About this file
This is a Questions and Responses document for RFQ 36C24426Q0248, a Department of Veterans Affairs procurement for Building 15 Uninterruptible Power Supply (UPS) replacement service equivalent to APC Symmetra PX 80 kVA at VA Wilmington. The document addresses ten inquiries from prospective bidders regarding technical specifications, site conditions, and delivery logistics. Key technical requirements include a UPS battery runtime of 47 minutes or higher at designated load level, with new mains input using 4 wires plus ground from a Siemens Type P5 800AMP max 208/120V 3-phase panel. The existing UPS distribution will not be migrated to the new system; instead, the new system will come with its own circuit distribution feeding two PDU systems routed underfloor. The government confirmed that site visit accommodations would be provided at Building 10 Conference Room on Wednesday, 06/10/2026 at 10:00 AM EST, with the RFQ due date extended to accommodate this walkthrough.
Delivery and removal requirements indicate that the contractor assumes all responsibility for transport, with an elevator available having a 4,000-pound weight capacity. The new mains input will require measurement of conduit raceway length on-site, with no wall penetrations required. Generator testing will occur after UPS installation rather than immediately following startup. This is a certified 100% Service-Disabled Veteran-Owned Small Business Set-Aside using NAICS code 335999 with a 600-employee size standard, issued under FAR streamlined procedures for commercial products and services, with award to be made on a Lowest Price Technically Acceptable (LPTA) basis.

Questions and Responses
1. We are interested in bidding this project but we would like to schedule a site visit with our electrician to review the electrical work required. It’s not possible to quote this portion without seeing site. I see the due date is Friday, can this be extended so we can schedule a site visit?
Response: Meet up at Building 10 Conference Room on Wednesday 06/10/2026 at 10:00 AM EST. No late arrivals. RFQ due date will be extended to accommodate site visit.
2. Site Walkthrough. Please confirm whether a site walkthrough can be scheduled to review existing conditions and installation constraints.
Response: See above
3. UPS Battery Runtime Requirements. Please specify the required battery runtime for the new UPS at the designated load level.
Response: 47 Minutes run time or higher
4. Existing UPS Distribution Migration. Will the existing UPS distribution be migrated to the new UPS system? If yes, please provide:
Response: No, it should come with new system Circuit types and quantities Response: It feeds two PDU systems Whether circuits are routed overhead or underfloor Response: Under the floor
5. Reuse of Existing UPS Mains Input. Can the existing UPS mains input be reused? If yes, please confirm:
Response: No, new main from new system Whether the configuration is 3 wire plus ground or 4 wire plus ground Response: 4 wires plus ground Whether the mains feed is overhead or underfloor Response: Under the floor
6. New Mains Input Requirements (If Applicable). If a new mains input is required, please provide:
Response: Use same power Approximate raceway length Response: It’s in conduit, you must measure yourself.
Any required wall penetrations Response: No Make and model of the panel feeding the UPS Response: Siemens Type P5 800AMP max 208/120V 3 Phase 4 wire
7. Delivery and Removal Constraints. Please identify any special considerations for delivery and removal of UPS units, including:
Response: The contractor will take care of this all, there is an elevator.
Stairs, ramps, or door height restrictions Response: Normal height Floor protection requirements Response: As per our ICRA Loading dock accessibility (tractor trailer vs. local liftgate truck) Response: No Elevator weight capacity, if elevators are required for transport Response: 4000LBS
8. Generator Testing Coordination. Will the VA perform the generator test immediately following UPS startup, or will a separate site visit be required at a later date?
Response: Will test after installation
9. Would it be possible to set up a site visit? This would be necessary to get a proper estimate for the electrical installation cost.
Response: See above
10. Would a site visit be a possibility?
Response: See above
