) connections to structural steel are required. On Drawing E3 only nineteen connections were shown, so this is inadequate. I consider it virtually impossible to bond the structural steel below the roof line in numerous locations. This would be in patients’ rooms, operating rooms, facilities, etc. I would suggest that a complete new System with exposed down conductors is the only way possible for the portions of the Hospital to the south that have existing Lightning Protection. Is it acceptable to utilize exposed down cables?
ORIGINAL VA RESPONSE: The use of existing down cables for lighting protection, with the VAs permission and approval, will be acceptable.
The original question asked if it is acceptable to utilize exposed down cables as they would be new, not existing down cables. Can the VA clarify this response?
CLARIFIED VA RESPONSE:
New down cables may be used where required. New down cables shall be encased in PVC which shall be painted to match the building facade. Tie in points shall be determined by the AE. All new down cabling shall be installed down the east facade of the main hospital building (loading dock side). Lighting protection plans shall be submitted to the VA COR for approval prior to rough in.
