About this file
This document outlines specifications for a construction project involving replacement of chilled water piping at a Veterans Affairs medical center. The project will replace piping from Building 500's loading dock to Buildings 502 and 503. Key details include replacing 18-inch chilled water supply and return piping at the loading dock and 16-inch piping from the dock to tunnels serving Buildings 501, 502 and future equipment. Eight-inch pipes will extend to the tunnels for Buildings 501 and 502. The contractor must develop a resource-loaded network analysis schedule and keep it updated monthly. Specifications cover scheduling methodology, activity coding and reporting requirements.

1.2 GENERAL INTENTION
A. Contractor shall completely prepare site for building operations, including demolition and removal of existing structures, and furnish labor and materials and perform work for the installation of replacement chilled water lines in building 500 from the loading dock to the end of both building 501 and 502 tunnels near the respective elevators, interface with building 501 and 502 branches, and interface with building 500 mechanical room branch piping as required by drawings and specifications.
B. Visits to the site by Bidders may be made only by appointment with the Contracting Officer.
C. Offices of Valley Engineering, Mount Crawford, VA,, as Architect-Engineers, will render certain technical services during construction. Such services shall be considered as advisory to the Government and shall not be construed as expressing or implying a contractual act of the Government without affirmations by Contracting Officer or his duly authorized representative.
D. Before placement and installation of work subject to tests by testing laboratory retained by the General Contractor, the Contractor shall notify the COR in sufficient time to enable testing laboratory personnel to be present at the site in time for proper taking and testing of specimens and field inspection.
Such prior notice shall be not less than three work days unless otherwise designated by the COR.
E. All employees of general contractor and subcontractors shall comply with VA security management program and obtain permission of the VA police, be identified by project and employer, and restricted from unauthorized access.
1. Prior to commencing work, general contractor shall provide proof that an OSHA certified “competent person”-(CP) (29CFR 1926.20(b) (2)) will maintain a presence at the work site whenever the general or subcontractors are present. Competent Person: “One who is capable of identifying existing and predictable hazards in the surroundings and working conditions which are unsanitary, hazardous or dangerous to employees, and

1.3 STATEMENT OF BID ITEM(S)
A. ITEM I, CHILLED WATER LINE REPLACEMENT: BASE BID:
1. General Construction: Work includes general construction, alterations, wall openings and replacement for installation and removal of material, core drilling floor slab for pipe installation, construction of wall sections, excavation, fencing, soil preparation and reseeding for demolition of materials from the basement interstitial space, necessary removal of existing structures and construction and certain other items.
2. Electrical Construction: Work includes all labor, material, and supervision to perform the required electrical construction work on this project including power service for pipe heat trace and differential pressure sensor, rerouting of existing conduits and conductors required to locate the new chilled water supply and return piping, as shown, and removal and replacement of suspended light fixtures.
3. Mechanical Construction: Work includes the installation of replacement 18” chilled water supply and return piping mains located at the Building 500 loading dock, and 16” chilled water supply and return piping from the loading dock to the
Service Tunnel 500, and 8” chilled water supply and return pipes down Service Tunnels 501 and 502. The 18” Chilled water pipe will interface with the existing chilled water piping above the loading dock, and be valved to accommodate future installation of 18” chilled water mains back to the chiller plant (not part of this contract. 16” chilled water pipes will route from the loading dock, into the basement interstitial and up to the first floor interstitial via new pipe risers, and route to the 1st floor west mechanical room (1C-143).
Branch pipes will route from the 1st floor interstitial main pipes and tie into existing branch piping for service to
01 00 00-3 various building 500 mechanical room. From 1C-143, the 16” chilled water pipes will exit building 500, route through the compressor mechanical room, and enter the basement level
Service Tunnel (1F-C1). The 16” chilled water pipes will branch in the service tunnel, and an 8” chilled water supply and return will route to each of building 501 and 502, and tie into the existing building chilled water lines near the respective access elevators. Additional branches from the tunnel chilled water lines will serve current and future equipment. Once the replacement chilled water Mains are operational, lengths of existing chilled water piping will be removed from the basement interstitial and service tunnel areas. Pipe will be removed from the basement interstitial space through an excavated opening in the basement interstitial wall. The opening will be repaired after demolition.
B. Deduct Alternate 1: Demoed piping will be removed from the basement interstitial space by way of stair #3. Coordinate use of stairway with COR. Excavation, providing and patching an opening in the external wall, and fill work will not be required in this alternate.
C. Deduct Alternate 2: The unused, existing chilled water piping in the building 500 basement interstitial space and load dock areas will not be removed, thus deducting the cost of demolition and much of the asbestos remediation. The unused piping will be disconnected from the newly provided isolation valves, and capped water tight. Dead end valves will be capped with a blind flange.
D. Deduct Alternate 3: Existing chilled water supply and return piping in the tunnels to building 501 and 502 shall be reused.
New chilled water piping will extend to the tunnel wye, then branch and connect to the existing branch piping at each tunnel.
Modification to existing pipe racks and relocation of a significant portion of existing conduit will be avoided.
