About this file
This document summarizes an amendment to a federal solicitation for asbestos, lead, and mold abatement services. The solicitation will result in multiple indefinite delivery, indefinite quantity contracts to provide abatement services for VA medical facilities in Maryland, Central and Eastern West Virginia, Western West Virginia, and Washington D.C. It is a 100% set-aside for service-disabled veteran-owned small businesses. The NAICS code is 562910 with a small business size standard of $36.5 million. The IDIQ contracts will have a one-year base period and four one-year options. Individual task orders will have a minimum value of $2,000 and maximum of $500,000. The total value of all IDIQ contracts combined cannot exceed $15 million over the five-year period.

VA: Please have Past Performance Questionnaire’s emailed to shawn.shafer2@va.gov as indicated on page 52. These are to be sent from the individual completing them and not directly from the contractor submitting the proposal.
mailto:shawn.shafer2@va.gov mailto:shawn.shafer2@va.gov
10. Should Past Performance Questionnaires be submitted for each of the projects listed in Section
I: Technical and/or is there a specific number of Past Performance Questionnaires required to be submitted?
VA: Submit a Past Performance Questionnaire for each project submitted.
11. Please confirm whether we should use the bid price schedules uploaded as separate documents on 2/11/2020 or the pricing documents in the solicitation uploaded on 2/11/2020, since they have different work descriptions for some of the same OA Numbers?
VA: Please use the Bid Price Schedule submitted 02/22/2020 included in Amendment 0001 titled 36C24519R0111 UPDATED 2-11-2020.pdf.
12. Can the site superintendent be a permanent resident (green card)? Can the site superintendent have a work authorization?
VA: The Site Superintendent must have a current 30-hour OSHA card, sufficient construction management experience in the work being performed, be able to pass a background check for an I.D. badge, and be fluent in English.
13. Can we include projects that were performed by our key subcontractors in Factor 1 and Section
II?
VA: Submit projects that were completed by you or by the subcontractors that you plan to use for awarded projects.
14. Please confirm that bid bonds will be required only as the task order level, and that we do not need to provide a bid bond with the IDIQ proposal.
VA: Confirmed
15. Bonding was requested for Solicitation #36C24519R0111 with a Service NAICS Code-562910, is this applicable since the construction build back work was removed from the last updated bid sheet?
VA: Bonding may be required for task orders only.
16. The last mod that was posted for solicitation #36C24519R0111, the new bid sheet doesn’t have any line items for new work (is this correct?) Therefore, is the construction, design built, hot permit verbiage and As-built drawing still applicable? Since there is not build back that will reflect on the drawings? The cost that is associated with these can factors can drive a contractor bid price.
VA: Review each pricing line item accordingly. Hot permits may be required. As builds are not required.
