Solicitation: 36C24523B0004 Project#: 540-07-103 – Building 1 and Clinical Addition Roof Replacement Project Responses to Questions Received and Clarifications
1. QUESTION: In spec section 07 01 50.19 there is reference to “replacement of roof deck” which then references spec section 05 31 00, steel decking. The plans do not indicate where this condition occurs. Can a plan be provided detailing where this spec section would be enforced?
VA RESPONSE: Roof level 23 has a metal deck. The roofing is to be removed such that the structural decking is exposed to prepare for installation of new roofing. The type, gauge, finish, and state of the deck must be determined at the site. The roofing manufacturer must analyze the existing conditions of the deck, regardless of type, to determine whether it must be replaced, in total or in part, to maintain the warranted integrity of the roof specified by the manufacturer.
2. QUESTION: Is there a coordinated schedule with VAMC facilities available for the sequencing of this work?
VA RESPONSE: The drawings contain a phasing plan, but it will be up to the contractor to propose specific work sequencing plans.
3. QUESTION: Will the crane picks for these items have to be done on weekends or after hours?
VA RESPONSE: Crane lifts can be conducted during normal hours unless there is a disruption to medical center operations (to include traffic and parking) requiring after-hours lifts.
4. QUESTION: Are there any special circumstances for the temporary storage of these units while removed?
VA RESPONSE: Air handing units serving inpatient care areas and all exhaust fans shall be interrupted for no more than 2 hours. Please note that the intent is for the contractors to coordinate their work so as to minimize complete removal of equipment – the intent would be to lift equipment with crane or roof jacks enough to perform the required roof flashing, however, if this cannot be achieved the contractor may need to remove the units temporarily. Crane access will need to be coordinated with traffic control around the hospital but may need to occur after hours or on weekends to accommodate VA schedule. Any units removed from the roof shall be protected from weather and other damage as well as roof openings and other terminations. The contractors will be responsible for reconnecting and restarting all ductwork, piping, controls, power etc. No new controls or HVAC work is anticipated in the areas served. Note that project specifications do require the contractor to perform pre-and post-construction testing and balancing of all equipment.
5. QUESTION: Will these units require any additional maintenance for removal and installation procedures?
VA RESPONSE: See the response above.
6. QUESTION: Will the spaces impacted by the units require any additional work due to the removal of the HVAC units?
VA RESPONSE: The exact shutdown times for all HVAC equipment must be coordinated with the VA since virtually all areas serve active areas of the hospital. If acceptable shutdown windows cannot be achieved, temporary heating and ventilation will be the responsibility of the contractor.
7. QUESTION: Are there any Johnson Control or other operational requirements that need to be coordinated and figured into the scope of work for this task?
VA RESPONSE: No new controls or HVAC work is anticipated in the areas served. Note that project specifications do require the contractor to perform pre-and post-construction testing and balancing of all equipment.
8. QUESTION: The summary of work in specification 00 01 16 states “Unit prices to be furnished by the contractor, however the solicitation only list a single price.
VA RESPONSE: Unit pricing is not required. Please furnish one bid price in accordance with the pricing schedule in the solicitation.
9. QUESTION: Are we required to use a third-party commercial photographer?
VA RESPONSE: Yes, please follow specification 01 00 00 1.30 Photographic Documentation for the requirements of the commercial photographer and the deliverables required.
10. QUESTION: Specification 01 35 26 1/7 states “The SSHO has to be a separate qualified individual from the Prime Contractor’s Superintendent and/or Quality Control Manager with duties only as the SSHO”. Can you please confirm that the superintendent and SSHO cannot be the same person and that both are to be on site at all times when the work is being performed.
VA RESPONSE: Yes, in accordance with 01 35 26 1.7(c) “The SSHO has to be a separate individual from the Prime Contractor’s Superintendent and/or Quality Control Manager with duties only as the SSHO”. The SSHO is required to maintain a presence on the site during construction operations as indicated in 1.7(d).
11. QUESTION: Note 18 on drawings LS-1 states “All voids, cracks and separations in existing deck are to be patched and repaired before applying new roofing.” This is not quantifiable prior to demolition. Can a unit price be provided for this as stated in spec 00 01 16 and referenced above?
VA RESPONSE: Since all of the subject roof areas are currently roofed over and we are unable to see the condition of the roof deck underneath it is impossible to determine where any or if any roof decking needs to be replaced.
12. QUESTION: The specifications call out for 07-56-00 Fluid Applied Roofing. This specification states the following: “This section specifies a fluid applied roofing system consisting of a fluid application of Polyurethane Roof Coating with basis of design by AlphaGuard by Tremco Inc, Beachwood OH.”
There are roof drawing symbols on the drawing for the fluid applied barrier but does not show where this material goes. Where does this roof get installed?
VA RESPONSE: Similar to question 25 and 34. The specified modified bituminous roof system does not allow for any water ponding therefore any such areas need to receive the fluid applied roof system.
13. QUESTION: At the walk thru it was noted that there were multiple types of fall protection guardrail on the roofs. What is the basis of design for the fall protection guardrail for this project?
VA RESPONSE: Fall protection guardrails are detailed and specified on Drawing A-8, details 8 & 9.
14. QUESTION: At the walk thru it was noticed that Roof # 30 has had the roof recently replaced.
· Can you please confirm that roof # 30 does not need to be included in this project?
· Additionally due to the timing of this project, can it be confirmed that no other roofs have been previously replaced and not identified?
· If roof # 30 has been completed and is not to be completed as part of this project are notes # 8 and # 10 (Drawing A-1) still applicable?
VA RESPONSE: Roof # 30 will not require any work under this contract, notes 8 & 10 on Sheet A-1 are not applicable. No other roofs shown on the plans are known to have been replaced.
15. QUESTION: The cover page of the drawings included a drawing A-1-a called “Roof Plan Schematic Ponding. Can you please confirm if this drawing will be part of this project or added at later date?
VA RESPONSE: Sheet A-1-a will not be required and is not included in the bid package.
16. QUESTION: The project contract documents call for a UL Master Label. In order for Underwriters Laboratory to issue a Master Label, the entire building must be protected. Including the roofs that are shown as “Not Included”. Therefore, in consideration of the existing facilities attachments (additions), it is impossible for the Lightning Protection System to receive a Master Label. The VA Specification Section 264100 does allow for a UL “Letter of Findings” in Paragraph “U”. I would suggest that a “Letter of Findings” would be possible, but, only on the work as accomplished under this contract. On Drawing E2 Roof Demolition, there is only a small segment of the existing hospital that has lightning Protection. The vast majority of the building to the north has no Lightning Protection. Therefore, an entire new System would have to be provided and I do not think this was accounted for in the contract documents. Is the “Letter of Findings” acceptable?
VA RESPONSE: Yes, a letter of findings is acceptable.
17. QUESTION: The specifications and drawings call for all copper equipment, with nothing mounted on the aluminum surfaces. This is impossible, anytime you have an aluminum coping that is over two feet wide and the placement of an air terminal that must be within two feet of a corner or edge, typically cables are mounted on the aluminum coping. I would suggest that the specified rules should change to allow aluminum fixtures on any aluminum coping requiring protection. Will aluminum materials be acceptable on aluminum substrates to be in conformance with UL & NFPA Regulations?
VA RESPONSE: Aluminum coping will be acceptable when affixed to aluminum substrates.
18. QUESTION: On Drawing E3, it calls for connections to the structural steel under Coded Notes #3. We feel this is impossible, for a number of reasons. Firstly, has the owner/Engineer verified/tested with a NIST rated megger, that the structural steel is indeed grounded. We doubt this. If it is possible to find the structural steel at the various points the System would have to be grounded in intervals not to exceed sixty (60’) feet. With an approximately twenty-six hundred (2,600’) foot perimeter forty-four (44) connections to structural steel are required. On Drawing E3 only nineteen connections were shown, so this is inadequate. I consider it virtually impossible to bond the structural steel below the roof line in numerous locations. This would be in patients’ rooms, operating rooms, facilities, etc. I would suggest that a complete new System with exposed down conductors is the only way possible for the portions of the Hospital to the south that have existing Lightning Protection. Is it acceptable to utilize exposed down cables?
VA RESPONSE: The use of existing down cables for lighting protection, with the VAs permission and approval, will be acceptable.
19. QUESTION: Drawing E1 shows a counterpoise portion. On any existing facility with pavement, blacktop, concrete, this is impractical. I suggest that the down conductors be terminated to ground rods only without the counterpoise loop. Is this method acceptable? Underwriters Laboratories recognizes the use of terminations to ground rods. To install a counterpoise loop at this facility would be extremely expensive and non-beneficial. Can we eliminate the counterpoise loop and terminate to ground rods?
VA RESPONSE: The requirement for a counterpoise loop may be eliminated and grounding rods may be used with VAs prior approval. Coordinate with owner for final decision.
20. QUESTION: Likewise the through roof cable with cadwelds to structural steel is problematic. I would like to eliminate all references to connections to the building structural steel and run exposed down conductors where applicable. Is this acceptable?
VA RESPONSE: Exposed down conductors are acceptable, where applicable, with the VA’s prior approval.
21. QUESTION: The roofing system is a Garland liquid applied roof, we anticipate gluing with the M-1 structural adhesive without a cap sheet separation pad. Would this be acceptable to the Owner?
VA RESPONSE: Garland is not specified by the VA for this contract. Drawing A-10 Detail 6 shows details related to application of liquid applied roofing.
22. QUESTION: Will railing and/or safety systems be erected? If so, they may need bonded to the Lightening Protection System. Will railings or safety systems be erected around the perimeters of the building? If yes, where?
VA RESPONSE: Installation of new Safety Railing is included with the project. See drawings for specific locations
23. QUESTION: The specifications make mention of removing sheathing from the parapets to inspect framing and then installing new. I did not find any notes on the plans to indicate areas where this was to be addressed. Please confirm that all parapets are to have this process performed.
VA RESPONSE: Yes, all parapets framed with sheathing are to receive this treatment.
24. QUESTION: What is the height of the parapet walls that are to have their sheathing removed, framing inspected and re-sheathed?
VA RESPONSE: Any parapet 8” or higher is to receive this treatment.
25. QUESTION: We are not finding any areas on the plans that have the designated hatching for the ‘fluid applied restoration coating’. Please confirm that there are no areas that require this treatment.
VA RESPONSE: Similar to question 12 and 34. Fluid applied coating is to be applied to any new roof area where 1/8” per foot slope to a drain (positive slope) cannot be achieved or in accordance with the manufacturers recommendations of the roofing you will be using subject to project approvals.
26. QUESTION: Amendment 002 Clarification-HVAC coordination:
a. “Crane access may need to occur after hours or on weekends” Will it be off hours or not? This should be answered so everyone is figuring the same thing. It is also a lot of money difference.
b. “Air handling units serving patient care areas and all exhaust fans shall be interrupted for no more than 2 hours” In discussions with HVAC subs, 2 hours is not enough time to even switch over to a temporary system. How do you want to handle this?
c. AHU-41 in the chart has this note: There is a note on the drawing that this should not be lifted, so this may be a moot point… My drawings do not say this. On M-2, dated 4-01-2022, the note called out is note 4 “Existing Rooftop Air Handling Unit to be removed temporarily during roof replacement…” Do I have the correct drawings? There were no additional drawings issued with amendment 1, or 2, or 3.
VA RESPONSE:
a. Crane access will need to be coordinated with traffic around the hospital. Contractors should be advised that after hours and weekend work may be required.
b. The exact shutdown times for all HVAC equipment must be coordinated with the VA since virtually all areas serve active areas of the hospital. If acceptable shutdown windows cannot be achieved, temporary heating and ventilation will be the responsibility of the contractor. Air handing units serving inpatient care areas and all exhaust fans shall be interrupted for no more than 2 hours. Note that project specifications do require the contractor to perform pre-and post-construction testing and balancing of all equipment.
c. AHU-41 is located on roof level 21 and this AHU should not be lifted.
27. QUESTION: Drawing A-5, Roof 23 has an AHU called out as new. Is this there now? Who is providing and installing this AHU?
VA RESPONSE: This is an existing air handler; no new AHU is required.
28. QUESTION: 07 32 00 specification calls for metal grating walkway. Where does this occur?
VA RESPONSE: The VA is not aware of a requirement for metal grating walkways.
29. QUESTION: 07 32 00 specification calls for new gravity ventilators. How many and where are these units?
VA RESPONSE: Three are shown: two on roof level 6 and one on roof 17.
30. QUESTION: Various notes on drawings say to remove rooftop units from roof and store/protect until reinstallation. Where are we to store these units since we do not get any laydown area? Are any of these units under warranty or service agreements currently? If so, can we get the info for who owns these warranties/service agreements?
VA RESPONSE: Storage locations will be coordinated with the VA upon award and as required—any locations will be located on campus. None of the AHUs are under warranty or service agreements.
31. QUESTION: Can we get a detail of how you want the deck patched where abandoned curbs are removed? Is it cover opening with steel decking or infill deck with whatever it is made of? (concrete, gypsum, etc) VA RESPONSE: Since all of these areas are covered by the existing roof system it cannot be determined what material to patch these areas with other than to match the existing deck.
32. QUESTION: How is structural steel accessible to install welded/brazed lightning protection connections to structural steel? Is it above drop ceilings, hard ceilings, patient areas or office space, etc?
VA RESPONSE: See response to Question 18 above.
33. QUESTION: What are the requirements for doing this hot work inside the building? (welding/brazing). It needs to be done every 60’. This is a lot of disruption inside the building.
VA RESPONSE: The facility’s hot work permit policy will be followed for any hot work. Permits are issued by the COR/Life Safety Officer.
34. QUESTION: There is a Roof Drawing Symbol on the roof plans showing fluid applied roofing, but this symbol does not show up on the actual roof areas. Where is the fluid applied roofing being installed?
VA RESPONSE: Similar to question 12 and 25. The specified modified bituminous roof system does not allow for any water ponding therefore any such areas need to receive the fluid applied roof system. Since the existing roof insulation thickness cannot be determined without core samples and where these areas occur, we cannot know how much fluid applied roof system is required.
35. QUESTION: 22 14 00 Facility Storm Drainage calls for cleaning roof drain lines as needed. Other places it is called out as clean roof drain lines either once or twice (before and after reroof) How many times are we required to clean out the roof drain lines, considering we have to water test them and video them until they connect with a horizontal run under the building?
VA RESPONSE: The drains shall be cleaned, at a minimum, once prior to re-roofing and once after. Subsequent drain cleaning will be conducted as determined by the COR.
36. QUESTION: General plan Notes: #3 calls for R-30, 7.5” thick minimum insulation, plus tapered. R-30 iso insulation is 5.25”, not 7.5. What do you want us to carry for a minimum thickness?
VA RESPONSE: Insulation may vary in thickness but must achieve a minimum R value of 30.
37. QUESTION: Can you provide a specification for the new fall protection guardrails?
VA RESPONSE: Related to Question 13. Fall protection guardrails are detailed and specified on Drawing A-8, details 8 & 9. Follow OSHA and ANSI/ASSE standards and specifications including but not limited to: OSHA Standard 1926.502, ANSI/ASSE A10.32, A1264.1, Z359.2, and Z359.6.
38. QUESTION: Surge protectors are call out in the electrical specification. Can you tell us where and how many?
VA RESPONSE: The VA is not aware of any surge protectors impacted by the project.
39. QUESTION: Can the government please clarify the elevator usage? We believe specs Page 6/498 and 22/498 (1.18) conflicts in this area.
VA RESPONSE: The use of VA elevators will be allowed such that hospital operations are not disrupted.
40. QUESTION: Is roof deck currently sloped? If so, to what degree?
VA RESPONSE: The VA is not aware of any sloped roofing systems.
41. QUESTION: Can the government please clarify the Term of Roof Warranty (installation/workmanship)?
VA RESPONSE: Roofing warranty period is 20 years, and the installer’s warranty is two years.
42. QUESTION: Is there currently anything on the roof?
VA RESPONSE: Not other than what is shown on the drawings.
43. QUESTION: Are there two roof systems or one?
VA RESPONSE: There is one roof system existing---the liquid applied roofing and modified bituminous roofing system combine to form one assembly.
44. QUESTION: Is the roof a modified bitumen?
VA RESPONSE: The existing roofing system is not modified bituminous.
45. QUESTION: Is there a tar and gravel built up roof?
VA RESPONSE: No.
46. QUESTION: Can the government please provide a breakdown of the layers above the existing deck? This is needed for price demo.
VA RESPONSE: This was provided with the core sampling information.
47. QUESTION: After reviewing the specifications, I see that there is only one manufacturer’s products listed as acceptable. What is needed to have our product reviewed and possibly approved to bid this work.
VA RESPONSE: There are many manufacturers who can furnish fluid applied roofing. The fluid applied manufacturer selected must be compatible and acceptable to the Modified Bituminous manufacturer being used.
