CONTINUATION PAGE

I. Offerors have submitted 4 follow-up questions to the Government in response to Solicitation Amendment 36C24423R0132 0003. The Government has included those questions submitted by Offerors below, verbatim, and provided responses. Offeror questions (Q#:) with numbering from Amendment 0003 and initial Government responses appear in regular font; Government responses to follow-up questions (A#:) follow in bold font.

Question 1, reference amendment 0003 A.7 & A.71/ Pgs 3, 14 & 15:

Given that the enrollment has historically decreased over the past 5 years and the enrollment as of October 2023 is 2,123: which is less than the number of enrollees listed in the RFP (2,200). Will the VA consider readjusting enrollment projections listed in the price schedule?

Answer 1: VA has reconsidered the estimated enrollment. Please see the revised estimates in the schedule below:

B.2 PRICE SCHEDULE

The quantities listed in the Price Schedule below for CBOC services located within within Schuylkill County, within the 9th Congressional District, and within 5 miles’ driving distance of the city limits of Pottsville, PA 17901 are estimates only and are not to be considered a minimum or maximum.

The Government will order the below specified minimum contract value of services and may order up to and including the below specified maximum contract value of services through task orders under this basic Indefinite Delivery Indefinite Quantity (IDIQ) contract during the duration of the contract inclusive of all option periods. The maximum amount under this contract is not guaranteed. PMPM includes cost of unassigned patient visits, contractor shall not bill separately or propose an additional LIN or bill separately for these costs. All quantities are estimated, the government will pay for services performed as certified by the COR.

Ordering Procedures: VA has the sole authority to assign Veterans treated by the contractor into the Primary Care Management Manual (PCMM) software program used to track primary care clinic veteran rosters. Specific billable processes for issuing task orders under the resultant contract are included in section 6. Refer to section 6.2.1 for billable roster information and refer to section 6.2.2 invoicing and payments for payment processing.

*Contract minimum and maximum values were developed in consideration of the Independent Government Cost Estimate. Actual minimum and maximum values may be adjusted in a contract resulting from this solicitation in consideration of the successful price proposal.

*Contract Minimum $2,000,000.00 *Contract Maximum $32,000,000.00

Question 2, reference amendment 0003 A.13 & A.61/ Pgs 4 & 12:

In answer 13 the VA states they need 4 offices for the full time VA staff employees. At least 3 spaces for ad hoc, touchdown or expansion. Then in answer 61 the VA is requesting 7 consultation rooms. Is the 4 offices and 3 spaces for ad hoc, touchdown or expansion different than the 7 consultation rooms? Is the VA requesting a total of 14 rooms? Or are the 4 offices and 3 spaces for ad hoc, touchdown or expansion, the same as the 7 consultation rooms?

Answer 2: The 7 consultation rooms are the same at the 4 offices and 3 ADHOC spaces.

Question 3, reference amendment 0003 A.23/ Pg 5:

The VA states the contractor is responsible for a generator for emergencies. What type of generator is the VA looking for the clinics to have? A generator to keep the entire clinic running, or a generator to keep the medication refrigerator running during power outages?

Answer 3: At a minimum, the Generator should power the medication room, IT closet, lighting for 2 to 3 exam rooms, Laboratory and emergency outlets in the reception area. This is not an inclusive list and can be expanded to other areas.

Question 4, reference amendment 0003 A.29 & A.55/ Pgs. 6, 10, 11:

In answer 29 the VA states, "Yes, the contractor is responsible for supplying Haldol for Behavioral Health Medication. Yes, Contractors are responsible for administering medication/paying for medication prescribed by non-contracted providers." Please explain the rationale for the Contractor to be responsible for administering/paying medications provided by "non-contracted" providers.

The implications are that the CBOC provider would have to provide these medications whether or not they agreed with the non-contracted provider. Additionally, there does not appear to be any provision for the adjudication of costs associated with highly expensive medications that may or may not be allowed by the VA Formulary. Is that the VA's intent?

Answer 4: The original answer to this question is incorrect. The Contractor is responsible for paying for medications stocked in the medication room and vaccines. The contractor is responsible for administering injectable medication prescribed by non-contracted providers. The prescriptions for these medications may be filled through the Lebanon VA Medical Center or Heritage Prescriptive Services.

The Government has provided responses to all follow-up questions submitted in response to Solicitation Amendment 36C24423R0132 0003.
