About this file

This document is a Questions and Answers file for a VA roof inspection and maintenance contract (Solicitation Number 36C24425Q0531). The Q&A addresses technical details including warranty information, response procedures for leak inspections, and clarifications about horizontal lifeline systems. Key points include the VA's request for on-call leak inspections within 24 hours, a non-funded emergency repair option for contractors, and provisions for providing repair quotes on a per-call basis. The document also indicates that architectural roof plans and detailed system specifications were not initially available, but recent roof and lifeline system photos were provided to assist contractors in preparing accurate estimates. Additional clarifications were made about warranty coverage, which is limited to material failures and does not cover contractor-induced damage.

1. (Q) Attachment A (referenced for the estimated roof areas and roof types) does not appear to be included in the file provided. Could you provide this document?

(A) Attachment A has been added.

1. (Q) Which roofs are under warranty?

(A) We have roofs that are covered by a material only warranty in the event of a failure. The warranties do not cover damage by contractors or our people. Any warranty can be provided in the event it is needed for a failure.

1. (Q) What was the cost of the last contract for these services?

(A) FOIA request may be filed for previous contract award information.

1. (Q) Can you provide a sample report the VA prefers if there is one?

A sample report configuration has been provided.

1. (Q) Section 3.2 and 3.3 states we are required to respond to leaks. Is it the governments intent that we estimate the number of calls and add that to our price? Or do we provide a per call price and a repair price?

3.2 Provide on call inspection of any leaks reported by the Government within 24 hours of notification throughout the period of performance.

A non-funded emergency repair CLIN would suffice. The vendor would provide a quote for the repairs on a per call per repair basis.

1. (Q) Section 4.0 Horizontal Lifeline Inspections can we get the install date and last reports for these?

5. We have an estimated install date of 2016.

1. (Q) Roof Plans/Drawings:

Any available architectural or roofing plans for the buildings included in the scope of work.

These are unavailable at this time.

1. (Q) Lifeline System Specifications:

Details on the existing fall protection systems installed on Buildings 1, 2, 17, 18, and 19, including manufacturer, installation dates, anchorage ratings, and any prior inspection reports if available.

Recent photos of the roof and horizontal life lines have been provided.

1. (Q) Recent Roof & Lifeline Photos:

Clear photos of the current roof conditions and visible lifeline systems across the covered buildings. This will assist our estimating team in preparing appropriately and ensuring the correct test gear and equipment are used during site activities.

Photos have been provided.
