Kathryn C. Leatherman Contracting Officer 304-263-0811 ext. 2083 Q1. Can a second site visit be scheduled?
A1. A second site visit is scheduled for Wednesday, June 12, 2019 at 9:00am. Perspective bidders will meet in Bldg. 308B of the VAMC Martinsburg campus at 510 Butler Avenue, Martinsburg, WV 25405
Q2. Or can photos be provided of the interstitial area as well as the tunnel.
A2. A second site visit has been established
Q3. Will confined space permits be required for work in the tunnel?
A3. No
Q4. Will welding smoke vacuums be required for welding inside of the building?
A4. Areas of Interstitial Spaces where welding shall occur shall be ventilated per OSHA requirements, and VA standards. It is recommended that existing louvers on each side of the Hospital be utilized.
Q5. Will infectious control be required while working in the interstitial area?
A5. Yes, as required in provide document 613-15-301_ICRA_ILSM_189604X-1 – attached to solicitation
Q6. Will infectious control be required while working in the tunnel?
A6. Yes, see response to question #5
Q7. What down time is allowed for outages?
A7. Outage(s) must be planned to limit downtime to a minimum. Seasonal constraints and the fact that this project is taking place in a fully functional hospital must be taken into consideration
Q8. Will outages be allowed during normal working hours?
A8. No - please refer to the specifications for outage requirements
Q9. What is the led time for outages?
A9. No less than two full weeks from approval of shutdown work plan
Q10. Can a current lead and asbestos report be provided?
A10. Attached
Q11. For the conduit relocation can you provide what conduit needs to be relocated in order to determine the price?
A11. In Spec. VA 01 00 00 General Requirements, para. 1.3 Statement of Bid Items lists the amount of conduit relocation to be included in the bid.
Q12. Can the NAICs code be changed to 238220 since this is purely a mechanical project with a very small amount of general contracting work?
A12. The NAICS code will not be changed
Q13. Within the description of work in the project documents it says to include an allowance for Asbestos abatement of 300 pipe insulation and mastic joints. The bid form does not have a separate line item for this allowance.
A13. This is a sealed bid and therefore the cost should be included in the bid totals. There would be a separate line item on the schedule of values for this work after award.
Q14. There are no electrical drawings for this project although the description of work states to provide an allowance for 500’ of 1-1/2” conduit and conductors to be relocated and the removal /replacement of (25) lay in light fixtures. Are the conduit and lights anticipated to be in the interstitial or in the tunnel? And should there be a separate line item on the bid form?
A14. This is a sealed bid and therefore the cost should be included in the bid totals. There would be a separate line item on the schedule of values for this work after award.
Q15. I have attached 3 pictures of each corridor in the wye to 501 & 502. The existing supply duct diffuser and branches will be in direct conflict with the installation of the new steam and condensate pipe and supports. It is a strong possibility this ductwork will need to be relocated or removed and taps relocated out of the bottom of the trunk lines. It also may be wrapped in Asbestos or mastic within the joints.
A15. Small conduit is allowed for in the spec; larger conduit encountered will be handled by RFI. Relocated conduit should be expected as addressed in the drawings and specifications. Ductwork is noted at specific locations.
Q16. Spec section 01 00 00 Page 12 states that the use of existing elevators is not permitted. Please clarify as to where an outside elevator is permitted and the type and size of opening to be used for transporting materials inside of the building.
A16. Access to interstitial spaces is provided in the drawings and specifications.
Q17. Will personnel be allowed to use existing elevators, or will they be required to use outside access?
A17. Existing elevators can be used for transportation, however, plans for access with equipment and piping were included in the drawings and specifications.
Q18. Section 01 32 16.13 Paragraph 1.3. Please confirm that the person that develops and updates the CPM cannot be an employee of the Contractor and must be from an independent firm.
A18. The CPM schedule can be completed by the Prime Contractor.
Q19. Can the Superintendent also perform the duties of the QCM?
Q19. Yes, if the requirements outlined in the specifications are met.
