About this file
This is an Addendum Statement of Work for the Replace Flat Roof Building 57 project (Project #542-26-109) at the Department of Veterans Affairs Coatesville VA Medical Center. The addendum expands the original scope to include full replacement of EPDM flat roofing on stair towers (approximately 70 square feet each) and two flat roofs (approximately 242 square feet each) on the western side of Building 57. Work includes complete removal and replacement of EPDM membrane, insulation, cants, flashing, drip edge, gutters, and roof drainage components in accordance with VA Technical Information Library specifications and Master Construction Specifications. The contractor must investigate and repair concrete decking structural integrity upon EPDM removal, replace all flashing with 16-ounce copper materials, install new lightning protection on affected equipment, raise all equipment curbs to a minimum of 12 inches, remove abandoned equipment per state and local guidelines, provide weather protection during construction, and utilize cranes for debris removal. The scope includes 90-day completion timeline from Notice to Proceed with coordination required with the Contracting Officer Representative (Dan Hiltebeitel).
The addendum also mandates a comprehensive balustrade system restoration at the Building 57 roof penthouse, including 100 percent repointing of mortar joints on terra cotta and brick components, removal and patching of spalled areas using cementitious patching material, power washing, and application of mineral paint coating (Keim brand specified as basis of design). High-reach man lifts will be used for exterior balustrade work with protective matting to minimize ground damage. Repointing work must coordinate with roofing operations to minimize weather exposure, and all tasks require prior coordination with the Contracting Officer Representative to ensure patient safety during construction activities at the medical center facility.

Addendum SOW for Replace Flat Roof Building 57 Project # 542-26-109 COR: Dan Hiltebeitel
This Addendum work is in addition to the original Statement of Work for the Replace Flat Roof Building 57 project. Addendum includes full replacement of the building 57 flat Ethylene Propylene Diene Monomer (EPDM) roofs on the stair towers (approximately 70 square feet (sqft) each) as well as the two flat roofs (approximately 242sqft each) connected to the main sloped roof on the western side of the building, in accordance with the VA Technical Information Library or the TIL as well as the Master Construction Specifications. This will include the full removal and replacement of the EPDM roofing, insulation, cants, and pitching to roof drains and gutters designated in the Drawings and specified below. In addition, the flashing, drip edge, roof insulation, pitching, and cants. Copper cap seams and scuppers to be resoldered/resealed. Gutters to be rehung with proper pitch for drainage to downspouts with drip edge/flashing extended to protect existing structure from water intrusion prior to reaching thew gutter. These two components will need to have new lightning protection installed upon them. The following specifics are detailed in accordance with the drawings, specifications, and required work:
Additional flat roof work:
1) The contractor must replace entirely both lower EPDM flat roofs (adjoining central west facing wing) of Building 57 while incorporating proper pitch for the roof drains and scuppers (designated in the drawings) and installation of required cants around every portion of the EPDM that meets the sloped roof, walls or curbs.
2) The contractor must replace the entire EPDM flat roofs of Building 57 over the two separate western stair towers while incorporating proper pitch for all existing roof drains and scuppers (designated in the drawings), installation of required cants around every portion of the EPDM that meets the railing wall or equipment curbs.
3) The contractor must upon removal of the EPDM roof, investigate and survey the structural integrity of the concrete decking. Confirm any damage and repair the concrete where needed to prevent further water penetration and damage to the floors below.
4) The contractor must replace all the flashing where the EPDM meets the pitched roof/wall with proper installation of 16 oz. copper flashing and placement on the wall.
5) The contractor must replace all insulation underneath the EPDM roofing while correctly accommodating for the roof’s pitch towards the roof drains and scuppers.
6) The contractor must remove all designated pieces of abandoned equipment shown in the Drawings and dispose of them properly in accordance with state and local guidelines.
7) The contractor must ensure that all the equipment curbs on the building 57 EPDM flat roofs are raised to a minimum of 12 inches on all sides of the equipment while taking account for the pitch angle of the roof.
8) The contractor must ensure that no debris or equipment falls from the worksite down the roof during demolition. This must be coordinated with the COR to ensure the safety of the patients and a shutdown of the building’s entrance will be in effect during this time.
9) The contractor must ensure that proper weather protection is provided for times that the EPDM flat roof’s envelope is removed, and construction is ongoing up until the full replacement of the EPDM flat roof is complete.
10) The contractor must use a crane (for any lift exceeding max manlift weight rating) to lift all debris from the roof’s demolition and supply the space with the materials to complete the work. This includes relocation or moving equipment that must be removed from the roof.
11) The contractor is to remove and replace the lightning protection connecting the two remaining pieces of roof equipment to the roof lighting protection system.
Additional balustrade system work:
12) Contractor to provide a full restoration of existing Balustrade system at penthouse of Building 57 roof. Contractor will also be responsible for providing a sealcoat/painting to entire Balustrade system. Contractor to refer to Specification sections 04 05 13, 04 05 16 and 04 72 00.
13) Repoint 100% of the mortar joints at the terra cotta balustrade, brick post/columns and caps. Mortar mix to be approved by the owner and color to be selected from in-site mockups.
14) Remove any loose and spalled areas of terra cotta on the balustrade system and brick columns. Square off the spalled areas by saw cutting the perimeter to form a key for the new patching material.
15) Patch the prepared spalls using a cementitious patching material formulated for terra cotta repairs such as Jahn or Comproco.
16) When all repairs are complete, power wash the entire balustrade system in preparation for a new coating.
17) Apply one coat of a high-grade Keim (Basis of Design) mineral paint (for masonry) coating to the entire balustrade system. Color to be selected by the owner from the manufacturer’s standard color charts.
18) All work on the exterior side of the balustrade will be completed via high reach man lifts. These lifts may require being positioned on the grass surface close to the building. Mats will be placed beneath the high reach wheels to help minimize rutting.
19) Repointing work will include the existing reglet, currently covered by the existing roofing membrane. Existing termination bar will be deleted to allow use of existing reglet/new counter flashing currently installed.
20) General Contractor (Superintendent) will carefully coordinate masonry repointing work with the roofing contractor to minimize exposure to the elements. Roof not to be left exposed to the elements.
Prior to work being performed contractor must coordinate each task with the COR.
Contractor will have 90 days to complete the project from NTP.
General Requirements – same as in original SOW.
