About this file
This file contains RFI (Request for Information) responses and clarifications for a fuel oil polishing services solicitation issued by the Department of Veterans Affairs, Veterans Health Administration, Veterans Integrated Service Network 4 (VA Coatesville). The document addresses a critical discrepancy identified in the original solicitation regarding the total number and specifications of fuel storage tanks requiring polishing services. The original Performance Requirements section stated twelve tanks (six aboveground and six underground), but the itemized list identified only eight tanks, creating confusion for potential quoters. In response to this discrepancy, the government clarified that the scope encompasses seven total fuel oil tanks: four 20,000-gallon underground tanks adjacent to the Boiler Plant (Building 14), two 12,000-gallon aboveground tanks adjacent to the Hospital Emergency Genset (Building 73), and one 1,500-gallon underground tank adjacent to the Maintenance Shop (Building 12). The Building 63 tank has been removed from scope.
This is a 100% Service-Disabled Veteran-Owned Small Business Set-Aside with NAICS code 562910 and a small business size standard of $25.0 Million. Award will be made on a Lowest Price Technically Acceptable (LPTA) basis. The solicitation is issued as an RFQ with questions due by June 22, 2026, at 3:00 PM EST and quote submissions due by June 26, 2026, at 3:00 PM EST. All inquiries and submissions must be directed to Allan Tabliago, Contract Specialist, at allan.tabliago@va.gov. This amendment incorporates the clarified Statement of Work Rev1 reflecting the corrected tank inventory.

1. The Performance Requirements section describes the work as covering "six (6) above and six (6) underground" storage tanks (twelve total), while the itemized tank list below it identifies eight: four 20,000-gallon underground tanks at Building 14, one 275-gallon aboveground tank at Building 63, two 12,000-gallon aboveground tanks at Building 73, and one 1,500-gallon underground tank at Building 12.
Could you confirm the total number of tanks in scope, along with their aboveground/underground designation and capacities? We want to make sure our quote reflects the correct tank count and fuel volumes.
